On the morning of April 20, in Ho Chi Minh City, Prime Minister Pham Minh Chinh attended the conference to review the "Project to support students in starting a business until 2025" and opened the 7th National Student Startup Festival (SV.STARTUP) in 2025.
Speaking at the event, Prime Minister Pham Minh Chinh affirmed that only when the youth is strong can the nation be strong, and that an environment must be created for young people to start businesses and innovate; with the viewpoint that "each movement must link individual interests with collective interests, national interests, and ethnic interests; harmonize the interests of the State, people, and businesses; domestic interests, and foreign interests."
Also attending were Minister of Education and Training Nguyen Kim Son; Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc; First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union Bui Quang Huy; leaders of central ministries and branches; leaders of provinces and centrally run cities; domestic and international organizations; especially a large number of students, teachers, lecturers of training institutions, and educational managers nationwide.
Contribute to perfecting the national startup ecosystem
SV.STARTUP 2025 is chaired by the Ministry of Education and Training, the Central Committee of the Ho Chi Minh Communist Youth Union, the People's Committee of Ho Chi Minh City, in coordination with the Ministry of Science and Technology, the Ministry of Finance and the Vietnam Federation of Commerce and Industry (VCCI) from April 18 to 20, at Ho Chi Minh City University of Technical Education.
SV.STARTUP 2025 is organized with many activities including workshops on "Breakthrough solutions to promote innovative startups in higher education institutions," "Supporting innovative startups in vocational education institutions in the digital economic era," "Solutions to promote innovative entrepreneurship among students from consulting, career, and employment activities."

The Festival also includes a forum to inspire startups for students in the technology field; a conference to summarize the “Project to Support Students in Startups by 2025”; an exhibition displaying startup projects by students. Especially, the final round and awarding ceremony of the “7th Students with Startup Ideas” contest.
The 7th "Students with Startup Ideas 2025" contest received 775 startup projects from students of universities, vocational training institutions and general education institutions.
After the semi-finals, the Ministry of Education and Training selected 125 outstanding projects to participate in the final round of the competition.
This year's startup ideas are of high quality and diverse, with ideas focusing on solving social problems.
Student projects apply new technologies such as IoT, Big Data and AI technology. Many projects have been implemented by students and have initially been successful, moving to the profitable stage, with quite impressive growth rates.
Regarding the “Project to support students in starting a business” (Project 1665), after 7 years of implementation, it has created strong changes in the awareness and actions of the entire education sector; the results of the Project have made an important contribution to perfecting the national startup ecosystem.
From 2020-2024, students nationwide will have nearly 39,000 startup projects; middle school and high school students will have nearly 9,000 startup projects.
Since 2020, there have been nearly 300 startups, incubated by higher education institutions. Nationwide, more than 2,000 lecturers and nearly 10,000 students have been recognized and rewarded by schools for their achievements in startup activities.
After the delegates evaluated and shared the success stories in the startup movement and the role of Project 1665; awarded the Prime Minister's Certificate of Merit to collectives and individuals with outstanding achievements, speaking at the event in the jubilant atmosphere of the whole country celebrating the 50th anniversary of the Liberation of the South and National Reunification, Prime Minister Pham Minh Chinh was moved to share that we are living in the historic April days in the city named after beloved Uncle Ho, where the decisive moment took place 50 years ago - when the door of the Independence Palace was knocked down by tanks, the revolutionary flag flew on the last rampart of the Saigon government; the historical milestone ending the great resistance war; one of the most brilliant milestones in the heroic history of the struggle to build and defend the country of our people - a country with thousands of years of civilization, a people who love peace and humanity.

The Prime Minister affirmed that the nation's long-term resistance to the final victory affirmed the steadfast and indomitable truth of President Ho Chi Minh: "Nothing is more precious than independence and freedom;" "We would rather sacrifice everything than lose our country or become slaves;" "The entire Vietnamese people are determined to devote all their spirit and strength, their lives and property to maintain that freedom and independence."
“To gain and maintain independence, sovereignty and territorial integrity, for the country to have peace, unity and stable development as today, it is the blood, sweat and tears of many generations of ancestors who have fallen, including millions of Vietnamese youth; we cherish the meaning of independence and freedom; understand the value of peace; be grateful for the heroic sacrifices of previous generations, the heroes and martyrs of the nation to reflect on ourselves and recognize our responsibilities to the nation, country, family, society and to ourselves,” the Prime Minister emphasized.
Youth plays an important role in every historical period of the country.
The Prime Minister said that during his lifetime, President Ho Chi Minh affirmed, “Youth are the future masters of the country. Whether the country prospers or declines, is weak or strong depends largely on the youth.”
From the important events of national history to each stage of the process of mobilizing, developing, building and defending the Fatherland, we have witnessed the special historical missions and important contributions of young people.
Reviewing the legendary characters and national heroes from the time of the founding of the country, through historical periods to the present, Prime Minister Pham Minh Chinh affirmed that Vietnamese youth always uphold the tradition of patriotism, heroic spirit, indomitability, not afraid of hardship, not afraid of sacrifice, ready to commit, enthusiastically take the lead in all fields.

