Congress of the Party Committee of the Vietnam National Administration of Tourism for the 2025-2030 term

From May 27 to 28, in Hanoi, the Party Committee of the Vietnam National Administration of Tourism held its Congress for the 2025-2030 term. Member of the Party Committee Standing Committee, Deputy Minister of Culture, Sports and Tourism Ho An Phong attended and directed the Congress.

Speaking at the opening of the Congress, Secretary of the Party Committee and Director of the Vietnam National Administration of Tourism Nguyen Trung Khanh said that the Congress of the Party Committee of the Vietnam National Administration of Tourism (VNAT) for the 2025-2030 term was held in an atmosphere of competition to achieve achievements towards the 80th anniversary of the establishment of the culture, sports and tourism sector, the 65th anniversary of the establishment of the Vietnam tourism sector, the Congress of the Party Committee of the Ministry of Culture, Sports and Tourism for the 2025-2030 term, the 1st Congress of the Government Party Committee for the 2025-2030 term and the 14th National Congress of the Party.

Congress of the Party Committee of the Vietnam National Administration of Tourism for the 2025-2030 term

In the past time, 7 Party cells under the Party Committee of the Vietnam National Administration of Tourism have successfully organized Party cell congresses. All Party members of the Party Committee competed and successfully completed assigned political tasks. The Party Committee has actively and proactively implemented the effective implementation of the Resolution of the 12th Central Committee, Session 4, on Party building and rectification; preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party, in conjunction with implementing Directive 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

The Party Congress of the Vietnam National Administration of Tourism has the following tasks: Summarizing the results of the Party Committee in the past term; discussing, approving reports and building directions and tasks for the 2025-2030 term; Electing the Executive Committee of the Vietnam National Administration of Tourism for the 2025-2030 term to lead the Party Committee to successfully implement the congress resolutions of the higher-level Party Committees and the Resolution of the Party Congress for the 2025-2030 term.

Party Secretary, Director of Vietnam National Administration of Tourism Nguyen Trung Khanh delivered the opening speech at the Congress.

At the Congress, on behalf of the Presidium, presenting a summary of the political report of the Congress, Deputy Director of the Vietnam National Administration of Tourism Ha Van Sieu said that in the context of the international and domestic situation facing many difficulties, challenges and suffering severe consequences of the COVID-19 pandemic, the complicated world situation, natural disasters, and prolonged epidemics have deeply affected socio-economic development, tourism activities and the Party Committee of the Vietnam National Administration of Tourism. With the motto of action "Discipline, responsibility, proactiveness, creativity, sustainable efficiency", flexibility and close adherence to the direction of the Government, the Prime Minister, the Ministry of Culture, Sports and Tourism, the Party Committee and the leaders of the Vietnam National Administration of Tourism have actively and proactively deployed tasks, well performed Party building work and all assigned political tasks.

The Vietnam National Administration of Tourism has proactively advised the Ministry of Culture, Sports and Tourism, together with ministries, sectors and localities, to focus on leading and directing the rapid and sustainable recovery and development of tourism. Every year, the Party Committee seriously implements documents, directives and resolutions of the higher-level Party Committee, focusing on directing the improvement of the quality of Party cell activities.

Deputy Director Ha Van Sieu presented the Political Report.

The Party Committee continues to direct the implementation of Directive 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle. Mass mobilization and mass organization work is given due attention, ensuring that organizations operate in accordance with the Charter and promote their role in participating in building a clean and strong Party organization and maintaining solidarity within the agency.

With these efforts, the Party Committee of the Vietnam National Administration of Tourism has been evaluated by the Party Committee of the Ministry of Culture, Sports and Tourism for 5 consecutive years as having fulfilled its tasks well, of which 4 years have been evaluated as a typical "clean and strong" Party Committee. During its term, the Party Committee was awarded a Certificate of Merit for Excellently Fulfilling its Tasks for 5 consecutive years by the Party Committee of the Central Agencies.

According to Deputy Director Ha Van Sieu, the 2025-2030 term is an extremely important term, marking the era of the Vietnamese people's rise in the trend of globalization and economic integration in many new forms and methods.

That context requires each cadre and party member of the Vietnam National Administration of Tourism to improve their awareness, political theory level, professional expertise, sense of responsibility for advising and capacity to organize the implementation of the Party's policies and guidelines and the State's policies and laws.

The Party Committee of the Vietnam National Administration of Tourism must improve the leadership capacity and fighting strength of the Party organization and the quality of the Party cadres and members to "Build a clean and strong Party organization, promote the pioneering and exemplary role of cadres and Party members; strive to excellently complete assigned political tasks".

The delegates proceeded to vote.

Deputy Director Ha Van Sieu emphasized that the Party Congress for the 2025 - 2030 term takes place in the context of the country's strong innovation, deep international integration with many advantages and challenges intertwined. This requires each Party organization and Party member of the Vietnam National Administration of Tourism to constantly improve their will and determination to strive to successfully carry out the tasks approved by the Congress; promote intelligence, seek creative measures to organize and implement, concretize the Congress Resolution into programs and work plans with the motto "saying goes hand in hand with doing", improve the effectiveness of all aspects of the Vietnam National Administration of Tourism's activities, excellently complete the assigned tasks, and actively contribute to the development of the tourism industry and the country in the new era, the era of national development.

