During the visit and working program in Bac Ninh province, on the morning of July 30, Prime Minister Pham Minh Chinh and the Government delegation attended the groundbreaking ceremony and visited traffic infrastructure, urban, social security and industrial production projects in Bac Ninh province.
Also attending were Minister of Planning and Investment Nguyen Chi Dung; Minister of Health Dao Hong Lan; Minister of Transport Nguyen Van Thang; Governor of the State Bank of Vietnam Nguyen Thi Hong; Minister of Natural Resources and Environment Dang Quoc Khanh; Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan; leaders of several central ministries, branches and Bac Ninh province.
Vietnam becomes Samsung's stronghold
On the morning of July 30, Prime Minister Pham Minh Chinh visited the Samsung Factory in Yen Phong Industrial Park, Yen Phong District, Bac Ninh Province. After visiting the factory's production line, the Prime Minister had a working session with the leaders of Samsung Electronics Vietnam Co., Ltd. (SEV).
At the meeting, after listening to Samsung Vietnam General Director Choi Joo Ho report on the production and business situation, propose ideas and recommendations; representatives of relevant ministries and branches spoke to clarify issues related to macroeconomic management policies, monetary policies, industrial development orientation, exports... of Vietnam, as well as issues that businesses need to pay attention to such as promoting research, innovation, environmental protection, human resource training, caring for workers, especially housing for workers, participation in local social security...
Prime Minister Pham Minh Chinh sent General Secretary Nguyen Phu Trong’s congratulations on the achievements Samsung has made over the past 15 years, contributing to fostering the increasingly practical and effective Vietnam-Korea Comprehensive Strategic Partnership; at the same time, he shared the difficulties Samsung has experienced in the past; and believed that Samsung will continue to develop even more strongly in the future.
The Prime Minister said that in just the past 2 years, he has visited and worked at Samsung facilities at least 4 times and met with Samsung Group leaders 5 times, demonstrating the Government's concern for businesses; the spirit of listening, receptiveness, and responsibility to resolve, bring results, and satisfaction to both sides.
The Head of Government emphasized that Vietnam and the Republic of Korea upgraded their relationship to Comprehensive Strategic Partnership in December 2022, opening up great opportunities for bilateral cooperation. The Republic of Korea has become a strategic partner of Vietnam in all fields, especially in economics, trade and investment. The Republic of Korea is currently the largest foreign direct investor (FDI) with 82 billion USD; ranked second in development cooperation, tourism and labor; and ranked third in trade cooperation, reaching 86.4 billion USD in 2022.
According to the Prime Minister, Vietnam has been developing policies to encourage the attraction of large projects, especially in the fields of high technology, digital technology, and green growth. Samsung meets all the conditions to implement these policies. Samsung is currently the largest Korean investor and also the largest foreign investor in Vietnam with a total registered investment capital of nearly 20 billion USD; attracting and creating jobs for more than 100,000 workers.
The Prime Minister thanked Samsung for considering Vietnam as a strategic production base, researching, developing and manufacturing key products for the international market; Samsung's effective operations in recent times have made important contributions to Vietnam in terms of export revenue, job creation and tax contributions to the budget; and actively participating in social security work in Vietnam.
The Prime Minister hopes that Samsung will continue to invest stably, long-term and effectively in Vietnam; contribute to training high-quality human resources in Vietnam; contribute to improving Vietnam's modern management capacity; contribute to building a socialist-oriented market economy, deeply integrating into major markets in the world. Samsung will invest more strongly in digital transformation, economic development, and circular economy in Vietnam; take care of the material and spiritual life of workers better and better, especially for women; train and arrange for Vietnamese people to participate in leadership of Samsung Vietnam.
Reiterating the saying “Even the highest mountains have paths to climb. Even the most dangerous roads have paths to take”, the Prime Minister acknowledged the opinions and reflections of Samsung Group on taxes and electricity supply for production; at the same time, analyzed the factors and roadmap that Vietnam is implementing; and said that he has assigned relevant ministries, branches and agencies to resolve the issue satisfactorily, in accordance with Vietnam’s conditions and not contrary to international regulations and commitments in the spirit of harmonizing the interests of all parties.

Increase connectivity, reduce pressure on the capital
The provincial road investment project includes DT.295C, DT.285B connecting Bac Ninh city through industrial parks with the new National Highway 3; provincial road DT.277B connecting Bac Ninh city with Ha Bac 2 bridge, Ring Road 4, Hanoi capital region; with a total length of about 20.2km; total investment of 1,496 billion VND.
It is expected that by 2025, these routes will be completed and put into operation. Thereby connecting the northeastern region of the province with the national highway system in the area, creating a convenient traffic direction with the Hanoi capital region and the provinces in the region.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that infrastructure development, including transport infrastructure, is one of the three strategic breakthroughs identified by the Party, especially for provinces and cities such as Bac Ninh province - which is striving to become a centrally-run city.
The provincial roads that were started today play an important role in connecting the provincial transport system with the entire Hanoi capital region and the provinces of Bac Giang, Thai Nguyen, etc.; creating new development space, new industrial parks, urban areas, and services; creating jobs and livelihoods for the people. In particular, contributing to building Bac Ninh province to soon become a centrally-run city; a satellite city, contributing to reducing and resolving pressures on population, housing, environment, transport infrastructure, etc. for the capital Hanoi.
The Prime Minister praised Bac Ninh province for actively developing the project and preparing for investment. However, according to the Prime Minister, the groundbreaking is just the beginning, there is still a lot of work ahead. Therefore, Bac Ninh province needs to continue to complete the site clearance work, ensuring that people who give up land for the project have a better life in their new place, at least equal to their old place; provide mines, and prepare enough construction materials for contractors serving the project.
The Prime Minister requested that during the project implementation, inspection and supervision must be strengthened to ensure safety, technical and aesthetic quality of the project, and environmental protection; bid packages must not be divided into smaller packages; capital must not be unreasonably increased; and negativity and corruption must be combated in project implementation. The Prime Minister requested to speed up the progress and strive to complete these provincial roads by December 2024.
Contribute to building 1 million social housing apartments
Prime Minister Pham Minh Chinh visited the Cat Tuong Smart City and Thong Nhat Smart City Social Housing Project in Thuy Hoa and Yen Trung communes, Yen Phong district, Bac Ninh province. The project covers an area of about 20 hectares, with completed infrastructure and rough construction, and is in the process of completion, ready to be handed over to customers.
Visiting social housing apartments, learning about the area, function, price and accessibility for people, the Prime Minister praised Bac Ninh province for its efforts in implementing social housing projects; enterprises have actively worked with the State and authorities at all levels to build social housing for workers and low-income people, especially in Bac Ninh where many industrial parks are concentrated and in the capital region.
With the motto that everyone must "Settle down before settling down", the Prime Minister requested ministries, branches and localities to continue researching and perfecting mechanisms and policies on social housing such as land, capital, tax policies, etc. In particular, policies must be synchronous to support both builders and users of social housing, including forms of buying, renting and renting to buy houses. Determined to join the Government in successfully implementing the program of building 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030.
Presenting gifts to workers at the construction site, the Prime Minister asked investors and contractors to focus on building a spacious, beautiful social housing area that ensures environmental hygiene, affordable prices, and is suitable for low-income people; while ensuring progress, safety, quality, and efficiency of the project.