The Prime Minister also pointed out many movements of Vietnamese youth, students and pupils throughout the history of the nation, especially during the resistance wars, national construction, building and defending the Fatherland; at the same time, he reiterated the words of President Ho Chi Minh: "Youth must be the backbone of the country."
The Prime Minister said that through the years, our Party and State have always attached special importance to the role of youth; considered youth as a key factor, and are ready to entrust the pioneering mission to youth in the cause of building and developing the country with the motto "Only when the youth is strong, the nation is strong."
The Prime Minister emphasized that with all gratitude to the generations of fathers and brothers who sacrificed for the independence of the nation; with appreciation of the value of peace and freedom; with the responsibility to respond to the trust and expectations of the Party, the State and previous generations; today's youth need to continue to promote the heroic tradition of patriotism, pioneering spirit, initiative, dedication, and fighting on all fronts and in all fields to preserve, protect and develop the country!
Pointing out the national development goals set out in the Resolution of the 13th National Party Congress; and analyzing the domestic and international context, the Prime Minister outlined a number of key tasks that the entire Party, the entire political system, the entire army, and the entire people must focus on implementing so that the country not only "catches up and progresses together but also surpasses", including the need to make breakthroughs in science and technology development, innovation, and national digital transformation.
This is the 4th time attending SV.STARTUP out of 7 times organized. Prime Minister Pham Minh Chinh said that through each organization, he witnessed innovations coming from the startup movement of young people, students, and pupils.
And what remains unchanged is the passion, aspiration, energy, spirit, and determination shown through every gesture, look, and smile of the young people at the Festival.
The Prime Minister also expressed his delight that after 7 years of implementing Project 1665, up to now, 100% of universities, academies, colleges, intermediate schools and 63/63 Departments of Education and Training have plans to implement creative startups.
More than 42,000 start-up projects have been launched by students. The Ho Chi Minh Communist Youth Union at all levels has organized more than 3,500 creative idea competitions, attracting nearly 480,000 young people to participate with nearly 23,000 start-up ideas.
Many young people have started their own businesses, raised investment capital, and created jobs for themselves and others. In particular, thousands of students have continued to write very Vietnamese startup stories but with global scope with products that have changed the way we live, study, and work: from applying technology in healthcare, clean agriculture, to digital solutions in daily life.
Creating an environment for young people to start businesses and innovate
Emphasizing that innovation and startups must have an ecosystem, and with the spirit of “speed, boldness, and no limits in startups and innovation,” the Prime Minister pointed out that it is necessary to create a movement, create a trend, create motivation, and inspire innovation and startups through many different forms and policy mechanisms so that innovation and startups bring benefits to students themselves, their families, and society; from the results of innovation and startups, create confidence, enthusiasm, motivation, and support students to develop, contributing to the development of the country.
We believe that building a creative startup ecosystem is not a matter of one or two days, but a long-term strategy, requiring fundamental solutions, comprehensive strategies, and not being perfectionist or hasty.

Therefore, the Prime Minister requested ministries, branches and localities to continue to improve mechanisms and policies, especially on finance, intellectual property, combining public-private models, creating conditions and supporting students to develop ideas and bring products to market; develop funds to support student startups with socialized resources; build idea trading floors, startup advisory networks in localities and schools.
The Prime Minister directed the Ministry of Education and Training to continue coordinating with relevant ministries and sectors to develop student start-up support centers, creative spaces, incubators, and startup accelerators in schools, and to integrate startups into formal teaching; and to continue developing a project to support students in starting a new phase of their own business to ensure practicality and quality.
Higher education institutions, vocational education institutions, and general education institutions shall effectively implement policies to support startups and innovation; develop modern laboratories, support research and product testing, encourage lecturers and students to participate in applied scientific research; develop online training platforms and digital resources, add startup and innovation topics to the curriculum; connect businesses and startup investment funds, build a network of consultants and experts in the field of startups and technology; support lecturers, students, and pupils to register intellectual property and commercialize products.
“The State-School-Enterprises must strengthen the connection. Among them, businesses should actively place orders, invest and accompany students, support practice, internship and commercialization of ideas; together with schools, inspire, invest and lead the young generation,” the Prime Minister noted.
Pointing out that "each movement must combine individual interests with collective interests, national and ethnic interests; harmonize the interests of the State, people, and businesses; domestic and foreign interests," the Prime Minister requested the Central Committee of the Ho Chi Minh Communist Youth Union to continue to widely implement the "Youth Start-up" program, especially creative start-ups; focusing on developing start-up capacity focusing on four main priority sectors: information technology, network security, digital services; medical technology, education; environmental technology and energy; high-tech agriculture.
For young people, pupils and students, the Prime Minister expressed his hope that with their passion, ambition, health, knowledge and capacity, they will create a breakthrough in science and technology development, innovation and national digital transformation in the spirit of Resolution 57 of the Politburo; contribute to making the private economy the most important driving force of the economy; exploit the unique potential, outstanding opportunities, and competitive advantages of each region and locality to accelerate the country, make a breakthrough, develop rapidly and sustainably; contribute to making the country reach out in international integration in the spirit of Resolution 59 of the Politburo dated January 24, 2025 on international integration in the new situation.
The Prime Minister called on every young person to consider entrepreneurship as a foundation, a tool and a career opportunity; and at the same time, a responsibility to society and the future of the country. Together, let's create an ecosystem, a startup space, a system of values connecting the community - together expressing the aspiration to rise up, think deeply and do big, "turn nothing into something, turn difficult into easy, turn the impossible into possible."
The Prime Minister hopes and believes that with aspiration, intelligence and the right guidance, today's students and 20 million young people as "future masters of the country" will be pioneers, grasp science and technology, undertake the historical mission of establishing Vietnam's position and stature in the digital age; make Vietnam a center of innovation in the region and the world in the era of national growth, development, civilization and prosperity./.
