Strictly implement consumer protection laws

With the motto “no forbidden areas, no exceptions”, the province’s functional forces have launched a peak period of inspection and control of smuggling, trade fraud, counterfeit goods and intellectual property violations; contributing to raising public awareness, affirming the strictness of the law and protecting consumer rights.

Interdisciplinary inspection team No. 2 inspected a milk store in Chieng Sinh ward, City.

Immediately after receiving the Prime Minister's directive to launch a peak period against smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights, the People's Committee of Son La province issued a decision to establish a specialized working group. The group established 4 interdisciplinary inspection teams, led by leaders of relevant departments and branches, to simultaneously inspect the entire province. Focusing on essential goods such as food, processed food, pharmaceuticals, pesticides, cosmetics, cakes, milk, etc.

Interdisciplinary inspection team No. 1 focused on inspecting localities along National Highway 6, where trading activities are bustling; including cross-border trade to Laos, including Yen Chau, Moc Chau and Van Ho districts. Ms. Do Thi Bich Chau, Deputy Head of the Inspection Team, said: The inspection process encountered many difficulties because some establishments were closed, avoided or did not have representatives to work. From the end of May 2025 to now, the Team has coordinated with the Market Management force to inspect 12 cases, detected and handled 11 violations, collecting nearly 200 million VND to the state budget. The violations were mainly expired goods, fake brands, unknown origins, violations of business and storage conditions.

Interdisciplinary inspection team No. 2 inspected Long Chau pharmacy, City.

Assigned to inspect Son La city, Bac Yen and Phu Yen districts, the Interdisciplinary Inspection Team No. 2 has developed a detailed plan for each locality. Mr. Tran Trong Hai, Deputy Head of the Inspection Team, said: The Team has inspected 20 business establishments in many fields, discovered 3 establishments in violation, made a record and transferred the file to Market Management Team No. 1 for handling according to regulations. Along with the inspection, the Team combined to propagate legal regulations on preventing smuggling, trade fraud, counterfeit goods and intellectual property infringement to the people.

The Interdisciplinary Inspection Team No. 3 inspected 17 establishments trading in agricultural supplies, medical supplies, goods, services and gas retail in Mai Son, Song Ma and Sop Cop districts. Thereby, the Team discovered 5 establishments violating the regulations and transferred the files to Market Management Teams No. 2 and 6 for handling. The violations included: improper food preservation, failure to post the certificate of eligibility for pharmaceutical business and selling modern medicine mixed with food/cosmetics, failure to post a notice prohibiting the sale of cigarettes/alcohol/beer to people under 18 years old, and failure to display a signboard with information of the trader signing the contract to sell LPG (liquefied petroleum gas) in cylinders.

Interdisciplinary inspection team No. 1 inspected a business store in Moc Ly ward, Moc Chau town.

Ms. Cam Thi Phong, Deputy Director of the Department of Agriculture and Environment, said: The delegation also took 7 samples of agricultural materials, including 4 samples of fertilizer, 1 sample of animal feed and 2 samples of pesticides for quality testing. After having the results of quality analysis, the delegation will base on that to handle violations (if any) according to regulations.

Since May, interdisciplinary inspection teams have inspected 67 production and trading establishments, discovered 30 violations, and transferred them to competent authorities for handling; collected 7 samples of agricultural materials in circulation on the market and sent them for quality analysis (results not yet available). The main violations are trading expired goods, counterfeiting trademarks, unknown origin, not declaring product quality; trading in unqualified fertilizers and pesticides; not having a certificate of food safety training; not ensuring food preservation; retailing drugs beyond the scope stated in the license.

Interdisciplinary inspection team No. 1 inspected a grocery store in Tu Nang commune, Yen Chau district.

In addition, departments and branches have resolutely implemented the peak plan to prevent and combat smuggling and trade fraud in each field. The Forest Protection Department, Border Guard, Tax Department of Region IX, Provincial Police, and Market Management Department have inspected and handled 44 violations, collecting over 560 million VND for the state budget.

Through the inspections, there have been positive changes, markets, shops, production and business establishments must review, complete legal documents, and clarify the origin of goods. Ms. Pham Thi Tu Hien, Tu Hien Fertilizer Agent, Co Do Ward, Moc Chau Town, said: The store distributes fertilizers under official contracts with domestic enterprises, all products have invoices and clear origins. In my opinion, transparent business not only helps sustainable development but also ensures that farmers can use quality, reputable products.

Interdisciplinary inspection team No. 1 inspected the food warehouse serving the production and processing of milk cakes in Moc Chau town.

Promoting propaganda and strengthening inspection and handling of violations will contribute to raising people's awareness in preventing counterfeit and poor quality goods. Ms. Vu Thi Hoa, Chieng Sinh ward, Son La city, shared: When buying goods, we always carefully check the labels, anti-counterfeit stamps and prioritize buying at reputable stores. We hope that the authorities will continue to maintain inspection and control of the market, contributing to protecting consumer rights and building a transparent and healthy business environment.

Continuing to strengthen inspection and control of smuggling, trade fraud, counterfeit goods and intellectual property violations, interdisciplinary teams will increase surprise and thematic inspections; tighten control of product quality, labels and e-commerce activities; promote legal propaganda, raise public awareness; especially food safety management at markets, large production facilities and guide the model of pharmacies in hospitals in accordance with regulations.

With the drastic and synchronous participation of functional forces, the work of combating smuggling, trade fraud and counterfeit goods is gradually becoming effective, contributing to maintaining market discipline, protecting consumer rights and building a healthy business environment, creating a solid foundation for local socio -economic development.
