Hanoi completes construction of 126 plans to arrange 526 commune-level administrative units

According to information from the Ministry of Home Affairs, authorized by the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra has just signed the Government's Submission to the National Assembly Standing Committee on the arrangement of commune-level administrative units of Hanoi city in 2025.

Reduce 400 commune-level administrative units

According to the Government's Proposal, the number of commune-level administrative units (CAUs) of Hanoi city to be reorganized in 2025 is 526 CAUs (160 wards, 21 towns and 345 communes).

Hanoi City People's Committee has developed 126 plans to arrange 526 commune-level administrative units to form 126 new commune-level administrative units (51 wards, 75 communes), reducing 400 units, specifically:

26 plans to merge 3 or more commune-level administrative units into 1 new commune-level administrative unit; 100 plans to adjust and arrange 2 or more commune-level administrative units into 1 new commune-level administrative unit.

As a result, after the arrangement, Hanoi city has 126 commune-level administrative units (including 51 wards and 75 communes), reducing 400 commune-level administrative units (reaching a rate of 76.05%).

The arrangement, consolidation of the organizational structure and the arrangement of cadres, civil servants and public employees of agencies, organizations and units after the arrangement shall be carried out in accordance with the provisions of Articles 10 and 11 of Resolution No. 76/2025/UBTVQH15.

The arrangement and use of headquarters, handling of public finances and assets after the reorganization of commune-level administrative units shall be carried out in accordance with the Government's regulations on rearrangement and handling of public finances and assets and the guidance of the Ministry of Finance ; ensuring thrift practice, anti-corruption, waste and negativity.

The Hanoi People's Committee has developed a project to arrange administrative units at the commune level in 2025 according to regulations and organized to collect public opinions and pass them to the People's Councils at all levels. The result achieved a high consensus rate of voters (an average of 98.6% compared to the total number of voters representing households participating in the comments) and 100% of the People's Councils at the commune and district levels and the Hanoi People's Council approved the policy of arranging administrative units at the commune level in the area.

Standards of 126 newly formed commune-level administrative units after the rearrangement

Regarding the standard orientation on natural area and population size, 96/126 commune-level administrative units after the arrangement (reaching a rate of 76.19%) ensure the standard orientation prescribed in Resolution No. 76/2025/UBTVQH15, including:

There are 88 commune-level administrative units after the arrangement that meet both standards on natural area and population size according to the orientation specified in Clause 1, Article 5 of Resolution No. 76/2025/UBTVQH15.

There are 8 commune-level administrative units formed from the arrangement and integration of 3 or more commune-level administrative units that do not need to be considered for standard assessment and are subject to the provisions of Clause 2, Article 5 of Resolution No. 76/2025/UBTVQH15.

Number of commune-level administrative units that have not met the standard orientation on natural area and population size: 30/126 commune-level administrative units (accounting for 23.81%) have not met the standard orientation on natural area and population size but cannot be arranged with adjacent commune-level administrative units.

The Government agreed with the proposal of the Ministry and submitted to the National Assembly Standing Committee the Project on arranging communal-level administrative units in 2025 of Hanoi city.
