The Planning - Finance Department, Social Insurance Region II has 9 civil servants and public employees. Promoting the advisory role in implementing the payment of social insurance, health insurance and unemployment insurance regimes, the department has launched a competition for each civil servant to make full, timely and correct payment of social insurance, health insurance and unemployment insurance regimes.
Ms. Nguyen Thi Thu Thuy, Deputy Head of the Planning and Finance Department, said: The Department has assigned officials in charge of each locality, coordinated to review and closely manage participants, promptly monitor increases and decreases; pay social insurance and unemployment benefits through non-cash payment methods. Coordinate with specialized departments and district social insurance agencies to strengthen specialized health insurance appraisal; strictly and effectively control the health insurance fund and the payment of nearly 2.3 billion VND in pensions and social insurance benefits for over 33,000 people; appraise health insurance examination and treatment for over 5.7 million patients, with an amount of over 4,635 billion VND. Since the beginning of the year, social insurance and unemployment insurance have been resolved for 6,899 people; and retirement benefits according to Decrees No. 178/2024/ND-CP and No. 67/2025/ND-CP have been resolved for 180 people, with an amount of over 1.8 billion VND.
In Quynh Nhai district, there is a town and 10/10 communes that meet the new rural and advanced new rural standards, with a population of over 68,000 people, who must buy health insurance themselves. To ensure the implementation of the targets for developing social insurance and health insurance participants, every year, the district social insurance coordinates with associations, departments, branches, and organizations to organize every Saturday to visit the grassroots to propagate and mobilize people to participate in social insurance and health insurance.
Mr. Ngo Quang Thanh, Director of Quynh Nhai District Social Insurance, said: The district Social Insurance advised the Steering Committee for the development of social insurance and health insurance participants in the district to launch weekly emulation campaigns, and the departments, branches, and unions of the district and communes to organize grassroots propaganda and development of social insurance and health insurance to all villages, hamlets, and each household. In particular, focusing on propagating new points of the amended Law on Social Insurance and the amended Law on Health Insurance. Thanks to that, by the end of 2024, the whole district had 6,656 people participating in compulsory social insurance, reaching 100% of the assigned plan, accounting for 17.7% of the workforce; 2,454 people participating in voluntary social insurance, reaching 6.53% of the workforce; 64,639 people participating in health insurance, the coverage rate reached 95.9% of the population.
In the past 5 years, Social Insurance Region II has launched 25 emulation movements, with hundreds of initiatives and experiences associated with the implementation of political tasks, in line with the functions and tasks of the sector, such as: "Each civil servant, public employee, and employee of Social Insurance of Son La province is a propagandist on voluntary social insurance, determined to exceed the annual assigned target of developing voluntary social insurance participants"; "Install and use the VssID application in 2023"; "Propaganda and mobilization of beneficiaries to receive pensions, social insurance benefits, and unemployment benefits through non-cash payment methods, period 2023-2025"...
Mr. Dinh Thanh Tung, Deputy Director of Social Insurance Region II, said: The unit has developed a plan to launch and implement patriotic emulation movements associated with the successful implementation of social insurance and health insurance policy targets assigned by Vietnam Social Insurance and the Provincial People's Committee. Every year, mobilize 1,500-3,000 people to participate in voluntary social insurance; maintain health insurance coverage rate of 92% or more of the population. Coordinate with the Provincial Police to synchronize, share and verify information of 1,204,641 social insurance and health insurance participants with the national population database, reaching 99.87%; coordinate with the health sector to deploy health insurance examination and treatment using chip-embedded ID cards at 228/228 facilities. Resolve social insurance regimes for 123,183 people.
In recognition of its achievements over the past 5 years, Social Insurance Region II was awarded the First Class Labor Medal by the President; the Second Class Labor Medal to 1 collective; the Third Class Labor Medal to 2 individuals. With the theme of 2025 "Civil servants, public employees and employees of Son La Social Insurance are united, disciplined, creative, effectively implementing sustainable social security policies, developing into the era of national digital transformation", Social Insurance Region II has launched emulation movements in batches and topics; emulation contents are specified for each month and quarter, associated with studying and following Ho Chi Minh's ideology, morality and style; promoting digital transformation in professional activities; effectively organizing and implementing emulation movements launched by the Prime Minister, the Provincial People's Committee and Vietnam Social Insurance, successfully implementing the goals of social insurance and health insurance policies in the area.
