Prime Minister: Strive for economic growth of 8.3-8.5% in 2025

On the morning of July 16, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired an online conference between the Government and localities on the economic growth scenario for 2025 and tasks and solutions to achieve the growth target for 2025.

Also attending were Politburo members, Party Central Committee members, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, leaders of ministries, branches, central and local agencies, leaders of commercial banks, corporations and state-owned enterprises.

The conference was connected online to 34 provinces, centrally-run cities and communes, wards and special zones.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh said that the Government organized the conference to assess and discuss the socio-economic development situation in the first 6 months of the year, identify key tasks and solutions in the coming time, and strive to achieve the highest growth target of over 8% as determined by the Party, State, National Assembly , and Government, and directed by General Secretary To Lam.

The Prime Minister stated that since the beginning of the year, we have been carrying out many breakthrough, strategic, and fundamental tasks, both short-term and long-term, such as implementing the revolution to reorganize the apparatus, "rearranging the country"; submitting to the Politburo for promulgation and implementation of four important resolutions (the four pillars); and developing and submitting to competent authorities resolutions related to education and training, health care, and culture. These are major orientations to enter a new era - an era of national development, prosperity, civilization, and prosperity, with people increasingly well-off and happy.

According to the Prime Minister, since the beginning of his term, our country has experienced many difficulties and enormous challenges, such as the Covid-19 pandemic, conflicts, wars, geopolitical competition, trade competition, supply chain and production chain disruptions, causing difficulties for domestic production; severe natural disasters, complex climate change, etc.

However, under the leadership of the Party, regularly and directly led by the Politburo and the Secretariat, headed by the General Secretary, we have maintained macroeconomic stability, controlled inflation, promoted growth, ensured major balances of the economy; maintained independence, sovereignty, unity, territorial integrity, political stability, order, and social security; people's lives have improved, each year higher than the previous year... basically achieving the set goals.

Regarding the GDP growth target, the Central Government, the National Assembly, and the Government have determined that this year the growth rate must be 8% or higher. Recently, with the great efforts of the entire political system, people, and businesses, in the first 6 months of the year, the economy achieved a growth rate of 7.52%.

However, from now until the end of the year, there are still many difficulties and challenges, especially difficulties from within the economy. Therefore, we must analyze, discuss, and evaluate to find solutions to restructure the economy, transform the growth model, and find the most optimal structure and model in the current international context as well as the conditions of Vietnam as a developing country, a transitioning economy, with a modest scale and large openness.

To achieve the set growth target, it is necessary to renew traditional growth drivers such as consumption, export, investment and promote new growth drivers such as green growth, circular economy, digital economy, etc.

Prime Minister Pham Minh Chinh said that at this conference, the Government gave specific figures that the whole country needs to achieve a growth rate of about 8.3-8.5% in 2025, creating momentum, creating force, creating momentum, creating a solid foundation to achieve double-digit growth in the period of 2026-2030, thereby achieving 2 strategic development goals for 100 years.

The Prime Minister asked delegates to discuss and evaluate the possibility of achieving a growth rate of 8.3-8.5% in 2025; what must be done to achieve this target; from there, it is necessary to identify growth pillars, growth drivers, ministries, branches, agencies, units, economic groups, and economic sectors must all make efforts and move forward.

The Prime Minister asked delegates to focus on analyzing and assessing the world context to find appropriate solutions; immediate and long-term solutions to restructure the economy, transform the growth model according to the new spirit, new situation; untie knots, remove difficulties and obstacles, unblock resources, and promote growth drivers.

Emphasizing that the entire political system must act, if it does not act, is not synchronous, not professional, not in the same direction, there will be no combined strength, with the requirement of unanimity, determination, consensus, and unified perception and action to ensure the goals set by the Party and the National Assembly, the Prime Minister hopes that delegates will study carefully and contribute opinions so that after this meeting, the Government will have a new resolution on assigning growth targets and managing a unified growth scenario.

Affirming that the conference is action-oriented, combative, and specific, the Prime Minister requested delegates and leaders of ministries, sectors, localities, and units to clearly state the targets, goals, and solutions of their ministries, sectors, localities, and units, with a roadmap, steps, and specific solutions.
