Prime Minister: Ho Chi Minh City and the Southeast both have new development space, need to take more drastic actions to create development

On the morning of August 2, in Ho Chi Minh City, Prime Minister Pham Minh Chinh chaired the 6th Conference of the Southeast Regional Coordination Council and the 4th Meeting of the Steering Committee for the implementation of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Attending the Conference were members of the Politburo: Standing Deputy Prime Minister Nguyen Hoa Binh , Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; members of the Central Committee of the Party, members of the Southeast Region Coordination Council, leaders of central ministries and agencies, and leaders of localities in the Southeast region (Ho Chi Minh City, Dong Nai, Tay Ninh).

At the conference, delegates reviewed the implementation of the goals and tasks of the Southeast Region Coordination Council since the beginning of 2025, especially after the reorganization of administrative units from the beginning of July 2025; the situation and results of the implementation of Resolution No. 98/2023/QH15 of the National Assembly after two years since its promulgation; identified difficulties, challenges, and obstacles, determined the causes, and drew lessons learned; and discussed issues arising in regional coordination after the reorganization of administrative units, intra-regional and inter-regional coordination, and coordination between ministries, sectors, and localities.

In addition, the meeting assessed the socio -economic situation of Ho Chi Minh City and the Southeast region in the first months of 2025; reviewed the progress of implementation and promoted key projects in Ho Chi Minh City and the Southeast region; identified directions and tasks that need to be focused on, proposed key solutions, and specific tasks for the coming period.

The GRDP of the Southeast region of Vietnam has reached over 150 billion USD.

According to reports and opinions expressed at the Conference, after the administrative boundary reorganization, the Southeast region comprises three provinces and cities: Ho Chi Minh City (merging Ho Chi Minh City, Ba Ria - Vung Tau, and Binh Duong), Dong Nai (merging Dong Nai and Binh Phuoc), and Tay Ninh (merging Tay Ninh and Long An). The region holds a particularly important position, serving as the economic engine and a growth pole for the country's development.

The (new) Southeast region covers an area of ​​over 28,000 km2; has a population of nearly 21 million people; a population density of 749 people/km2; a GRDP of over 150 billion USD; state budget revenue of over 795 trillion VND (accounting for 36.3% of the national total); exports of over 135 billion USD (accounting for 33.3%); the number of operating businesses is over 381,000 (accounting for 41.4%); with nearly 23,000 FDI projects (accounting for 55.4%) with a total investment capital of over 205 billion USD (accounting for nearly 42%).

In the first six months of 2025, the GRDP of the Southeast region is estimated to reach 7%. Total state budget revenue is 431.5 trillion VND, reaching 57.1% of the projected target.

Exports reached US$115.7 billion, accounting for 31% of the country's total; import turnover recovered, increasing year-on-year, with the region growing by 11%. The region continues to lead the country in the number of projects and total foreign direct investment (corresponding to nearly 24,000 projects and over US$210 billion).

Meanwhile, the (new) Ho Chi Minh City, formed by merging Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau , has become Vietnam's largest "megacity." This merger is not simply an expansion of administrative boundaries, but lays the foundation for a new, multi-centered, integrated, and sustainable development model, creating the premise for Ho Chi Minh City to rise to become a leading developed city in the region.

The newly merged Ho Chi Minh City has a total area of ​​6,773 km², accounting for 2.04% of the country's total area; a population of 14 million people, representing 13.8%; and a workforce of approximately 7.4 million people, also accounting for 13.8%. This is a large-scale human resource pool that contributes to the development of industry, finance, trade, and services.

Economically, Ho Chi Minh City's GRDP reached approximately 2,716 trillion VND, equivalent to 113 billion USD, accounting for 23.6% of the national GDP. This demonstrates the immense economic strength of Ho Chi Minh City, making it a crucial driver of economic growth for the entire country.

Ho Chi Minh City is a pioneer in implementing new development models (such as the development of export processing zones, industrial parks; stock exchanges, banking systems, development investment funds; software parks, high-tech zones...). These innovative models have significantly contributed to Ho Chi Minh City's strong breakthroughs in economic and social development and international integration.

