Implementing the infrastructure project of the Temple of Literature Park: Determined to finish ahead of schedule

BAC NINH - Recently, the Kinh Bac Construction Project Management Board under the Bac Ninh Province Civil and Urban Development Project Management Board No. 2 (investor) and related units have been making efforts to bring the project of investing in the construction of technical infrastructure and auxiliary works of the Temple of Literature Park and Uncle Ho Temple (in Kinh Bac and Vo Cuong wards) to the finish line by the end of 2025.

Increase human resources and construction equipment

With a total investment of nearly 692 billion VND, a scale of 4.7 hectares, the project to invest in the construction of technical infrastructure and auxiliary works of the Temple of Literature Park and Uncle Ho Temple is one of the key projects, with historical and cultural significance to honor the tradition of studiousness and express the boundless love of Bac Ninh people for President Ho Chi Minh . Despite facing many difficulties, especially in site clearance and weather factors, thanks to the drastic direction of the provincial leaders and the outstanding efforts of the investor, local authorities and contractors, the project progress is being accelerated.

Contractor mobilizes transportation vehicles to meet the leveling schedule.

As of October 3, the project has disbursed nearly 405/611 billion VND of the total capital allocated, reaching 66.28%, thereby reflecting the efforts to ensure financial resources throughout the project implementation process. Regarding construction progress, the project is divided into three areas: Area No. 1 (1.1 ha) including the square, playground, grass hill and two auxiliary buildings has been deployed and basically completed. Area No. 2 (3.16 ha) including technical infrastructure, auxiliary buildings, kiosks, parking lots and service roads is being accelerated by the contractor and is expected to be completed as planned. Area No. 3 including Uncle Ho Temple, lotus pond and solidarity yard (0.44 ha), this is the central area that is also being deployed with many outstanding results.

As of October 3, the project has disbursed nearly 405/611 billion VND of the total allocated capital, reaching 66.28%. This reflects the effort to ensure financial resources throughout the project implementation process.

Specifically, the Uncle Ho Temple and lotus pond area had its construction drawing design appraised by the Department of Construction on October 1, 2025. The contractor is carrying out experimental pile driving to prepare for the official construction phase. The solidarity yard area and the yard around the lotus pond are currently completing the site plan to arrange the statue of Uncle Ho in the center...

Although the overall project schedule is set for 2024-2027, at the meeting on September 8, Vice Chairman of the Provincial People's Committee Le Xuan Loi requested to speed up the progress and strive to complete it by the end of this year. Following the direction, the investor and construction units are making every effort to speed up the project's progress. Mr. Nguyen Cao Phuong, Deputy Director of Kinh Bac Construction Project Management Board, said: "We are working hard to coordinate with the units to direct the contractor to speed up the project's progress. In particular, the unit is focusing on urging the contractor of Zone 2 to increase means and human resources to increase the completed volume."

At area 2, many excavators and trucks carrying leveling materials are busy going in and out of the construction site. Mr. Nguyen Duc Dinh, Director of Phancom Limited Liability Company - the construction contractor, said that area 2 just started construction in September 2025 but has encountered many disadvantages due to rain. Currently, the contractor has mobilized 20 machines, trucks and 20 engineers and workers to work continuously to make up for the progress. Up to now, the unit has leveled 30% of the volume; at the same time, it is constructing the drainage part, driving test piles for auxiliary buildings No. 4 and 5 and making the foundation for the water tank for fire prevention and fighting...

According to the shortened plan, the contractor aims to complete all leveling items, complete the structure of the fire prevention and fighting water tank, auxiliary buildings No. 4 and 5, and reach 50% of the volume of the drainage system by the end of October 2025. To ensure this goal, the unit commits to increase human resources, work overtime, and coordinate closely with the investor to implement solutions to speed up the project's progress.

Removing site bottlenecks

Although the construction progress is being accelerated, the biggest bottleneck of the project is still the site clearance. According to the investor's report, in Vo Cuong ward, the total recovered area is 10,855.6 ^m2 , involving 62 households. To date, 53 households have had their compensation plans approved, of which 41 have received money. However, there are still 9 households whose compensation plans have not been approved. To remove obstacles, relevant units are actively coordinating to implement propaganda and mobilization work; build resettlement projects and support temporary residents.

Overall perspective of the project.

Typically, the investor coordinated with the People's Committee of Vo Cuong Ward to establish a propaganda and mobilization working group, divided into groups to visit each household to persuade and explain the significance of the project. To create maximum conditions for the people, the unit proactively connected clean water and electricity to the temporary residence area; directed the youth union to organize cleaning and support people to move their assets. Thanks to that, 7 households agreed to move their assets to the temporary residence location, handing over an area of ​​3,137 ^m2 .

In addition, the Kinh Bac Land Fund Development Center Branch is actively coordinating with the People's Committee of Vo Cuong Ward to complete the third compensation plan for the remaining 9 households, expected to be completed before October 10. In addition, the 3.5-hectare resettlement project is also being accelerated, striving to basically complete the infrastructure on the 2 main traffic routes by the end of October, meeting the need to determine coordinates and hand over resettlement land to the people.

With the requirement to complete the project by the end of December 2025, the coordination between units in site clearance work and the efforts of the investor and contractor are key factors. The project is not only an architectural work but also a cultural and historical symbol and shows the gratitude of Bac Ninh people to beloved Uncle Ho. Therefore, to achieve the above goal, it requires the joint efforts and consensus of related units to overcome all difficulties and soon put the project into service of the people.
