Thuan Chau and Sop Cop are two poor districts of the province. Thuan Chau has a high rate of poor and near-poor households according to the multidimensional poverty standard; poverty reduction results are not really sustainable, with a risk of falling back into poverty; infrastructure is still lacking and weak; the progress of some projects is slow; vocational training for rural workers and job creation have not been effective.
Resolution No. 18-NQ/HU sets out the following basic targets: The rate of poor and near-poor households according to multidimensional poverty standards decreased by 27.94%; the level of economic and social development of commune-level administrative units decreased by 3 communes with special difficulties; the average income per capita of the district reached 25 million VND/person/year; the district is located in mountainous, highland and border areas ensuring the criteria specified in Decision No. 36/2021/QD-TTg dated December 13, 2021 of the Prime Minister.
Comrade Thao A Sua, Standing Deputy Secretary of the District Party Committee, informed: To create a breakthrough in poverty reduction, the district has mobilized the entire political system to participate. The Standing Committee of the District Party Committee directed the branches and grassroots party committees to thoroughly disseminate the content of the resolution to cadres, party members and people. Party committees at all levels, the government, the Fatherland Front and socio-political organizations, agencies and units clearly identified sustainable poverty reduction as the top priority task. Poverty reduction targets are included as basic targets in the annual socio-economic development plan and the 2022-2025 period. Every year, the results of poverty reduction targets are included in the criteria for evaluation, emulation and reward classification.
In carrying out its tasks, the District People's Committee directed communes and towns to mobilize and propagate people to actively shift the structure of crops and livestock, and apply scientific and technical advances in production. At the same time, it supported many livelihood projects for people.
For Party committees and organizations from district to grassroots levels, specific tasks are assigned to members of the Standing Committee, Party committee members, cadres and Party members in charge of communes, villages and sub-regions to regularly monitor, direct and inspect the implementation of sustainable poverty reduction. Annually, the organization reviews and identifies poor and near-poor households; allocates resources for implementation.
...To the changes
Coming to Thuan Chau today, we have witnessed many changes in infrastructure and people's production methods. This is the result of synchronous implementation of solutions in mobilizing capital for infrastructure investment, supporting production, and creating livelihoods for farmers.
Mr. Huynh Minh Tuan, Chairman of Thuan Chau District People's Committee, informed: Up to now, Thuan Chau district has planned 3 economic zones, including: Economic zone along National Highway 6, mainly focusing on cultivating tea, coffee, taro and fruit trees; highland and remote communes develop agriculture and forestry; areas along the Da River develop coffee, rubber, afforestation, and exploit lake water surface for aquaculture.
In the period of 2021-2025, from the allocated capital of the national target program on new rural construction, the national target program on sustainable poverty reduction in the period of 2021-2025, the district has invested in the construction of 242 works: roads, irrigation works, schools, cultural houses... to meet the essential needs of the people. By May 2025, the district has 5 communes meeting new rural standards; 3 communes are out of the list of extremely disadvantaged communes.
In addition, from 2021 to present, from the policy credit capital source, 20,675 poor households, near-poor households and policy beneficiaries have accessed, with a total loan turnover of 1,001,744 million VND. Mr. Luong Van Thuong, Bia hamlet, Thuan Chau town, said: In 2023, my family had access to a policy loan of 100 million VND to invest in livestock farming. Currently, my family raises 6 cows, 6 pigs, and takes care of 5,000 m2 of coffee. To increase income, my family also opened a motorbike repair business...
Chieng La is a commune in Zone III, a particularly difficult area of Thuan Chau district. Implementing the criteria in building new rural areas, the commune received nearly 21.4 billion VND in capital support from the State, and the people contributed nearly 1.3 billion VND to invest in infrastructure construction. In addition, the commune has mobilized people to participate in repairing 12 km of inter-village, inter-commune and residential roads to the villages. Up to now, 6/6 villages have cultural houses; 100% of households use electricity regularly and safely from various sources; there are no more temporary or dilapidated houses...
Mr. Lo Van Hoa, Chairman of the People's Committee of Chieng La commune, informed: In 2023, the commune achieved 19/19 criteria and was the 5th commune in the district to meet the new rural standards. This is a condition for the commune to escape from the district's particularly difficult commune. Maintaining the criteria, the Party Committee and the commune government linked the implementation of new rural construction with the movement; diversifying economic models. Assigning commune cadres to regularly stay close to the grassroots, listen to the opinions and aspirations of the people, promptly resolve difficulties in the process of building new rural areas, creating consensus among cadres, members, union members and people. In 2024, the multidimensional poverty rate of the commune will decrease to 10.07%; the average income will reach 45 million VND/person/year.
Conditions to escape poverty
The poverty and near-poverty rate of Thuan Chau district is 27.94%, down 27.02% compared to the beginning of the term, exceeding the target assigned by the Government in Decision No. 880/QD-TTg dated July 22, 2022 of the Prime Minister. In particular, the three communes of Tong Co, Chieng Pha, and Chieng La have escaped the status of poor and extremely disadvantaged communes and met the new rural standards.
In addition, the district has achieved a number of targets: The poverty rate in ethnic minority areas decreased by 5.56%, exceeding the set target, from 40.44% in 2021 to 23.77% in 2024; 100% of communes have concrete roads to the commune center; 72.92% of villages and hamlets have concrete roads to the center; 99.9% of households have access to the national grid and other suitable electricity sources; 100% of ethnic minorities have access to clean water; 97.3% of ethnic minorities participate in health insurance...
With appropriate and methodical steps, through scoring the criteria for determining poor districts, Thuan Chau district still has 38 points, meeting the conditions to propose recognition of escaping from poor districts according to the provisions of Point c, Clause 2, Article 8, Decision 36/2021/QD-TTg of the Prime Minister. Being recognized as escaping from poor districts shows the consensus and joint efforts of the entire political system in implementing the criteria; the will to rise up from poverty of the people, changing the face of the new countryside, building a prosperous and happy life for the people.