The city's GRDP increased by 6.56% in the first six months of 2025. Foreign direct investment (FDI) attracted nearly $5 billion in the first seven months, an increase of 17.7%. Public investment disbursement reached VND 55,913 billion, equivalent to 47%.

Commercial activities in the city have expanded in scale; production activities show signs of greater stability thanks to the prospects of trade negotiations, domestic consumption, and market diversification (export turnover in the first 7 months reached 28.51 billion USD, an increase of 10.1%).

Total retail sales of goods and consumer service revenue in the first seven months of 2025 reached VND 1.1 trillion, an increase of 15.5%. Total tourism revenue reached VND 140,305 billion, an increase of 29.9% and achieving 54% of the annual plan.

The implementation of the two-tiered local government system has been organized in a systematic and coordinated manner and is currently operating stably and smoothly.

The work of ensuring social security and caring for the people's lives has been given priority by all sectors and levels. Healthcare and education have been prioritized. Activities to build the digital economy and digital society continue to be strengthened and enhanced. The work of ensuring social order and safety has been strictly implemented.

Regarding the implementation of Resolution 98, ministries and sectors have completed 8 out of 10 tasks assigned by the Central Government, including issuing 4 out of 4 Decrees and 1 Decision of the Prime Minister. Ho Chi Minh City has completed 15 out of 22 tasks and is coordinating the implementation of 7 out of 22 tasks.

The Steering Committee held three meetings and assigned 19 tasks to central ministries and agencies. To date, the ministries and agencies have coordinated with and guided Ho Chi Minh City to complete 18 out of 19 tasks.

Resolution No. 98/2023/QH15 stipulates 44 special mechanisms. The city has implemented 36 out of 44 mechanisms, initially yielding positive results; 6 out of 44 mechanisms are currently in the process of having implementation documents drafted, and 2 out of 44 mechanisms have ceased implementation due to new regulations replacing them.

Over the past two years of implementing Resolution No. 98 and following the Prime Minister's directives, Ho Chi Minh City has achieved many outstanding results, specifically resolving long-standing obstacles (obstacles related to BOT projects); ensuring social security and sustainable poverty reduction (policies allocating capital for poverty reduction loans and job creation), to date, the city no longer has any poor households according to the national poverty standard; proactively utilizing resources from the city's budget to implement inter-regional and expressway projects, helping to expedite investment procedures and accelerate project implementation (Ho Chi Minh City - Moc Bai expressway); and mobilizing social resources for development (attracting strategic investors for Can Gio Transshipment Port and projects following the TOD model).

Regarding existing shortcomings and limitations, many aspects of Resolution No. 98 still require further effort; the progress in developing and issuing implementation plans for many specific mechanisms and policies is still slow; and some projects have obstacles that need to be resolved…

In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions at the conference, and instructed the Government Office to coordinate with the Ministry of Finance and the People's Committees of Ho Chi Minh City, Dong Nai, and Tay Ninh to incorporate the opinions, finalize, and submit for issuance the Notice of Conclusion of the meeting.

The Prime Minister emphasized that, under the leadership of the Politburo, the Secretariat, and General Secretary To Lam, we have carried out a revolution in organizational structure, rearranging the country, and have now basically succeeded in turning the tide and transforming the situation to enter a new era of development.

On behalf of the Government, the Prime Minister acknowledged and commended the efforts of the Party Committee, government, military, and people of Ho Chi Minh City and the provinces of the Southeast region in restructuring the administrative apparatus and boundaries, developing socio-economic aspects, ensuring national defense, security, foreign relations, and integration, and ensuring the people's livelihoods, achieving many important results and contributing to the overall achievements of the whole country in the first seven months of 2025.

Clearly outlining five key tasks for the coming period, the Prime Minister requested, firstly, based on the functions, duties, and powers of localities and ministries, to continue reviewing the institutions related to the implementation of Resolution 98 and the development of the Southeast region, identifying contents that need to be improved, supplemented, amended, or abolished. The Government Office and the Ministry of Finance will compile and propose these to the competent authorities.

Secondly, the Ministry of Finance, in collaboration with local authorities, will review and update planning to align with the reorganization of provincial-level administrative units and the new socio-economic zoning orientation. The spirit is to integrate planning based on scientific and practical principles, ensuring high feasibility and creating breakthrough, more effective development that is consistent with the overall development of the country.

