Phong Dinh ward has ample land and space for urban infrastructure development.

Many potentials

Mr. Dinh Duc Nhu, Chairman of the People's Committee of Phong Dinh Ward (formed by the merger of Phong Hoa Ward and the two communes of Phong Binh and Phong Chuong), stated that Phong Dinh Ward has fundamental advantages, possessing many elements suitable for the development of industry, commerce, services, tourism, small-scale handicrafts, agriculture, and traditional craft villages. The ward has several operating companies and factories, attracting many businesses to invest. Furthermore, the presence of national and provincial highways passing through the ward contributes to socio -economic development, job creation, and improved living standards for the people.

However, a review of urban development criteria reveals that Phong Dinh still faces many challenges. Many urban development criteria remain limited, such as the low percentage of major transportation routes upgraded to urban standards. Investment resources for development are also limited, especially for infrastructure development to support urban growth and agricultural production.

Resolution No. 72 of the City People's Council on the establishment of zoning plans for wards is an important basis for localities to revise the overall ward planning after the merger of administrative units. This aims to review and reassess existing plans, redefine central areas and new development spaces. Simultaneously, it focuses on attracting investment in the development of commercial and service sectors, especially along the rescue and relief route in Phong Dien - Dien Loc town, and to attract solar power projects, the Ngu Ho project, processing and production facilities, and concentrated livestock farming areas. Furthermore, it serves as a basis for wards to form and develop new residential areas and upgrade existing ones, as well as reassess urban criteria to propose solutions and investment projects for urban upgrading and local socio-economic development.

Similarly, Phong Dien ward (formed by the merger of Phong Thu ward and two communes, Phong My and Phong Xuan) is also facing strong development opportunities thanks to its central position in the former Phong Dien town and its expanded boundaries, but it also confronts difficult challenges regarding infrastructure synchronization, financial resources, land management, and construction. Mr. Ho Don, Chairman of the People's Committee of Phong Dien ward, stated that, with its former administrative and political center, Phong Dien is a nucleus for urban development. The locality also benefits from urban management mechanisms, access to city support programs, and easily attracts businesses to invest in real estate, service, and infrastructure projects. Phong Dien's infrastructure system is located near National Highway 1A and the North-South Expressway, providing convenient connections with other localities and serving as a transit point for goods and services. The merger also provides an opportunity to re-plan the socio-technical infrastructure system, addressing the disparities between the center and the outskirts.

However, urban development in Phong Dien also faces difficulties and obstacles, such as the disparity between the old town area and rural localities. Financial resources are limited while the need for infrastructure investment is very large. The technical infrastructure system lacks interconnectedness; roads, electricity, water supply, and drainage between areas are not synchronized and lack connections between main and secondary axes, causing urban space fragmentation.

Infrastructure synchronization

After a long period of construction, the Phong Dien - Dien Loc rescue and relief road project, over 16km long with a total investment of over 754 billion VND, has been completed. This is a key transportation route connecting the future Phong Dien port to National Highway 1A, creating momentum for socio-economic development in the northern localities of the city. Mr. Dinh Duc Nhu said that, identifying the key development direction of urban infrastructure, transportation infrastructure, and residential infrastructure, in the coming time, the ward will support and propose the implementation of key projects such as the North-South high-speed railway with services at the maintenance station; upgrading external transportation routes such as National Highway 49B, Provincial Road 4, and Provincial Road 6 connecting with the rescue and relief road.

Using available funds, the ward will focus on upgrading, beautifying, and developing the entire urban system towards achieving the standards of a civilized urban area, and mobilizing resources to invest in a complete and synchronized infrastructure for lighting, transportation, electricity, water, and telecommunications to better serve the people. In addition, it will support five projects in the Ngu Ho area related to golf courses, resort tourism, tourism services, and housing. It will also support solar power projects and encourage non-agricultural production. Furthermore, it will coordinate efforts to attract 4-6 more factories inside and outside industrial zones, prioritizing factories involved in deep processing of raw materials such as sand and quartz, silicate industries, light industries, manufacturing industries, and renewable energy power generation, all while ensuring environmental protection and wastewater treatment.

According to Mr. Ho Don, to develop urban areas comprehensively and effectively, Phong Dien ward needs to adjust and create new detailed zoning plans that encompass the entire ward, clearly defining the role of each area. Accordingly, the locality will prioritize investment in basic infrastructure, focusing on the main transportation axis connecting the areas, water supply and drainage systems, electricity, lighting, and digital infrastructure. A diverse mechanism for mobilizing capital will be implemented, making good use of land resources, and attracting businesses to invest in new urban areas and service zones. Simultaneously, policies will be implemented to support suburban areas; investment will be encouraged to develop existing tourist destinations such as A Don, Khe Me, and the upstream of O Lau... linking them with historical and cultural tourism and experiential agricultural models, while also focusing on connecting tourist destinations in neighboring localities.
