Thua Thien Hue strengthens management and prevents real estate price inflation

The Chairman of the People's Committee of Thua Thien Hue province requested that authorities have solutions to prevent and strictly handle acts of "price inflation" and real estate speculation.

Thua Thien Hue Department of Construction said that Chairman of Thua Thien Hue Provincial People's Committee Nguyen Van Phuong has just signed and issued Directive No. 22/CT-UBND on strengthening the management and control of real estate price fluctuations in Thua Thien Hue province.

Accordingly, the Chairman of the People's Committee of Thua Thien Hue province requested departments, branches, sectors and localities to seriously and effectively implement legal regulations related to the real estate sector or coordinate with other agencies and units when requested. Continue to implement the Project to combat tax losses in real estate transfer transactions in Thua Thien Hue province until 2025 according to assigned functions and tasks.

The Chairman of the People's Committee of Thua Thien Hue province assigned the Provincial Police to coordinate with relevant authorities to inspect and supervise real estate transactions, ensuring compliance with the law. At the same time, the Department of Construction is assigned to preside over and coordinate with the Department of Planning and Investment, the Department of Natural Resources and Environment and the District People's Committees to inspect and review real estate business activities of enterprises, investors, real estate trading floors and real estate brokers in the province.

In addition, the Chairman of the People's Committee of Thua Thien Hue province also assigned the Department of Construction to coordinate with the Department of Natural Resources and Environment and the Department of Justice to organize inspections and checks, take measures to rectify acts of price inflation, price manipulation, speculation, and handle violations of land laws, real estate business laws and related laws (if any) within their authority.

Take the lead in coordinating with localities to build and manage the housing and real estate market information system according to the provisions of Decree No. 94/2024/ND-CP dated July 24, 2024 of the Government detailing a number of articles of the Law on Real Estate Business on building and managing the housing and real estate market information system and database.

Take the lead in coordinating with the Department of Information and Communications to organize the public announcement of information on the real estate market according to regulations and on the Hue - S platform for ongoing real estate investment projects (implementation status...); announce information for agencies, organizations and people to clearly understand the housing development program and plan; construction planning; publicly announce information on real estate trading floors; organizations and individuals doing business in real estate brokerage services; organizations and individuals doing business in consulting services, real estate management services; project investors eligible to mobilize capital according to regulations to ensure transparency of market information, prevent fraud, deception and scams in real estate business and announce information on housing and real estate market according to regulations on the website of the Department of Construction.

On the side of the Department of Natural Resources and Environment, the Chairman of the People's Committee of Thua Thien Hue province assigned this Department to preside over and coordinate with the Department of Finance and the Provincial Tax Department to organize inspections, grasp the situation, clarify the causes of land price fluctuations in the area in the recent period; proactively propose to the Provincial People's Committee regulatory measures to ensure the market develops stably, healthily and sustainably.

Coordinate with the Department of Construction in inspecting and reviewing real estate business activities of enterprises, investors, real estate trading floors, and real estate brokers in the province. Direct competent agencies and units to review the organization of land use rights auctions in the area to ensure compliance with the law, publicity, and transparency; promptly detect and strictly handle violations of legal regulations in land use rights auctions, and prevent acts of taking advantage of land use rights auctions for profit and disrupting the market.

It is known that recently, the real estate market in Thua Thien Hue has begun to recover. In particular, the third quarter of 2024 is the time marking the "warming up" of the real estate market in Thua Thien Hue.

According to the Department of Construction of Thua Thien Hue, by the end of the third quarter of 2024, the number of real estate transactions in Thua Thien Hue province increased compared to the second quarter of the same year. Accordingly, the total value of real estate transactions by the end of the third quarter of 2024 reached VND 279,243 billion; an increase of nearly VND 150 billion compared to the previous quarter. The transactions mainly focused on apartment products (65 units) and individual houses (26 units) in projects in Hue City and neighboring areas.