Thirdly, the organization mobilizes resources to implement institutions and realize plans, especially by promoting public-private partnerships and the participation of the private sector, using state resources to lead and activate all social resources and legitimate domestic and foreign capital sources.

Fourth, the Southeast region and its localities all have new development spaces, new development conditions, a long-term vision, a broad perspective, deeper thinking, and bigger-scale initiatives, requiring the training of a commensurate workforce.

Fifth , governance must be smart, responsive to new development requirements and the organization of new development spaces, closely linking localities and coordinating closely, effectively, and practically with ministries and agencies.

Regarding specific tasks for Ho Chi Minh City, the Prime Minister requested continued review, concretization, and implementation of Resolution No. 98/2023/QH15. Ho Chi Minh City must demonstrate greater determination, make greater efforts, act more decisively, and leverage its specific mechanisms and policies more effectively with the spirit of "leading the way" in the five key areas.

Firstly, we must take the lead in digital transformation, developing and applying science and technology, promoting entrepreneurship, innovation, and smart city development.

Secondly, we must take the lead in attracting investment in high-tech industries and green technologies linked to sustainable development.

Thirdly, take the lead in developing high value-added financial, service, and tourism industries, as well as developing the marine economy.

Fourth, take the lead in developing high-quality human resources and top experts in key areas.

Fifth, take the lead in implementing social policies and social security.

The Prime Minister requested Ho Chi Minh City and relevant ministries and agencies to continue implementing the contents of Resolution 98 in a coordinated manner. The spirit is that the mechanisms are now clear, awareness has been raised and matured, and actions must be more decisive, proactive, and creative, more substantive and effective. They must boldly address difficulties and obstacles, promote development-oriented mechanisms, and affirm that the policies and guidelines are correct, relevant, and in line with reality and development trends.

The Prime Minister emphasized that the two-tiered local government apparatus in Ho Chi Minh City must operate stably and smoothly; Ho Chi Minh City aims for a GRDP growth rate of 8.5% in 2025, striving to reach 10.3% in the last six months of the year, contributing to the national GDP growth target of 8.3-8.5%; while maintaining macroeconomic stability, controlling inflation, ensuring social welfare, improving people's lives, ensuring national defense and security, and developing culture, cultural industries, and entertainment industries.

The Prime Minister affirmed that the new space will create new momentum, and with its new stature, position, awareness, and vision, Ho Chi Minh City has the capacity to rise from its own hands, minds, land, sky, and sea in a proactive and creative way, "turning nothing into something, turning difficulties into ease, turning the impossible into the possible," reaching regional and global levels.

Regarding the Southeast region , the Prime Minister hopes and believes that the region will be a model leader in breakthroughs in science and technology development, innovation, digital transformation, implementing the four resolutions of the Politburo's "four pillars," and ensuring the smooth and efficient operation of the two-tiered local government system.

Regarding the future direction and tasks of the Southeast Region Coordination Council, the Prime Minister requested the restructuring of the Council's organizational apparatus; research, development, and submission to the Politburo of a new Resolution or Conclusion on the development of the Southeast region in the era of national progress; and a review, updating, and proposal of mechanisms and policies for the Southeast region.

Regarding several key infrastructure projects in the region, the Prime Minister requested that localities share responsibility with Ho Chi Minh City to successfully implement the international financial center project; strive to commence the Ring Road 4 project on August 19th; implement the Can Gio international transshipment port project under the public-private partnership model; and accelerate the completion of the Long Thanh international airport project by 2025.

For regional transportation projects such as the Gia Nghia - Chon Thanh expressway and the Ho Chi Minh City - Moc Bai expressway, the Ministry of Finance and relevant agencies and localities are reviewing the obstacles and proposing immediate solutions to ensure the commencement of construction by August 19th, guaranteeing the project's progress.

In addition, research should be conducted on the Loc Ninh – Bien Hoa railway line connecting Cai Mep Port and Can Gio Port; and on the construction of a subway or urban railway connecting Tan Son Nhat and Long Thanh airports.
