Update new points of the Law
Speaking at the opening of the conference, Ms. Nguyen Quynh Anh, Vice Chairman of the National Competition Commission, shared: In the context of rapid development of e-commerce, many new forms of business have appeared, correctly understanding and enforcing legal regulations is very necessary to protect consumer rights; at the same time, helping businesses develop sustainably and compete healthily.
According to Ms. Quynh Anh, the Law on Consumer Protection (amended) passed by the National Assembly on June 20, 2023 and officially taking effect from July 1, 2024, is an important step forward. The Law expands the scope of regulation and adds many new regulations to keep up with the trend of the digital economy and the modern, globally integrated business environment.
It is worth mentioning that there are many new points in the Law that all levels, sectors, units, businesses and consumers need to pay attention to, such as: Clear regulations on remote transactions and electronic contracts; responsibilities of intermediary platforms in e-commerce activities; mechanisms for handling violations in the online environment; ensuring the right to access transparent information, the right to choose, the right to complain and the right to compensation when rights are violated...
Dr. Phan The Thang, Deputy Head of the Consumer Protection Department, National Competition Commission, said that this amended Law not only aims to perfect the legal framework but also clearly shows the message: The responsibility of business organizations and individuals is a key factor in consumer protection. According to Mr. Thang, in the digital environment, businesses need to proactively provide clear and accurate information about products and services; ensure safety and quality of goods; have an effective and accessible mechanism for receiving and handling complaints for consumers.
“Consumer protection is not only a legal requirement but also an ethical responsibility and a key factor in building trust, the foundation for sustainable business development,” Mr. Thang emphasized.
Many opinions at this conference said that consumers today not only buy goods at supermarkets and traditional markets but also conduct transactions on social networks and e-commerce platforms. Therefore, the new regulations will help ensure that consumers are always protected in all transaction environments.

Creating a safe consumer environment
During the discussion session, delegates shared many experiences and pointed out practical difficulties in receiving and handling consumer complaints at the grassroots level. One of the major challenges today is that many people do not know their rights, do not know where to report, and do not know who to contact. Therefore, updating and grasping information and new points of the law need to be widely, regularly and clearly communicated by relevant agencies and departments, especially at the ward and commune levels closest to the people.
Regarding the business perspective, according to the representative of the Vietnam Association for Consumer Protection (Vicopro), when consumers are protected, businesses not only demonstrate their legal responsibilities but also demonstrate their ethical responsibilities and brand reputation. When consumers are respected, businesses will gain trust and a sustainable position in the market.
Reporters from the Consumer Protection Board, National Competition Commission said that in order for consumer protection to be effective, there needs to be close coordination between state management agencies, social organizations and the business community. In particular, it is necessary to build and develop a system of consumer protection associations at the grassroots level, providing timely support to local consumers. Mr. Phan Hung Son, Deputy Director of the Department of Industry and Trade of Hue City, informed that recently, the department has coordinated with relevant local departments to promote propaganda and guide businesses and people to properly implement the provisions of the Law on Consumer Protection. However, the implementation process is still facing some difficulties and limitations, especially human resources and technology application at the grassroots level.
Deputy Director of the Department of Industry and Trade Phan Hung Son highly appreciated the presentations and opinions at the training conference; at the same time, he wished to continue to coordinate with the National Competition Commission and related units to continue to propagate and promote the Law on Consumer Protection into life, especially at the grassroots level to build a safe and transparent consumer environment, respect the legitimate rights of the people, strengthen social trust and promote sustainable local economic development.
