Hanoi overcomes challenges, determined to build a pioneering position

The 18th Hanoi Party Congress set the goal of becoming a civilized, modern city and a leading economic and cultural center by 2030.

On the morning of October 16, the 18th Congress of Hanoi Party Committee, term 2025-2030, officially opened, with the participation of 550 exemplary delegates, representing nearly 500,000 party members of 136 party committees under the City Party Committee.

In her opening speech, Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai emphasized that the country is entering a new era - an era of development, prosperity and strength of the nation.

Hanoi City is facing intertwined opportunities, advantages, difficulties and challenges, requiring the Party Committee, government and people of the capital to be highly determined and make great efforts to successfully achieve the set development goals.

According to Hanoi Party Secretary Bui Thi Minh Hoai, in the 2020-2025 term, besides basic advantages, the capital city of Hanoi also faces many difficulties and challenges.

However, with the attention, leadership and direction of the Party Central Committee, often the Politburo, the Secretariat, the National Assembly, the Government, the attention and support of the Central Committees, ministries, branches, the Fatherland Front, central organizations, the Party Committee, the government, the army and the people of the Capital have united, innovated, overcome all difficulties and challenges, and strived to successfully implement the Resolution of the 17th City Party Congress, term 2020-2025 with many outstanding results.

In particular, the work of building a clean and strong Party and political system has been comprehensively and synchronously deployed; the work of inspection, supervision, prevention of corruption, waste and negativity has been strengthened; the work of mass mobilization, propaganda, people mobilization, activities of the Fatherland Front and mass organizations have had many innovations; the organization and apparatus have been actively arranged and streamlined to ensure that the two-level local government operates smoothly, better serving the people and businesses.

The Capital's economy continues to affirm its leading position and driving force for the development of the Capital Region, the Northern Key Economic Region and the whole country; urban construction and development have many positive changes; the fields of culture, society, health, education and training have developed comprehensively and achieved many outstanding results; social security is ensured; the material and spiritual life of the people has been improved and enhanced; national defense and security work has been strengthened, social order and safety have been maintained; absolute safety has been protected for key targets and national and international events taking place in the area; successfully coordinated the organization of major holidays and anniversaries of the Capital and the country, especially the series of commemorative activities, including the ceremony, parade, and march to celebrate the 80th anniversary of the successful August Revolution and National Day September 2, leaving a deep impression in the hearts of people nationwide and international friends.

Thoroughly grasping the direction of the Politburo and General Secretary To Lam at the Politburo's working sessions with the Hanoi Party Committee Standing Committee on preparations for the Congress, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai requested that each delegate uphold their sense of responsibility and actively contribute their intelligence to concretize the requirements and expectations of the Central Committee, General Secretary To Lam, cadres, party members, people of the Capital and people of the whole country to build and develop the Civilized-Modern-Happy Capital, together with the whole country, firmly step into the era of national growth, the era of building a prosperous and prosperous country.

The 18th Congress of Hanoi Party Committee set the goal that by 2030, Hanoi will be a "Cultured-Civilized-Modern" capital, green, smart, a place where cultural quintessence converges, deeply integrated internationally, highly competitive, with a development level on par with the capitals of developed countries in the region; a major economic and financial center; a leading center of culture, education and training, healthcare, science, technology and innovation; stable politics and society, a peaceful city, happy people.

By 2045, Hanoi Capital will be a globally connected city with a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development, representing the whole country; with a development level on par with the capitals of developed countries in the region and the world. GRDP per capita will reach over 36,000 USD.

The main targets by 2030 include 4 groups with 43 specific targets, including a number of general targets such as the number of new party members admitted annually reaching at least 11,000, striving to reach 3% of the total number of party members by 2030; striving for a GRDP growth rate of 11.0%/year or more; GRDP per capita of over 12,000 USD; human development index (HDI) reaching about 0.88 points; happiness index (HPI) reaching 9/10 criteria...

The Congress proposed development breakthroughs, including: Focusing on building and perfecting the capital's development institutions; developing, exploiting and effectively using high-quality human resources and attracting talents; developing a modern, smart and connected infrastructure system.

Key tasks and solutions in the 2025-2030 period typically include: Building and perfecting institutions and specific policies for the development of the Capital; establishing a new growth model, promoting industrialization, modernization, and strongly developing the private economy; strongly promoting science, technology, innovation and comprehensive digital transformation in all fields; building a Smart City with people and businesses as the center, the subject, the main resource and driving force...

The 18th Hanoi Party Congress took place from October 15-17.

The Congress has the task of reviewing the implementation of the Resolution of the 17th City Party Congress (2020-2025); deciding on the goals, directions and tasks of building and developing the Capital for the 2025-2030 period, with a vision to 2045; electing the 18th City Party Executive Committee and electing the delegation to attend the 14th National Party Congress; and at the same time discussing and contributing opinions to the draft documents of the 14th National Party Congress.

The Congress is a very important political event for the Party Committee, government and people of the capital, attracting the attention of agencies, organizations and people of all walks of life, not only in Hanoi but also in the whole country.

The success of the City Party Congress contributed significantly to the success of the 14th National Congress of the Party. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 18th Congress of the Hanoi City Party Committee has a particularly important meaning, guiding the Party Committee, government, armed forces and people of all walks of life in the capital to seize opportunities, overcome challenges, and be determined to build a "Cultured - Civilized - Modern - Happy" capital, pioneering with the whole country to enter a new era - an era of prosperous and powerful development of the Vietnamese people, contributing significantly to the successful implementation of the country's development goals until 2030, with a vision to 2045.

Previously, at the preparatory session, on behalf of the Presidium, Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Commission Nguyen Doan Toan presented a report summarizing comments on the draft documents to be submitted to the 14th National Congress of the Party.

The report truthfully, objectively and comprehensively reflects the opinions of 2,130 grassroots Party organizations and 136 Party Committees under the Hanoi Party Committee.

The opinions expressed the sense of responsibility, enthusiasm and deep belief of the capital's cadres and party members in the Party's guidelines and policies. The majority of opinions were highly unanimous, assessing the draft documents as carefully prepared, scientific, innovative and comprehensive, demonstrating strategic vision and sustainable development thinking; the draft documents crystallized the harmony between theory and practice of 40 years of innovation, reflecting the will, aspirations and beliefs of cadres, party members and people, creating social consensus, affirming the strength of great national unity under the leadership of the Party.

The frank comments clearly pointed out the limitations and causes, and at the same time proposed directions, tasks and practical solutions for the next development stage of the country./.
