On May 3, the Department of Science and Technology of Ho Chi Minh City announced that the Departments of Science and Technology of Ho Chi Minh City, Binh Duong and Ba Ria-Vung Tau and the Ho Chi Minh City Digital Transformation Center signed a joint plan to coordinate the implementation and ensure the operation of information systems after the merger.
The plan aims to operate the information systems of the three localities after the merger smoothly, without affecting the work of officials and civil servants.
This also aims to ensure that people, businesses and stakeholders can access and exploit information systems and databases on a unified, synchronous, easy-to-use interface and ensure safety, information security and data confidentiality.
The implementation is divided into two phases. Phase 1 prioritizes the deployment of essential information systems, while phase 2 will manage operations on a digital platform after the merger.
In phase 1, Party agencies such as the Office of Provincial and Municipal Party Committees in coordination with the City Digital Transformation Center will deploy administrative document systems, reporting systems, operational software systems, online conferences, electronic information portals, emails, etc.
For government agencies, the timeline will be divided into milestones from field survey, connection plan, system testing, user manual... to full implementation.
Specifically, the online video conferencing system will be surveyed by the units, and solutions and plans will be proposed to connect with the system in Ho Chi Minh City to form a common system that operates smoothly before May 15.
The document management and executive command system will be completed before May 15, including a survey of the current status of local systems, a connection model, proposed solutions and plans to deploy a single document management and executive command system, ensuring continuity and convenience in document processing and storage.
Relevant parties maintain the ability to connect with the city's document connection axis and the national document connection axis, ensuring that electronic documents are circulated smoothly and in accordance with regulations.
The implementation will be piloted first at the departments, agencies and branches of Ho Chi Minh City, the Department of Science and Technology of Binh Duong province, the Department of Science and Technology of Ba Ria-Vung Tau province, and the newly established wards and communes of Ho Chi Minh City, and the City Digital Transformation Center. After that, the system will be deployed to all newly established wards, communes and special zones, and to the departments and branches after the merger.
For the administrative procedure information system, after completing the identification code issuance, the Digital Transformation Center will configure administrative procedures for Binh Duong and Ba Ria-Vung Tau provinces and prepare technical solutions for system testing, to be completed before May 10.
After that, the City Digital Transformation Center coordinated with 5 wards and communes of each province and city to conduct a trial operation; evaluate and deploy to the remaining units from May 20.
Training, user manuals and communication will be completed before August 28 and officially put into operation from September 1.
The units also deployed the email system, 1022 system, digital signature, electronic identification code, the City's electronic information portal and component electronic information pages along with other systems.
In addition, information technology infrastructure such as specialized data transmission networks and data centers, the Digital Transformation Center will take the lead in synthesizing and proposing solutions and connection plans suitable for reality.
Phase 2 of the plan will be digital-based operations management after the merger.
Units will develop plans to organize and deploy information systems from departments to wards and communes to ensure compliance with the City's Management Data Strategy.
Expected completion time December 2025./.
