Criticism of localities for their slow issuance of guidelines for the implementation of the Land Law.
This directive is included in Prime Minister Pham Minh Chinh 's dispatch No. 105 on focusing on directing and implementing the Land Law, which was issued on October 10th.

Accordingly, the Land Law, which was passed by the National Assembly and came into effect on August 1st, has initially begun to be implemented.
The Prime Minister commended the ministries, sectors, and localities for their great efforts in issuing detailed regulations and guidelines for the implementation of the Law, creating uniformity, consistency, and a legal basis for the smooth implementation of the Land Law, and maximizing the effectiveness of the new and progressive policies set forth in the Land Law.
However, based on the actual situation and compiled reports from agencies, departments, and localities, provinces and cities have not yet fully issued all the provisions assigned in the Law and Decrees.
In particular, some provinces and cities have not yet issued any regulations to provide detailed guidance on the implementation of the Land Law. These provinces and cities include: Cao Bang, Ninh Binh, Quang Nam, Quang Ngai, Gia Lai, Dak Nong, Tien Giang, Can Tho, Bac Lieu, Ca Mau, Phu Yen, Binh Phuoc, and An Giang.
Criticizing provinces and cities for their delays in issuing detailed regulations and guidelines for the implementation of the Land Law, the Prime Minister requested the chairmen of the People's Councils and the chairmen of the People's Committees of provinces and centrally-administered cities to strictly implement the Prime Minister's directives and instructions.
Review and clarify responsibilities.
Local authorities that are slow in issuing regulations within their jurisdiction must assess the causes and impacts affecting the implementation of socio-economic development, security, and national defense tasks in their localities; conduct reviews, clarify the responsibilities of organizations and individuals for the delay in issuance, and report the results of the handling to the Prime Minister before October 15th.
Focus on directing the full issuance of all assigned provisions for detailed regulations in the Land Law and the decrees detailing the implementation of the Land Law; complete this before October 15, 2024, and report the results to the Ministry of Natural Resources and Environment for compilation and reporting to the Prime Minister.
"Any delay in issuing these documents will result in accountability to the Government and the Prime Minister," the Prime Minister emphasized.
In addition, he requested that preparations be made to ensure the effective implementation of the Land Law at the local level, including strengthening the organizational structure of land development organizations and land registration offices; allocating human resources and funding; building databases; and issuing economic and technical norms and product unit prices.

The Ministry of Natural Resources and Environment is responsible for regularly monitoring and urging localities to organize the implementation of the Land Law and its detailed regulations and guidelines.
