On the morning of July 15th, the Government 's Steering Committee for Administrative Reform held its 9th meeting to assess the results of tasks performed in the first six months of the year and to implement directions and tasks for the last six months of 2024.

The conference was held in a hybrid format, combining in-person and online participation, connecting all 63 provinces and cities nationwide. Prime Minister Pham Minh Chinh , Head of the Government's Steering Committee for Administrative Reform, chaired the meeting.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Administrative Reform, chaired the meeting at the Ninh Binh branch. Also attending were members of the Provincial Steering Committee for Administrative Reform; leaders of departments, agencies, districts, and cities.

In the first six months of the year, the Government, the Prime Minister, and the Head of the Steering Committee have requested ministries, sectors, and localities to continue to innovate, be decisive, close, and specific in leadership and direction in implementing administrative reform to create a breakthrough in administrative reform.

The Government and the Prime Minister have focused on directing institutional reforms, accelerating administrative procedure reforms, improving the investment and business environment, and enhancing competitiveness, contributing to positive changes in administrative reform in general and administrative procedure reforms in some areas in particular. The leadership and direction of administrative procedure reform have significantly contributed to unlocking resources and improving the business environment. 168 business regulations and 247 administrative procedures and citizen documents have been reduced or simplified, and decentralization plans have been implemented for 108 administrative procedures.

The restructuring and streamlining of the organizational apparatus and the improvement of regulations on job positions in agencies and organizations within the political system, along with salary policy reform, continue to show significant progress and achieve positive results. Administrative discipline and order have been strengthened. The development of e-government and digital government continues to be directed by the Government and the Prime Minister, with ministries, sectors, and localities implementing it synchronously and decisively, gradually yielding concrete results and good models.

In the first six months of the year, the rate of digitization of records and administrative procedure resolution results at ministries and agencies reached 31.11%; at localities, it reached 47.3%. In the first six months of 2024, the whole country implemented the downsizing of 3,853 civil servants and public employees; reduced 33 ministerial-level public service units, reduced 10 departmental-level organizations under provincial People's Committees and 8 departmental-level organizations under district-level People's Committees. 53 provinces and cities implemented the rearrangement of district and commune-level administrative units in the 2023-2025 period. Civil service reform has seen many positive changes. Salary policy reform has yielded positive results, with the basic salary officially increased from 1.8 million VND to 2.34 million VND effective from July 1, 2024, ensuring fairness, equality, harmony, and stability…

Speaking at the conference, delegates further clarified the achievements in the first six months of the year, highlighted difficulties and obstacles, and proposed solutions to better implement administrative reform tasks in the last six months of 2024.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for Administrative Reform, acknowledged and highly appreciated the opinions expressed by the delegates at the conference, which demonstrated dedication, responsibility, and relevance to the practical situation of ministries, sectors, localities, and units.

Emphasizing the results and lessons learned in directing administrative reform, and pointing out difficulties and limitations, the Prime Minister proposed that in the coming period, focus should be placed on implementing five "strengthening" measures: Strengthening the review of regulations, removing difficulties, obstacles, and bottlenecks in institutions, mechanisms, and policies to mobilize all domestic and foreign resources for development; strengthening dialogue, sharing, and addressing difficulties and inadequacies for people and businesses, especially regarding administrative procedures, to promote production, business, create jobs, and livelihoods for people and businesses; strengthening civil service reform, enhancing discipline and order, preventing and combating corruption and negative practices; strengthening digital transformation, building a digital government, digital society, digital citizens, and digitizing data and records; and promoting cashless payments in all fields and all transactions.

The Prime Minister requested leaders of ministries, sectors, localities, and members of the Steering Committee to urgently review and clearly identify bottlenecks hindering administrative reform activities, and propose specific solutions to overcome them; prioritizing the immediate resolution of pressing and urgent issues affecting the people.

Along with that, it is necessary to strengthen decentralization, delegation of power, and resource allocation. Strengthen inspection and supervision to improve administrative discipline and order in the performance of public duties; accelerate the restructuring of administrative units and streamline the apparatus of public service units. Expedite the issuance of detailed regulations, especially for laws passed at the 7th session of the 15th National Assembly. Focus on reviewing, amending, and perfecting mechanisms and policies, improving processes and procedures to resolve legal and resource bottlenecks, creating conditions to promote the disbursement of public investment capital in the last months of 2024. Timely reward and encourage collectives and individuals with outstanding achievements in administrative reform, and promptly criticize and learn from experience…

Speaking at the Ninh Binh branch, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized the key tasks of administrative reform; and requested members of the Steering Committee for Administrative Reform at all levels to continue to uphold a high sense of responsibility in leading and directing the implementation of administrative reform, noting that when assigning tasks, the person must clearly define the task, responsibility, and completion time, creating a positive shift in public service administrative reform.

For specific cases that remain unresolved and require coordination among multiple levels and sectors, the Chairman of the Provincial People's Committee requested that heads of all levels, sectors, localities, agencies, and units strengthen coordination in directing the resolution of these issues, emphasizing the principle of resolving matters without shirking or avoiding responsibility. This will ensure that cases are resolved in accordance with the law and practical realities, contributing to the socio-economic development of the province.
