On the morning of May 29, at the Binh Dinh Provincial Party Committee Headquarters, Comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, together with the Politburo's Working Group worked with the Standing Committee of the Binh Dinh Provincial Party Committee and the Standing Committee of the Gia Lai Provincial Party Committee on the results of the implementation of the Resolution of the 11th Conference of the 13th Party Central Committee.
Attending the working session on behalf of Binh Dinh Provincial Party Committee were comrades: Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Kim Toan, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Attending the working session on behalf of Gia Lai Provincial Party Committee were comrades: Ho Van Nien - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Chau Ngoc Tuan - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Rah Lan Chung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.
Reporting to the working delegation, Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Dinh Province Ho Quoc Dung said: In the past time, under the assignment of the Politburo, the Standing Committee of the Binh Dinh Provincial Party Committee has presided over and closely coordinated with the Standing Committee of the Gia Lai Provincial Party Committee to develop and implement the merger of provincial-level administrative units and streamline the organizational apparatus in accordance with the spirit of the Resolution of the 11th Conference of the 13th Party Central Committee and conclusions No. 150, 155, 157 of the Politburo and the Secretariat. In particular, a Steering Committee for the merger of Gia Lai and Binh Dinh provinces has been established; a project to rearrange administrative units of the two provinces has been developed and submitted to the Government and competent authorities for consideration and decision; at the same time, personnel procedures have been implemented in accordance with procedures and regulations.
The Standing Committees of the two provinces have directed the agencies and units of the two provinces to coordinate and complete the project of restructuring the organizational structure and the plan for arranging staff of the agencies and units in conjunction with the project of restructuring provincial-level administrative units. Along with that, focus on restructuring commune-level administrative units; after the merger and restructuring, the new Gia Lai province is expected to have 135 commune-level administrative units (including 110 communes and 25 wards). "Regarding the implementation of Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on party congresses at all levels towards the 14th National Party Congress, the Standing Committee of Binh Dinh Provincial Party Committee and the Standing Committee of Gia Lai Provincial Party Committee have agreed on the relevant contents in editing documents of the new Gia Lai Provincial Party Congress and personnel work for the 2025-2030 term of the new province after the merger in accordance with the guidance and direction of the Central Committee; at the same time, focusing on directing the commune-level party congresses after the merger. Along with that, the Standing Committees of the two provinces have prepared the direction for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term after the 15th National Assembly issued a resolution shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term" - Comrade Ho Quoc Dung added.
Speaking at the working session, Comrade Secretary of the Provincial Party Committee, Chairman of the Gia Lai Provincial People's Council Ho Van Nien said: In the past time, the Standing Committee of the Gia Lai Provincial Party Committee has closely coordinated with the Standing Committee of the Binh Dinh Provincial Party Committee in implementing the Resolution of the 11th Conference of the 13th Party Central Committee and the conclusions of the Central Committee on merging provinces, streamlining the organizational apparatus, as well as highly agreeing with the contents that Comrade Secretary of the Provincial Party Committee, Chairman of the Binh Dinh Provincial People's Council Ho Quoc Dung reported to the Politburo's working delegation. At the same time, Comrade Secretary of the Provincial Party Committee, Chairman of the Gia Lai Provincial People's Council also recommended that the Politburo should consider that after merging the province, there should be specific mechanisms and policies to ensure national defense and security in the strategic area of the Central Highlands and pay attention to socio-economic development, improve the lives of people, especially in ethnic minority areas; pay attention to arranging and using ethnic minority cadres with qualifications, capacity and enthusiasm.
Concluding the working session, Comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council acknowledged and highly appreciated the Standing Committee of the Binh Dinh Provincial Party Committee and the Standing Committee of the Gia Lai Provincial Party Committee for their proactive coordination in thoroughly implementing the Resolution of the 11th Conference of the 13th Party Central Committee and the Central Committee's conclusions on merging provinces and streamlining the organizational apparatus. In particular, the arrangement of commune levels closely followed the Central Committee's orientation and the history, culture, and socio-economic conditions in each locality and region, receiving high consensus from the people. Regarding the merger of the two provinces, Comrade Nguyen Xuan Thang assessed that there was high consensus and unanimity in the Standing Committees of the two provinces and the arrangement of cadres ensured harmony, meeting the development space of the new province.
“The Standing Committee of Binh Dinh Provincial Party Committee and the Standing Committee of Gia Lai Provincial Party Committee need to continue studying the plan to arrange facilities and staff working at the second base in Pleiku City, Gia Lai Province after the merger of the provinces; pay attention to resolving policies for staff who are not old enough to be re-elected after the merger and non-professional staff at the commune level; especially, pay attention to the mechanism and policies to support public housing, social housing and transportation support for staff, civil servants and public employees of Gia Lai Province to feel secure when working at the new administrative unit in Quy Nhon City, Binh Dinh Province at present” - Comrade Nguyen Xuan Thang emphasized.
Comrade Nguyen Xuan Thang directed the Standing Committees of the two provinces to focus on leading and directing the Party Congresses at all levels towards the new Gia Lai Provincial Party Congress for the 2020-2025 term and the 14th National Congress of the Party. In particular, special attention should be paid to the drafting of congress documents that closely follow the general direction of the Central Committee in the context of the new situation; take advantage of and exploit the potentials and strengths in each region to open up new development space for the locality after the merger. At the same time, it is necessary to ensure the maintenance of economic growth, not to be interrupted or broken due to the merger of the provinces, and to streamline the organizational apparatus. "The Standing Committee of the Binh Dinh Provincial Party Committee and the Standing Committee of the Gia Lai Provincial Party Committee continue to promote the spirit of solidarity and unity to successfully complete the tasks assigned by the Central Committee in accordance with the spirit of the Resolution of the 11th Conference of the 13th Party Central Committee" - Comrade Nguyen Xuan Thang suggested.
