Determined to relocate Nguyen Duy Hieu High School

Reporting at the meeting, Ms. Nguyen Thi Minh Chau - Vice Chairman of Dien Ban Town People's Committee affirmed that the investment in building Nguyen Duy Hieu High School at a new location is extremely necessary because the current infrastructure andeducational institutions of Nguyen Duy Hieu High School are not guaranteed and do not meet the learning environment of students.

Implementing the direction of the Provincial People's Committee, the Town People's Committee has recently worked with the School Board to collect opinions from residents, parents, and students about the relocation of Nguyen Duy Hieu High School to a new location. As a result, 100% of the representatives of parents; teachers and staff currently working at the school; the expanded Party Committee of localities with students studying at Nguyen Duy Hieu High School; representatives of the student executive committee of 41 classes of the school agreed to invest in the construction of a new Nguyen Duy Hieu High School in Dien Minh Ward (no opinions from former students).

According to Ms. Chau, the location of the new school is planned in an area of ​​about 9.8 hectares (including 4.7 hectares approved by the Provincial People's Committee in Decision No. 3263 dated November 20, 2020 and 5.1 hectares at the adjacent location that has been planned for educational land) in Bong Lai block, Dien Minh ward, the above area is consistent with the planning of Quang Nam province to 2030 and vision to 2050 (approved by the Prime Minister in Decision No. 72/QD-TTg dated January 17, 2024); consistent with the general planning of Dien Ban town to 2030 and vision to 2045 (approved by the Quang Nam Provincial People's Committee in Decision No. 656/QD-UBND dated March 31, 2023).

However, a major concern of the project is the traffic system which is too narrow or incomplete. Specifically, the new school will have 3 traffic approaches including route DH.14 (extended Hoang Dieu street), with a cross-section of 23m (part of the project Upgrading and renovating the DT608 project (HA/W4, however the project has been temporarily suspended). Route 2 is Tran Thi Ly street (cross-section of 7.5m) extended through the 17.5m cross-section road of the Dong Hanh residential area project and approaches the project along the existing concrete road about 3m wide. Route 3 is from Cay Sop intersection, turning through the main urban road of Dien Minh ward (concrete 5.5m) to approach the project along the existing concrete road about 3m wide.

Ms. Chau said that in order for the school to connect with the main traffic axes, the Provincial People's Committee needs to pay attention to investing early in the DH14 route, first of all, adding to the school project's investment policy for the DH14 route (with a section of about 360m, total estimated investment cost of 22 billion VND). For route 2, to access traffic on this route, the Dong Hanh Residential Area project must focus on investment and complete before the Nguyen Duy Hieu School project is put into use.

It is expected that the total number of affected households will be 149 (including households with both residential and agricultural land affected). The total cost of site clearance for school investment (area of ​​9.8ha) is 72.1 billion VND.

Financial difficulties

According to Mr. Phung Van Huy - Deputy Director of the Department of Education and Training of Quang Nam, the relocation of the school is necessary, but it is necessary to pay attention to two issues: the cost of site clearance and the completion of connecting roads, especially in the period when the district-level government model is about to end. "We must invest in at least two large, beautiful roads to be able to separate students after school" - Mr. Huy proposed.

Ms. Phan Thi Thanh Thao - Deputy Director of the Department of Finance said that the Department of Finance will accompany relevant agencies and units based on the direction of the Provincial People's Committee, but the most important issue is investment capital.

“Currently, there is definitely no money, because the investment capital is allocated each year, there is no surplus. Of course, following the direction of the provincial leaders, we will review and advise on adjusting the medium-term plan, but this is not a simple matter, because we have to cut down on other things;

The Department of Finance must implement professional measures such as reviewing slow-progress projects, stopped projects, cutting capital... only adding when there is surplus. Not to mention, to ensure compliance with regulations and the basis for adjustment to put the project into the medium-term investment capital source, there must be an investment policy, relevant departments and branches must coordinate to provide information early... With such a workload, while the time to end the operation of the district-level government is only more than 50 days, it is difficult" - Ms. Thao analyzed.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan agreed that the project will still be invested in the 2021-2025 period according to Decision 3263, assigning Dien Ban to review the project if it is found unreasonable in terms of scale, function, utility, long-term development, then quickly respond and propose a solution, no later than May 8, it must report to the Provincial People's Committee through the Department of Education and Training (no later than May 9) for the Provincial People's Committee to consider; assign the Department of Finance to advise according to the Law on Public Investment for the 2021-2025 period to submit to the Provincial People's Council at the upcoming session; continue to propose handling of project investment allocation sources. In particular, from now until the project implementation, if there are written opinions from former students, Dien Ban must have a direct dialogue.
