Gia Lai deploys 6 key tasks to develop collective economy and cooperatives

(GLO)- The People's Committee of Gia Lai province requested departments, branches, sectors; the Provincial Cooperative Union; localities and proposed the Provincial Vietnam Fatherland Front Committee, socio-political organizations in 2025 to focus on implementing key directions and tasks on developing the collective economy and cooperatives.

On May 27, the Provincial People's Committee issued Official Dispatch No. 1437/UBND-KTTH on the directions and key tasks for the development of collective economy and cooperatives in 2025. Accordingly, the Provincial People's Committee requested departments, branches, and sectors; the Provincial Cooperative Union; People's Committees of districts, towns, and cities and respectfully requested the Provincial Vietnam Fatherland Front Committee and socio- political organizations in 2025 to focus on implementing the directions and 6 key tasks for the development of collective economy and cooperatives in 2025.

Specifically: Departments, branches, units and localities strengthen propaganda and dissemination work to create a strong change in awareness, improve the thinking and political determination of Party committees at all levels, authorities, the Fatherland Front, socio-political organizations and all people for the development of collective economy and cooperatives. Organize the synchronous and effective implementation of the 2023 Law on Cooperatives and guiding documents for implementation to relevant agencies, units, localities, organizations and individuals. Proactively organize practical activities in response to Vietnam Cooperative Day and International Cooperative Year 2025 with the theme "Cooperatives build a better world ".

At the same time, innovate and improve the quality and efficiency of the operations of collective economic organizations. Review, arrange and perfect the management and operational organization model of cooperatives, cooperative unions, and cooperative groups (THT) according to the provisions of the Law on Cooperatives 2023; reorganize ineffective cooperatives; thoroughly handle cooperatives that have stopped operating, are awaiting dissolution, and cooperatives that have not been transformed or reorganized according to the provisions of law.

Improve the effectiveness and efficiency of state management of the collective economy. Fully and promptly deploy mechanisms and policies to support the development of collective economy and cooperatives according to the provisions of the 2023 Law on Cooperatives and guiding documents, ensuring consistency with the province's socio-economic development orientation and the medium-term public investment plan for the period 2026-2030. Ensure the arrangement and allocation of support resources in accordance with the provisions of the State Budget Law, the Public Investment Law and resolutions of competent authorities stipulating principles, criteria and norms for allocating public investment capital from the state budget for the period 2026-2030.

Strengthening the leadership and direction of Party committees and authorities at all levels in developing the collective economy. Promoting the role of the provincial Vietnam Fatherland Front, socio-political organizations, socio-professional organizations and the provincial Cooperative Union in propagating, mobilizing, supporting and supervising collective economy activities in the area. At the same time, strengthening international cooperation in the field of collective economy.

At the same time, strengthen cooperation and exchange, connect between cooperatives and between cooperatives and other economic sectors, collect information, remove difficulties to perfect institutions to support the development of effective cooperative models, become models for replication; enhance capacity, improve competitiveness and resilience of cooperatives to economic shocks at home and abroad.

Summarize and evaluate programs, plans and projects for the period 2021-2025 as a basis for proposing the development of the Master Program for Economic Development and other programs and projects for the period 2026-2030.

In the Official Dispatch, the Provincial People's Committee also assigned specific responsibilities to the Departments of Finance, Agriculture and Environment, Industry and Trade, Science and Technology, the Provincial Cooperative Union; other relevant departments, branches and sectors and the District People's Committees to perform the assigned tasks in Plan No. 1277/KH-UBND dated May 12, 2025 of the Provincial People's Committee on the development of collective economy and cooperatives in 2025; coordinate with departments, branches and localities to implement programs and plans for the development of collective economy and cooperatives in the period of 2021-2025; strengthen leadership, direction and state management; propaganda and mobilization work for members in mass organizations on the development of collective economy and cooperatives in the sectors and fields under their management; Promote the role and responsibility of agencies and units, especially in urging, monitoring, guiding and promptly removing difficulties in implementing mechanisms, policies and tasks assigned by the Provincial Party Committee, People's Council and Provincial People's Committee in resolutions, decisions, plans, programs, projects and directives on the development of collective economy and cooperatives.

In addition, strengthen the inspection, supervision and evaluation of the performance of cooperatives to have appropriate measures to rectify, guide and support cooperatives to operate effectively and comply with legal regulations. Review weak cooperatives, stop operations and dissolve them according to regulations.
