Ho Chi Minh City's tax revenue increased by nearly 10% in the first half of 2025

Total budget revenue in Ho Chi Minh City reached nearly VND294,138 billion, up nearly 10% over the same period. Of which, domestic revenue increased sharply, especially from land and indirect taxes.

On July 18, Ho Chi Minh City Tax Department held a conference to review tax work in the first 6 months of the year and deploy tax work tasks for the last 6 months of 2025.

The operating results in the first 6 months of 2025 of Ho Chi Minh City Tax Department showed that the total state budget revenue in the area reached VND 294,138 billion, equal to 58.61% of the ordinance estimate and increased by 9.58% over the same period in 2024. Of which, revenue from crude oil reached VND 23,516 billion (down 14.74% over the same period), the remaining domestic revenue (excluding crude oil) reached VND 270,621 billion, up 12.36%.

Notably, domestic tax and fee revenues (excluding land use fees, dividends, lottery, and the difference between revenue and expenditure of the State Bank) reached VND239,677 billion, equal to 59.68% of the estimate.

This positive result shows the city tax authority's efforts in tax management, organizational structure and effective taxpayer support in the context of continuing to streamline the apparatus in the spirit of administrative reform.

Regarding the key tasks and solution groups for the last 6 months of 2025, Mr. Nguyen Van Cong, Deputy Head of Ho Chi Minh City Tax Department, said that Ho Chi Minh City Tax Department will focus on 5 key task groups, with 10 solutions.

Specifically, promote revenue exploitation, prevent revenue loss, control revenue correctly, sufficiently and promptly. Focus on revenue from e-commerce, digital platform business, revenue from land, business households, high-income individuals; strengthen collection of tax arrears, enforce debt collection in accordance with regulations, publicize information on slow-moving taxpayers, closely coordinate with the police, banks, market management, customs, immigration management...

In addition, promote the use of electronic invoices, especially electronic invoices from cash registers; expand the deployment of Etax mobile; review household management data, prepare to abolish lump-sum tax according to the roadmap. Strengthen inspection, in-depth examination, and supervision of electronic invoices, prevent fraud and tax evasion; thoroughly handle backlog files, and ensure tax refunds in accordance with regulations.

In addition, the Ho Chi Minh City Tax Department continues to vigorously implement digital transformation, apply AI and Big Data in risk analysis and tax fraud detection; promote data sharing between tax agencies and departments; promote tax administrative procedure reform, simplify processes, reduce compliance costs, support taxpayers in accessing new policies, especially tax exemption, reduction and extension policies, land rent; standardize taxpayer data according to new administrative areas, ensuring smooth operations after the rearrangement of two-level local governments according to Resolution 60-NQ/TW.

Effectively manage personal income tax, revenue from foreign contractors, capital investment, salaries and wages; strengthen post-audit of personal tax refund records. Organize a streamlined, effective and efficient apparatus; rearrange cadres and civil servants to suit the new structure; improve capacity and public ethics in the tax team.

Ho Chi Minh City Tax continues to tighten discipline and internal discipline, strengthen public inspection, prevent corruption, practice thrift and combat waste, especially in stages where negativity is likely to arise.

Speaking at the Conference, Mr. Nguyen Van Dung, Vice Chairman of the Ho Chi Minh City People's Committee, acknowledged and highly appreciated the efforts and positive results achieved by the city's tax sector in recent times. These results have significantly contributed to helping Ho Chi Minh City basically complete its socio -economic development tasks, including the task of collecting the state budget assigned by the Central Government.

According to Mr. Dung, the budget revenue figures for the first 6 months of 2025 are positive, notably the land revenue has seen a clear change, showing that land-related taxes have improved compared to previous years. Accordingly, it is necessary to find more resources to reinvest in development, improve the quality of infrastructure and public services.

“The results achieved are remarkable, but there is still much room to exploit more effectively in the coming time,” Mr. Dung emphasized.

Regarding the work of handling tax arrears, the Vice Chairman of the Ho Chi Minh City People's Committee said that over the past years, the City has been very determined but the results have not met expectations. Therefore, he suggested that the tax sector should focus on more synchronous, creative and effective solutions to reduce tax arrears, especially those that are slow and long-standing.

Regarding the upcoming direction, Mr. Dung agreed with the group of solutions that Ho Chi Minh City Tax Department has proposed in the plan to implement tasks for the last 6 months of the year, and at the same time emphasized some requirements.

Specifically, continue to review and consolidate the organizational structure and stabilize the team's ideology after the arrangement according to the two-level local government model. Pay special attention to the work of organizing cadres, assigning the right people to the right jobs.

In addition, the tax authority needs to soon advise the City People's Committee to establish a Budget Collection Steering Committee, replacing the current model of the Revenue Loss Prevention Steering Committee. According to Mr. Dung, this is not only a matter of name but also a change in thinking, proactive, comprehensive, with a strategic vision in revenue management and development.

Pay attention to reviewing and adding appropriate personnel after merging administrative boundaries. Ensure to meet management requirements in a larger, more populous area, with more diverse business types and enterprise structures.

According to Mr. Dung, the City People's Committee has launched a 100-day peak emulation movement to welcome the 12th City Party Congress, towards the National Party Congress. Accordingly, the Tax sector needs to respond strongly, associated with the target of striving to exceed the budget collection task in 2025.

Notably, Mr. Nguyen Van Dung also mentioned taking advantage of the potential of the night-time economy in Ho Chi Minh City. Accordingly, the night-time economy does not stop at food and beverage services, but needs to expand to the fields of culture, entertainment, riverside activities, night markets, etc., while promoting non-cash payment solutions to reduce revenue loss, promote transparency, and modernize the urban economy.

The Vice President also emphasized the role of technology application and digital transformation in tax collection and management. Because when the area has been expanded, if manual and traditional management methods are still applied, it will be very difficult.

“The Ho Chi Minh City tax sector needs to accelerate the application of technology, electronic management, and automation to improve efficiency, save costs and resources,” said Mr. Dung.
