Thanh Hoa approves funding for extra tutoring and final exam review in 2025

Decision No. 1664/QD-UBND on approving the additional budget for extra tutoring for the 9th grade graduation exam in junior high school and the 12th grade graduation exam in high school (teaching overtime) in 2025 in the province.

Accordingly, the total estimated budget is more than 21.83 billion VND; of which, nearly 12 billion VND is allocated to junior high schools and high schools under the Departmentof Education and Training.

Granted to the People's Committees of districts, towns and cities to grant to secondary schools and vocational education - continuing education centers under their management more than 9.9 billion VND.

Funding source from the education, training and vocational training career expenditure source in the provincial budget estimate for 2025 (funding for recruiting contract teachers according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government ; some other educational policies and regimes and tasks).

The Department of Finance is fully responsible before the law, the Provincial People's Committee, the Chairman of the Provincial People's Committee and the inspection, examination, auditing agencies and relevant agencies for the accuracy, legality, approval authority of the advisory, appraisal content, reporting data and ensuring the conditions, standards and norms in accordance with regulations (including contents related to the functions and tasks related to the submitted content but not mentioned in the advisory and appraisal documents). Guide units to manage and use funds for extra teaching and learning, ensuring compliance with current regulations of law.

The Department of Finance and State Treasury of Region X are responsible for inspecting, controlling and implementing professional procedures for funding units to ensure completeness, timeliness and compliance with regulations.

The Department of Education and Training, according to its assigned functions and tasks, is responsible for regularly monitoring, guiding, inspecting, and supervising extra teaching and learning in the province; handling according to its authority or requesting competent authorities to handle violations (if any) regarding extra teaching and learning according to regulations.

The People's Committees of districts, towns, cities and educational institutions that are provided with additional funds are responsible for managing and using the allocated funds in accordance with the regime, policies, conditions, standards, norms, objectives, subjects, economically, effectively, publicly, transparently, preventing loss and waste, and making payments and settlements in accordance with current regulations. The heads of units shall properly perform the assigned tasks and powers and be responsible before the law, the Provincial People's Committee, and the Chairman of the Provincial People's Committee for their decisions.
