Accordingly, the three key national highway projects of the transport sector include: Tuyen Quang - Phu Tho highway project connecting with Noi Bai - Lao Cai highway; My Thuan - Can Tho highway project; My Thuan 2 bridge project.
The inauguration ceremony was organized by the Ministry of Transport in coordination with agencies and localities, connected online from the main bridge point of Dien Bien Phu city to the provinces with projects in the area: Phu Tho, Vinh Long, Tien Giang .

Speaking at the event, Prime Minister Pham Minh Chinh first expressed his great emotion when being present in Dien Bien Phu city, a historical site with the Dien Bien Phu Victory "famous in five continents, shaking the world", and organizing the inauguration ceremony of important transport projects with the provinces of Tuyen Quang, Phu Tho, Tien Giang, Vinh Long... - lands with heroic historical traditions, rich and unique cultures but people's lives are still very difficult. The inauguration of these 4 transport projects at the same time with a total investment of nearly 18,000 billion VND is a historical milestone.
The Prime Minister said he was even more moved when, at the inauguration ceremony, he met, expressed gratitude and presented gifts to 20 Dien Bien Phu soldiers in the past, who sacrificed their blood and bones to contribute to the Dien Bien Phu victory and are here today to encourage, motivate and fuel the next generations to continue to strive and work hard, worthy of the sacrifices, contributions and merits of previous generations.
Before the inauguration ceremony, the Prime Minister and the delegation also offered incense to heroes and martyrs at the Martyrs' Temple at Dien Bien Phu Battlefield and A1 Martyrs' Cemetery in Dien Bien Phu city.
The Prime Minister and delegates performed the ceremony of attaching a plaque to the project to celebrate the 70th anniversary of Dien Bien Phu Victory and the 80th anniversary of the Traditional Day of the Transport Industry.
According to the Prime Minister, all four projects inaugurated today have many difficulties and legal problems; limited funding, so it is necessary to mobilize public-private partnerships, mobilize central and local capital sources, increase revenue sources, save expenses and other legal capital sources; encounter many difficulties with weak soil in the southern provinces, scarcity of common construction materials (Dien Bien airport must crush stone instead of sand and gravel); construction in epidemic conditions, complicated weather conditions; difficulties in site clearance, environmental protection...
Further analyzing the significance and results of the projects, the Prime Minister emphasized the advantages of My Thuan 2 bridge compared to My Thuan 1 bridge: longer, higher, wider; My Thuan 1 was designed and constructed by foreigners, while My Thuan 2 is a large-span cable-stayed bridge project carried out entirely by a team of Vietnamese engineers and workers in all stages, with the prominent role of the contractor Trung Nam Group, marking the growth and maturity of Vietnamese human resources; the investment rate of My Thuan 1 is about 5,000 USD/m2 while My Thuan 2 is about 2,400 USD/m2, which means saving about 50%; creating more jobs and livelihoods for the people.
The Prime Minister pointed out valuable lessons in implementing socio-economic development goals in general and infrastructure development in particular.
The Prime Minister said that over the past time, all relevant entities, levels, sectors, especially the Ministry of Transport, the Ministry of Planning and Investment, the Ministry of Natural Resources and Environment, the Ministry of Finance, the Ministry of Construction, the People's Committees of the provinces: Dien Bien, Tuyen Quang, Phu Tho, Tien Giang, Vinh Long, Can Tho, Dong Thap, investors, consultants, contractors, officers and workers at the construction site, with the support, consensus and support of the people, have made efforts to carry out a huge amount of work with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", with a strong will, defeating the pandemic, working through Tet and holidays, so that the completed projects meet the schedule.
On behalf of the Government, the Prime Minister respectfully thanks the leadership and direction of the Central Executive Committee, directly and regularly by the Politburo, the Secretary, headed by General Secretary Nguyen Phu Trong; the support of the National Assembly, People's Councils at all levels; ministries, branches, local People's Committees and National Assembly Committees; investors, project management boards, consultants, contractors and cadres and workers at the construction site; the Fatherland Front and socio-political organizations and people in the areas where the project passes through.

The Central Government boldly decentralizes and delegates power to localities, allocates appropriate resources and designs tools for monitoring, inspecting, urging, fighting corruption, negativity, and waste in project implementation.
Localities must be self-reliant, self-reliant, and rise up with their own hands and minds, dare to think, dare to do, and not expect or rely on others. The ideology must be clear, the determination must be high, the effort must be great, the actions must be drastic and effective, and each task must be completed thoroughly.
Coordination between levels and agencies in the political system must be close, timely, proactive, positive and effective; at the same time, it must seek the participation and support of the people.

In the coming time, the Prime Minister requested relevant agencies to continue to carry out necessary procedures and work according to the provisions of law related to the projects; make settlements in accordance with regulations, fight corruption, waste, and negativity; continue to care about the lives of people affected by the project according to the principle that the new place of residence must be better than or equal to the old place of residence.
Contractors and consultants continue to learn from experience to continue to do new projects. Agencies apply the most flexible policies according to the provisions of the law to continue to create the most favorable conditions for contractors and consultants who have done well on many projects to participate in new projects.
