On the afternoon of July 26, during his working program in Quang Tri province, Prime Minister Pham Minh Chinh inspected a number of key projects and works in the province.

Inspecting the Van Ninh-Cam Lo expressway project at the intersection with Provincial Road 575 (Con Tien Commune, Quang Tri Province), the Prime Minister requested the investor and contractors to strive to complete the remaining items; assign more work to local contractors, invest in building rest stops, complete according to expressway standards; race against time, strive to complete this section by August 19. Localities strive to support contractors to complete the project; strive to complete the coastal section in 2025.

The Ho Chi Minh Road Project Management Board said that, regarding the implementation status of the Van Ninh-Cam Lo section project of the North-South Eastern Expressway Construction Project in the 2021-2025 period up to now: Total route length: 65.55km; passing through Quang Binh province (old) about 33.017km; passing through Quang Tri province (old) about 32.53km; total investment: 9,919.78 billion VND (construction and installation: 6,149.65 billion VND; site clearance: 2,637.49 billion VND; contingency: 622.07 billion VND; other costs: 510.57 billion VND); The project has 2 construction and installation packages, started on January 1, 2023, completed in October 2025 (adjusted progress strives to complete in August 2025).

Regarding the construction status, the Project has a total of 2 construction packages: 5,387.56 billion/5,514.45 billion VND, reaching about 97.7% (Package XL1 through Quang Binh (old) about 98.00%, Package XL2 through Quang Tri (old) about 97.34%) of the Contract value.

Contractors have arranged 102 construction teams (29 bridge construction teams, 18 road construction teams, 10 box culvert and underpass construction teams, 45 traffic safety construction teams), with a total of about 450 locomotives and equipment and nearly 1,300 engineers and workers. Up to now, the main volumes have been basically completed; only the work of completing 3 overpasses, intersections and traffic safety remains. Contractors are working in 3 shifts, 4 teams, striving to complete and put into operation on August 19, 2025.

Construction of Quang Tri Airport Phase 1 project, scheduled to start in July 2024, will have a capacity of 500,000 passengers/year (when fully invested, it will reach 5 million passengers/year); implemented in the form of public-private partnership (PPP), with T&T Group as a joint venture with Cienco 4 as the investor.

The project consists of two component projects, in which site clearance is carried out by the locality; the airport construction component project is carried out by private investors with a total investment of VND5,821 billion.

To date, the aircraft parking area has been completed, and the remaining projects are being implemented synchronously. The investor aims to build a complete and interconnected aviation ecosystem including an airport, a cargo transit center, an aviation industrial complex and an airport urban area, with a scale of 10,800 hectares.

Appreciating this orientation, the Prime Minister requested that localities and investors complete phase 1 of the Quang Tri airport project by July 2026 at the latest, striving to complete it earlier than April 30, 2026. From there, promote the advantages of Quang Tri with all types of transportation including expressways, north-south railways, high-speed railways, deep-water seaports, airports..., connecting the two East-West and North-South corridors, connecting with countries in the region, and connecting internationally.

Based on this advantage, the Prime Minister directed Quang Tri province and research agencies to build Quang Tri airport with a higher level according to ICAO classification, taking this airport as the center for research, completing related planning, developing the area between the two major rivers in the province (Ben Hai river in the north and Thach Han river in the south) according to the "4 in 1" orientation including airport urban area, industrial park, science and technology park and service area.

* Visiting My Thuy port area (My Thuy commune), Prime Minister Pham Minh Chinh directed that further research should be done to invest in a railway line to connect Thailand and Laos; the Ministry of Construction plans this port to become a systematic free trade zone.

Emphasizing that My Thuy port has a strategic position in the region, the Prime Minister assigned the province to be the investor in upgrading the existing road section into a highway connecting from the port to La Lay border gate; the province must also study investment in a free trade zone; and it is necessary to call for more private investors to invest.

My Thuy Port Area Project is invested by My Thuy International Port Joint Stock Company; total area 685ha, total investment 15,000 billion VND, divided into 3 phases: Phase 1: scale 4 berths, total investment 5,902 billion VND, construction time: 2023-2027. Phase 2: scale 3 berths, total investment 5,876 billion VND, construction time: 2027-2031. Phase 3: scale 3 berths, total investment 3,222 billion VND, construction time: 2032-2036. Currently researching to accelerate and expand the port scale.

Currently, My Thuy International Port Joint Stock Company is constructing phase 1 of the 4-berth project with a total investment of VND 5,902 billion.