At the Congress, delegates discussed and contributed ideas to the Political Report; discussed and approved the report synthesizing ideas on the draft documents to be submitted to the 14th National Congress of the Party.

Member of the Party Standing Committee, Deputy Minister of Culture, Sports and Tourism Ho An Phong delivered a speech directing the Congress.

Speaking at the Congress, Member of the Standing Committee of the Party Committee, Deputy Minister of Culture, Sports and Tourism Ho An Phong acknowledged, highly appreciated and commended the results achieved by the Party Committee of the Vietnam National Administration of Tourism in the past term.

In particular, the Deputy Minister emphasized that the 2020 - 2025 term is a difficult term for the tourism industry when the Covid-19 pandemic almost pushed tourism to zero. However, in just a short time, under the leadership of the Party and State, with determination and efforts, the tourism industry has quickly recovered and regained growth momentum, becoming a bright spot in the country's socio-economic picture, recognized and highly appreciated by the leaders of the Party, State and People.

In 2024 alone, Vietnam tourism is estimated to welcome 17.5 million international visitors; domestic visitors are estimated to reach 110 million. Total revenue from tourists is estimated to reach about 840 trillion VND. Notably, in the first 3 months of 2025, the tourism industry welcomed a total of 35.5 million domestic visitors and over 6 million international visitors. This is a record high number of international visitors in a quarter.

Despite many positive results, in the coming time, to achieve the goal of making tourism a truly spearhead economic sector, contributing 10-15% of GDP as the Congress's target, Deputy Minister Ho An Phong suggested that the Party Committee of the Vietnam National Administration of Tourism promote the pioneering and solidarity role, enhance the responsibility and exemplary vanguard role of each cadre and party member.

Delegates voted to elect the new Executive Committee.

The Deputy Minister suggested that the Party Committee of the Vietnam National Administration of Tourism thoroughly grasp the four recent major Resolutions of the Politburo, considered the "Four Pillars", to grasp and apply them in the process of advising, leading, directing and implementing tasks in the next 5 years.

These are: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on "International integration in the new situation"; Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development and Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era.

Continue to implement Resolution No. 82/NQ-CP of the Government on key tasks and solutions to accelerate recovery and effective and sustainable tourism development and Directive No. 08/CT-TTg of the Prime Minister on comprehensive, rapid and sustainable tourism development in the coming time.

In addition, innovate promotion and advertising work, especially international promotion and advertising to build the image of Vietnam as a destination; promote socialization in tourism promotion and development...

"With the upcoming term, with a new mindset and vision in the new era, inheriting and promoting the great achievements gained in the past term, along with the tradition of solidarity, aspiration, and determination to rise strongly, the Party Committee of the Ministry of Culture, Sports and Tourism believes that the Party Committee of the Vietnam National Administration of Tourism will successfully implement the Resolution of the Party Congress and organize the Congress successfully," Deputy Minister Ho An Phong expressed.

The Executive Committee of the Party Committee of the Vietnam National Administration of Tourism for the 2025-2030 term was introduced and delivered a speech accepting the assignment.

At the Congress, delegates discussed the Report on the results of leadership and implementation of the Resolution of the Party Congress for the 2020-2025 term, directions, goals, tasks, and key solutions for the 2025-2030 period; and contributed to the draft Political Report of the 14th National Congress of the Party.

The Congress elected the Executive Committee of the Party Committee of the Vietnam National Administration of Tourism for the 2025-2030 term, consisting of 9 comrades; and elected the Delegation to attend the Congress of the Party Committee of the Ministry of Culture, Sports and Tourism, consisting of 5 comrades.

The Congress assigned the Party Committee of the Vietnam National Administration of Tourism for the 2025-2030 term to organize the development of a work plan, lead and direct the Party Committee to successfully implement the Resolution of the Party Congress for the 2025-2030 term and the Resolution of the Party Congresses at all levels.

In his closing speech at the Congress, Director Nguyen Trung Khanh emphasized that the success of the Congress is a great source of encouragement and motivation for the Party Committee of the Vietnam National Administration of Tourism to move forward steadily in the development process in the next 5 years. However, the tasks ahead are still very heavy, requiring the Party Executive Committee for the 2025-2030 term to continue to promote the spirit of solidarity, dynamism and creativity in leadership and implementation of the Resolution set forth by the Congress.

The Congress calls on all cadres, party members, civil servants, public employees, and workers to unite and join hands, strive to overcome difficulties and challenges, and be determined to soon put the Congress Resolution into practice, and build the Party Committee of the Vietnam National Administration of Tourism increasingly clean and strong.

Every cadre and party member, regardless of their position, should strive to cultivate moral qualities, promote intelligence, capacity, and the highest sense of responsibility, be exemplary, and mobilize the people to successfully implement the Party's guidelines and policies, the State's policies and laws, and successfully implement the Resolution of the Party Congress for the 2025-2030 term, contributing to the successful implementation of the goal of "making tourism a spearhead economic sector" in the spirit of Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo.
