On September 25, Dau Tu Newspaper organized the Workshop “Innovation - The medicine for the development of the pharmaceutical industry” with the participation of many policy makers, representatives of international organizations, leading experts and leaders of domestic and international enterprises. The workshop created an open forum for discussion on solutions and driving forces for innovation in the pharmaceutical industry in the new period, helping to develop the healthcare industry sustainably, and increasing access to high-quality healthcare for people. The workshop also provided perspectives and objective analysis on the current state of innovation in the pharmaceutical industry in Vietnam; new development trends in the region and the world ; the importance of innovation for the sustainable development of the pharmaceutical industry in the new period, new driving forces, the role of stakeholders, as well as lessons learned from other countries. According to Dau Tu Newspaper Editor-in-Chief Le Trong Minh, in Vietnam, innovation in the healthcare sector has been helping to significantly improve the health and quality of life of millions of Vietnamese people; enhancing the ability to diagnose and treat diseases, as well as promoting progress in medical research and pharmaceutical production. In particular, Vietnam aims to become a high-value pharmaceutical center in the region by 2030 and by 2045, the total value of the pharmaceutical industry contributing to GDP will be over 20 billion USD.

In recent times, innovation, technology transfer and digital transformation have contributed to solving challenges facing the healthcare system, promoting the sustainable development of the industry, as well as enhancing Vietnam's competitiveness compared to other emerging markets. However, for innovation to truly be the medicine for sustainable development of the medical and pharmaceutical industry, it still requires the comprehensive resolution of many specific tasks, from continuing to innovate management mechanisms, promoting research, application of science and transfer of advanced technology in disease prevention, detection, diagnosis and treatment, production of vaccines and medical biological products, high-quality medical equipment... to perfecting institutions, mechanisms and policies on the basis of closely following reality, quickly detecting arising issues and promptly adjusting relevant legal regulations. Therefore, the organizers expect that representatives of businesses and experts attending the workshop, with their experiences, will bring profound insights, contributing to the effective implementation of specific tasks set for the Vietnamese medical and pharmaceutical industry in the coming time. At the same time, they will point out barriers and propose practical solutions to remove them, helping the Vietnamese medical and pharmaceutical industry to take full advantage of its strengths, improve competitiveness and develop sustainably. Speaking at the workshop, Deputy Minister of Health Do Xuan Tuyen said that 2024 is a key year with the review and amendment of important laws and regulations shaping the operations of the medical and pharmaceutical industry in the next decade, contributing to promoting sustainable investment in the health system, and creating a favorable ecosystem to promote innovation. The national strategy for the development of Vietnam's pharmaceutical industry until 2030 and vision to 2045 sets out the following goals: Developing Vietnam's pharmaceutical industry on par with advanced countries in the region, improving research capacity and applying available technology to produce generic drugs, drugs with new and modern dosage forms, aiming to become a center for manufacturing/technology transfer of generic drugs in the ASEAN region, striving to develop the domestic pharmaceutical industry to level 4 according to the classification of the World Health Organization.

The program for developing the pharmaceutical and medicinal materials industry produced domestically in the period of 2030-2045 has been approved by the Prime Minister with a very specific development perspective: Attracting foreign investment to produce patented drugs, specialized drugs, generic drugs with high-tech dosage forms, vaccines, reference biological products, similar biological products... Implementing the policies of the Party and the Government and to anticipate many development opportunities in the future and be ready to receive and attract investment from modern pharmaceutical industries in the world in accordance with the orientation and goals of the pharmaceutical industry, the Ministry of Health is also reviewing and amending the 2016 Pharmacy Law to submit to the National Assembly for early consideration and approval with the orientation of attracting investment in developing research and development activities of technology, production or technology transfer to produce pharmaceutical substances, new drugs, original brand-name drugs, rare drugs, high-tech drugs, vaccines and biological products, drugs that are products from blood and plasma... of foreign pharmaceutical corporations in Vietnam to focus on: dynamic, sustainable development of domestic production while promoting export activities to advanced markets. Mr. Le Minh Sang, senior health expert of the World Bank in Vietnam, said that there are some necessary and sufficient conditions for a country to succeed in health innovation. That is to establish a favorable environment for information technology innovators and those who apply information technology. It is necessary to promote digital technology innovation to address public health priorities. It is necessary to increase user participation and acceptance of digital health applications. It is necessary to maintain digital health applications, such as interoperability and integration; financial mechanisms and reimbursement systems; monitoring and evaluation. Currently, health innovation in Vietnam is developing and there are some lessons that Vietnam needs to learn from other countries. First, it is necessary to continue to develop data standards and interoperability to support wider and deeper health information flows; ensure widespread adoption of standards by health IT vendors. Second , leverage emerging health data sources to support public health planning, management, and monitoring. Third, create incentives to integrate digital health into core health services. In addition, meet citizen/patient expectations for more efficient, effective, and personalized services. Finally, evaluation and monitoring are needed to ensure that digital health is delivering on people’s health priorities.
