On December 11, Prime Minister of the Kingdom of Cambodia Samdech Moha Bovor Thipadei Hun Manet paid an official visit to Vietnam, at the invitation of Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh .

Mr. Hun Manet was born on October 20, 1977, in Steung T'rong district, Tbaung Khmum province, Cambodia. His father is Samdech Techo Hun Sen, President of the Cambodian People's Party (CPP), Head of the Supreme Advisory Group directly to the King of Cambodia. His mother is Samdech Kittiprittbandit Bun Rany Hun Sen, President of the Cambodian Red Cross Society.
Mr. Hun Manet graduated from the West Point Military Academy (USA) in 1999, received a Master's degree in Economics from New York University (USA) in 2002 and a PhD in Economics from the University of Bristol (UK) in 2008. In 1995, Mr. Hun Manet joined the Royal Cambodian Army. He was promoted to the rank of Colonel and appointed Commander of the Special Counter-Terrorism Force in 2008; promoted to the rank of General (three stars), appointed Deputy Commander of the Royal Cambodian Army in 2013; appointed Deputy Commander-in-Chief and Commander of the Royal Cambodian Army and elected by the CPP Central Executive Committee to the Standing Committee of the CPP Central Committee in 2018.
In 2020, Mr. Hun Manet was appointed by the CPP Central Committee to concurrently hold the position of Head of the CPP Central Youth Work Committee. In 2021, he was introduced by the CPP Central Committee as a candidate for the position of Prime Minister of the CPP in the future. He was promoted to the rank of General (four gold stars) in 2023. In August 2023, King Norodom Sihamoni signed a decree appointing him as Prime Minister of the Kingdom of Cambodia for the 7th term (2023-2028) and bestowed the title Kitti Tesa Phibal Bandith. In September 2023, Mr. Hun Manet was bestowed the title Samdech Moha Bovor Thipadei by King Norodom Sihamoni. At the CPP Extraordinary National Congress held on December 9 and 10, 2023, Mr. Hun Manet was elected as Vice President of the CPP.
