Prime Minister inspects deeply flooded riverside areas in Hanoi

On the evening of October 9, Prime Minister Pham Minh Chinh inspected flood response work in Trung Gia and Da Phuc communes (Hanoi) - places that are being deeply flooded due to rising floodwaters on rivers.

Since yesterday, October 9, the rapidly rising floodwaters have inundated some areas of Trung Gia and Da Phuc communes. The Civil Defense Command, together with the military, police and shock troops, mobilized and supported people to move to safe locations; concentrated forces to protect the dike, preventing floodwaters from overflowing the dike surface.

By last night, the cofferdam, main dike, and level four dike in An Lac and Phong My villages... had been built up about 1 meter, preventing water from flooding into residential areas inside the dike.

In particular, on the afternoon of October 9, the foundation of some sections of the Hanoi - Thai Nguyen railway line passing through Trung Gia commune was eroded and washed away, causing the rails to sag and the railway line to be paralyzed. Vietnam Railways Corporation has mobilized forces to be present at the scene, assessing the damage and losses to have a solution; it is expected that in the next few days, the repair will be completed and the line will be open.

Upon inspecting the scene, the Prime Minister emphasized that these are vulnerable areas, requesting Hanoi to coordinate with relevant ministries, branches and units to closely monitor the flood situation to have appropriate response plans, including taking into account the worst case scenario to proactively evacuate people to safe places, respond and prepare in the spirit of "worrying when the price is high, being happy when the price is low", ensuring the safety and lives of people first and foremost.

The Prime Minister called to request the Deputy Minister of Agriculture and Environment to report on the flood situation on the river.

The Prime Minister pointed out that we must absolutely not be subjective or negligent, but must prepare means, vehicles, and forces, especially the army, which has mobilized two divisions to station in the area, and prepare accommodation for people and necessary necessities to evacuate people when necessary.

The Prime Minister called to direct Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep to report on the flood situation on the rivers, requesting agencies to closely monitor the rain and water level on the rivers to flexibly and appropriately regulate water on dams, avoiding dyke breaks downstream, including considering closing and opening at appropriate times the spillways of hydroelectric reservoirs upstream.

Encouraging the forces on dike protection duty, the Prime Minister thanked the officers and soldiers for working through the night with the highest sense of responsibility and urgency; requested the forces to assign tasks appropriately, with the most scientific and effective methods, promptly detect, respond to, and overcome even the smallest incidents as soon as they occur.

According to information from the Northern Hydrometeorological Station, from morning to afternoon of October 9, the water level of Cau River and Ca Lo River continued to rise.

At 3:00 p.m. on October 9, the water level of Cau River at Luong Phuc station reached 10.1 m, exceeding the level III flood warning by 2.1 m; Ca Lo River at Manh Tan station reached 9.61 m, exceeding the level III flood warning by 1.61 m. It is forecasted that in the next 10 to 20 hours, the water level of Cau River and Ca Lo River in Hanoi will continue to rise and then change slowly.

The Northern Hydrometeorological Station warns that floods on the Cau and Ca Lo rivers are at very high levels, causing flooding in low-lying areas, mid-banks and riverbanks. The flooding may last 2 to 4 days, and in some places longer.

The exceptionally large floods also threaten the safety of key dykes, underground dykes, spillways, bridges, culverts and roads in many riverside communes, such as: Trung Gia, Da Phuc, Soc Son, Thu Lam, Phuc Thinh, Quang Minh, Tien Thang, and Noi Bai.
