In recent years, the Navy has received attention from the Party, the State, the Central Military Commission, and the Ministry of National Defense for investment in building and advancing towards modernization. To meet the requirements and tasks in the new situation; with the ability to independently research and manufacture modern weapons and technical equipment of the defense industry, the full development of all components of the force, especially the research and development of new generation military ships, is a necessary and important task.

In the past time, implementing the Government's action program, the Ministry of National Defense's plan to implement Resolution No. 08-NQ/TW dated January 26, 2022 of the 13th Politburo on "Promoting the development of defense industry to 2030 and the following years" along with programs, projects, and plans on building new military ships for forces protecting sea and island sovereignty, the General Department of Defense Industry in coordination with the Navy, the Military Industry - Telecommunications Group has researched, designed, and manufactured many military ships.

Concluding the conference, Senior Lieutenant General Pham Hoai Nam commended the agencies and units for proactively researching and designing military ships under the direction of the Ministry of National Defense. In order to deploy the design and construction of new military ships to ensure quality, modern technical and tactical features, and meet the mission requirements of the Navy, Senior Lieutenant General Pham Hoai Nam requested the General Department of Defense Industry to direct the Military Ship Design Institute to coordinate with the Naval Engineering Institute (Navy) and shipyards to receive design documents and research, propose plans to design and build new military ships to ensure optimization, in accordance with the operational requirements of the Navy; complete the configuration, basic technical and tactical features to report to superiors for approval.

Along with that, direct shipyards with sufficient capacity to participate in coordination, propose design plans, and build new military ships right from the beginning to shorten the implementation time; proactively study the provisions of the Law on Defense Industry, Security and Industrial Mobilization to coordinate with the Navy to report and propose to the Ministry of National Defense on procedures, and deploy the construction of new military ships to ensure quality, progress, strictness, and compliance with regulations.
