At Internet Day 2025, Deputy Minister of Science and Technology Pham Duc Long stated that the Internet in Vietnam is shifting from a space for transmitting information to a space for shaping social behavior and decisions.
Currently, algorithms and artificial intelligence platforms are having a profound impact on consumer behavior, public opinion, and public choices.
The enactment of the Artificial Intelligence Law clearly demonstrates Vietnam's approach of strongly promoting innovation while controlling risks, developing AI transparently, and putting people at the center. "This is an important foundation for strengthening confidence in technology in the new space of the Internet," Mr. Long affirmed.

Trust is considered the primary factor for sustainable Internet development. Deputy Minister Pham Duc Long explained that this is trust between people in the digital environment, trust within the entire digital ecosystem, where technology platforms, data, and communities work together to create value.
"That trust doesn't form naturally; it needs to be built by the State, society, and businesses together through institutions and common standards," Mr. Pham Duc Long emphasized.
From this foundation, the Internet in Vietnam is shifting along notable trends, closely linked to practical realities.
The Vietnamese internet is shifting from a development space primarily based on the self-regulation of stakeholders to one that is replaced by better institutions, laws, and standards.
The internet is repositioning itself from a connectivity infrastructure to a digital infrastructure for the digital economy . The internet is no longer just a transmission medium; it must become an integrated infrastructure encompassing connectivity, computing power, data, platforms, and security, thereby playing a crucial role in the productivity, competitiveness, and self-reliance of Vietnam's digital economy.
The goal of rapid Internet growth is shifting towards more sustainable and inclusive approaches, focusing on bridging the digital divide between regions and population groups. The approach to Internet governance is also moving from incident management to management at scale, emphasizing proactive risk prevention and mitigation.
Deputy Minister Pham Duc Long stated: "The orientation for Vietnam's Internet in the coming period is to develop safely, humanely, reliably, and to serve socio-economic development. Taking trust as the foundation and innovation as the driving force, this is the overarching spirit of Resolution No. 57-NQ/TW."
Mr. Vu Hoang Lien, Chairman of the Vietnam Internet Association, believes that the biggest challenge for the Internet no longer lies in transmission speed or coverage, but in creating a trustworthy digital space.
"When trust is damaged, users become hesitant to click, and businesses falter in digital transformation due to concerns about data security," shared Mr. Vu Hoang Lien.

The dark side of the technological boom, such as artificial intelligence and big data, is being exploited, becoming tools for warfare, psychological manipulation, and profiteering with increasing sophistication. Many victims of online fraud are among the nearly 80 million internet users in Vietnam.
Mr. Nguyen Truong Giang, Acting Director of the Vietnam Internet Center (VNNIC), stated that the Internet today is not just a technical infrastructure but has become an essential foundation of life.

This places an urgent demand on the national Internet infrastructure to ensure stability, security, reliability, and a high degree of autonomy, capable of withstanding technical and cybersecurity risks in an increasingly complex digital environment.
Mr. Nguyen Truong Giang affirmed that the Internet is only truly safe and sustainable when the core infrastructure, Internet resources, services, and digital content are operated synchronously, along with the active participation of the community in sharing information, protecting against risks, and building a trustworthy Internet environment for Vietnam in the digital age.
According to international rankings, Vietnam ranks 10th in the world for fixed broadband internet speed and 15th for mobile broadband internet speed.
Vietnam's digital infrastructure ranks 67th out of 193 countries, an increase of 7 places compared to 2022. Vietnam currently has 7 submarine fiber optic cables, 45 data centers, and 85% of households use fiber optic internet.
5G networks cover approximately 59% of the population, creating a new foundation for the development of the digital economy, digital government, and digital society.
