Thuong Xuan hosts the 4th Congress of Representatives of Ethnic Minorities.

On the morning of April 23rd, Thuong Xuan district held its 4th Congress of Ethnic Minority Representatives, 2024. This district was selected by the province to host the pilot district-level congress.

Attending the congress were Comrade Le Tien Lam, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; representatives of the leadership of a number of provincial departments and agencies; districts and towns where ethnic minorities live; and 120 official delegates representing 96,957 ethnic minority people in the district.

Many significant achievements in socio-economic development.

The current population of Thuong Xuan district is 96,957 people, of which more than 50% are ethnic minorities, with three ethnic groups—Thai, Kinh, and Muong—living together.

Over the past five years, the district's socio-economic development has made significant progress, maintaining a relatively high growth rate. Programs, projects, and ethnic minority policies in the areas inhabited by ethnic minorities have always been given attention and implemented by Party committees and authorities at all levels.

Over the past five years, the district has mobilized a total investment of over 1,000 billion VND from various programs and projects within the district to invest in new construction, repair, and upgrading of infrastructure, especially transportation infrastructure, creating regional linkages and favorable conditions to promote production, business, and goods circulation. Many completed projects have contributed to the socio-economic development of the locality.

National target programs for the period 2021-2025 are being implemented with a focus on implementation. As a result, 1,026 poor and near-poor households have received housing support; 6 centralized clean water projects have been built, bringing the percentage of the population using hygienic water to 95%; the percentage of roads leading to commune centers that have been paved has reached 100%; and the percentage of village and hamlet roads that have been paved has reached 73%...

The district has also actively implemented the project to resettle and stabilize residents in areas at high risk of flash floods and landslides in the two communes of Bat Mot and Yen Nhan.

The New Rural Development (NRD) movement continues to be promoted, with the participation of the entire political system, businesses, and people. To date, the district has 6 communes that have met the NRD standards, including 1 commune that has met the advanced NRD standards.

The material and spiritual lives of people in ethnic minority and mountainous areas have continuously improved and been enhanced. By the end of 2023, the average per capita income in the district reached 31.6 million VND/person/year; the poverty rate decreased to 15.13%. Culture and society have seen many positive changes; national defense and security have been maintained.

Promoting the tradition of unity and the aspiration for development among ethnic minority communities.

With the spirit of "National unity, innovation, leveraging advantages and potential, integration and sustainable development," at the congress, delegates contributed many heartfelt and responsible opinions, proposing solutions to strengthen the great unity of ethnic groups; develop socio-economic conditions, ensure national defense and security while preserving cultural identity... contributing to improving the quality of ethnic affairs work in the 2024-2029 period.

Speaking at the congress, Standing Vice Chairman of the Provincial People's Council Le Tien Lam congratulated and commended the achievements that the Party committee, government, and ethnic minority people in Thuong Xuan district have achieved in the past period.

To successfully achieve the goals and tasks of ethnic affairs work and ethnic policies for the period 2024-2029, with the desire to build Thuong Xuan district into a faster-developing district, escaping poverty and becoming a relatively prosperous district in the mountainous region, the Standing Vice Chairman of the Provincial People's Council requested the Party Committee, government, Fatherland Front, mass organizations and ethnic people of Thuong Xuan district to strengthen the dissemination of the Party's guidelines and policies, and the State's laws on ethnic affairs; to launch widespread campaigns and patriotic emulation movements associated with studying and following the thoughts, ethics, and style of Ho Chi Minh in order to promote self-reliance, self-improvement, and the aspiration for development among all strata of the people.

Focus on developing industry and small-scale handicrafts, with a focus on promoting the development of agricultural and forestry product processing, garment manufacturing, and the processing and exploitation of construction materials. Pay more attention to the socio-cultural sector, promoting the cultural, historical, and spiritual values ​​of relics and scenic spots in the area; and ensuring social welfare.

At the same time, effectively implement human resource development policies for ethnic minority areas. Promote mass movements to protect national security. Consolidate and improve the quality of the political system in conjunction with building strong and comprehensive communes, villages, and hamlets. Effectively promote the role of influential individuals and village/hamlet leaders in mobilizing the people to implement the Party and State's policies and guidelines, and to build increasingly prosperous, beautiful, and civilized villages and hamlets.
