On the morning of May 15, in Hanoi, Prime Minister Pham Minh Chinh attended the Ceremony to celebrate Vietnam Science and Technology Day (May 18), the 65th anniversary of the establishment of the Ministry of Science and Technology (1959-2024); the 2024 Ta Quang Buu Award Ceremony with the theme "Science, technology and innovation - Enhancing national status".

The Ministry of Science and Technology, formerly the State Science Committee, was established under Decree No. 016-SL dated March 4, 1959 of the President of the Democratic Republic of Vietnam. On June 18, 2013, at the 5th Session of the 13th National Assembly, the Law on Science and Technology was passed, stipulating that May 18 of each year is Vietnam Science and Technology Day.
It can be seen that, in the flow of 65 years, achievements in science, technology and innovation have left historical marks in many key sectors and fields of the country, becoming the foundation and driving force for the country's sustainable development. The role of science, technology and innovation has always been affirmed in the Party Congress documents such as: Documents of the 11th Party Congress; Resolution No. 20-NQ/TW of the 6th Conference of the 11th Party Central Committee; Documents of the 12th and 13th Congresses... affirming that "science and technology are truly the top national policy"; "science, technology and innovation are one of the most important strategic breakthroughs towards rapid and sustainable development.

Through a comprehensive and synchronous legal system on science and technology with 8 specialized laws, the Party's major guidelines and policies on science and technology development have gradually entered life, creating the basis and premise for innovations and reforms in management, organization and operation of science and technology, meeting the requirements of the economy in the transition process and the requirements of international integration. In particular, the procedures for performing science and technology tasks have been gradually simplified; publicity and transparency have been enhanced, academic integrity has been ensured, and risks have been accepted in scientific research; post-auditing has been strengthened; an advanced academic environment has been created and a pilot policy for the promotion of science and technology staff has been piloted.
Investment in science and technology, especially investment by enterprises, marks an important shift towards socialization. Previously, it was mainly from the state budget, but now the proportions are almost equal (52% and 48%). State management of science and technology activities, innovation; development of science and technology potential; intellectual property; quality measurement standards; atomic energy, radiation and nuclear safety; state management of public services in the fields under the Ministry's management have achieved many important achievements.

Scientific and technological activities that have made their mark in the fields of social sciences and humanities have contributed to supplementing, explaining and clarifying the Party's viewpoints on the path to socialism in Vietnam; providing scientific arguments for the process of building and drafting Party documents and resolutions through each congress term. Research in the field of natural sciences focuses on basic research and applied-oriented basic research in areas where Vietnam has strengths. Some fields of natural sciences have reached the advanced level of the region and the world; many modern scientific and technological achievements have been quickly and widely applied in the fields of medicine, agriculture, industry, information, and construction.
In the agricultural sector, science and technology contribute over 30% of the added value in agricultural production, 38% in the production of plant and animal breeds; making an important contribution to increasing the added value of many agricultural products, bringing high profits. In the industrial sector, the value of high-tech products and technology applications increased from 26% in 2010 to over 40% in 2019. Vietnam has mastered technology, successfully manufactured many equipment, production lines, and new types of materials with high localization rates, serving the development of mechanical engineering, energy, supporting industries, agriculture, etc.

In the field of transportation, many research results are related to technology, materials, new technical solutions, mechanics, automation, localized manufacturing of experimental and testing equipment with high automation level. In the field of medicine, many advanced technologies and techniques in diagnosis and treatment have been mastered, such as endoscopic surgery, especially endoscopic surgery in the treatment of some thyroid diseases, interventional X-ray... mastering organ transplant techniques including kidney, liver, pancreas, marrow, kidney, heart, lung, some organ transplant techniques have reached world-class level, opening up opportunities for life for thousands of patients and bringing great economic and social benefits...
The national innovative startup ecosystem has been strongly developed in localities across the country. In 2023, Vietnam had about 3,800 innovative startups, of which 11 were valued at more than 100 million USD, 208 investment funds, 84 incubators, and 35 business promotion organizations. Vietnam's Innovation Index (GII) has continuously improved over the past 13 years, demonstrating its effectiveness in converting input resources into innovative outputs. In 2023, Vietnam ranked 46/132 countries/economies, ranked 4th in Southeast Asia, and maintained its 2nd position in the group of 36 lower-middle-income economies. The Ministry of Science and Technology has developed the Local Innovation Index (PII) and officially deployed it nationwide from 2023. * The Ta Quang Buu Award was first organized by the Ministry of Science and Technology on May 18, 2014 to encourage and honor scientists with outstanding achievements in basic scientific research in the fields of natural sciences and engineering, contributing to promoting the integration and development of Vietnamese science and technology. To date, the Ta Quang Buu Award has become one of the prestigious scientific awards in Vietnam, highly appreciated by the scientific community.
Over the past 10 years, the Organizing Committee of the Award has received more than 400 entries. The Minister of Science and Technology has presented the Award to 18 scientists who are authors of outstanding scientific works and 4 young scientists. The scientists who have won the Award in recent years are role models for Vietnamese scientists - especially young scientists - to continue to strive to conduct cutting-edge scientific research, contributing to the integration and development of science and technology.
The award has recognized the diverse distribution of outstanding scientists in terms of age, gender, and region across the country, in all fields of natural sciences and engineering. The works were highly appreciated by the Basic Research Scientific Councils of the NAFOSTED Foundation for their research quality, scientific significance, and impact on research issues and fields; the journals publishing the works were all ranked highly (top 10%) in the Web of Science and Scimago Journal Lists, of international stature.
In 2024, the Ministry of Science and Technology will start accepting applications for the Ta Quang Buu Award from November 2023 to January 2024. The total number of applications received is 97, including 76 applications in the field of natural sciences and engineering, 21 applications in the field of social sciences and humanities; 71 applications for the main award and 26 applications for the youth award. The Award Council said that the number of nominations for this year's Award has doubled compared to previous years. The nominated applications are all of very good quality, so the Award Council has discussed very carefully to select the most outstanding works, worthy of being awarded the Ta Quang Buu Award in 2024...
