By organizing the communication of policies that have a great impact on society, especially difficult and sensitive issues with different opinions in the process of proposing policies and drafting legal documents through wide information and press channels, multi-dimensional interaction between people, organizations, businesses and the agency in charge of drafting legal documents; creating social consensus on policies and legal regulations that need to be issued or adjusted to fully, promptly and substantially meet the requirements of practical life; contributing to improving the quality of policies, institutions, feasibility of legal documents as well as the awareness of respecting and complying with the law of people and businesses, meeting the goals of socio -economic development and ensuring national defense and security.

Promote the role of information and press management agencies in leading, directing and orienting information and press agencies to participate in communicating the draft policy through the development of columns, communication campaigns, and reporting at time slots that attract audiences and listeners to communicate about the draft policy on Vietnam Television, Voice of Vietnam, Vietnam News Agency , Government Electronic Information Portal, Vietnam National Assembly Television, Vietnam Law Newspaper and information and press agencies of ministries, agencies and organizations at the central and local levels. In particular, organize conferences, seminars, forums, interviews, direct and online dialogues, and press conferences to exchange and provide information about the draft policy to agencies, organizations, people and businesses; Focus on promoting the team of legal reporters at all levels, lawyers, jurists, legal assistants, legal consultants, scientists, experts, officers working in practice and representatives of agencies, organizations, associations, and businesses related to this policy to contribute opinions. Organize communication of draft policies at the grassroots level through the grassroots loudspeaker system, posting on bulletin boards and screens in residential areas, integrating them into grassroots cultural forms and other appropriate forms, organize communication through social networking applications and other appropriate forms of communication for people to access and contribute opinions on each specific policy to ensure transparency as well as the rights and obligations of citizens towards social policies.
