Monitoring data shows that at 10:00 a.m. on August 12, the upstream water level of Hoa Binh Hydropower Reservoir was at 101.16 m; the inflow to the reservoir was 478 m3/s and the discharge was 8,342 m3/s.
Implementing the process of operating inter-reservoirs in the Red River basin according to the provisions of Decision No. 740/QD-TTg of the Prime Minister, the Minister of Agriculture and Rural Development issued a telegram and ordered the Director of Hoa Binh Hydropower Company to regulate flood discharge operations.
Accordingly, after closing 1 bottom spillway at 10:00 a.m. on August 12, Hoa Binh Hydropower Company continued to close 2 more bottom spillway gates at 4:00 p.m. this afternoon and 10:00 p.m. tonight (August 12).
Thus, after 10pm tonight, Hoa Binh Hydropower Plant will only operate one bottom spillway gate. The water flow on the Red River system is expected to decrease rapidly in the coming hours.
To ensure downstream safety when operating the Hoa Binh Hydropower Reservoir, at noon on August 12, the Ministry of Agriculture and Rural Development sent an official dispatch to 12 provinces and cities in the downstream of the Red River, including Hanoi , requesting them to proactively deploy response plans.
Deputy Chief of Office of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City Tran Thanh Man said that based on the official dispatch of the Ministry of Agriculture and Rural Development, the Standing Office has sent a document to districts, towns and cities to direct response work.
Accordingly, the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hanoi City requested districts, towns and cities to immediately notify authorities at all levels, people and economic organizations operating along the river... about the flood regulation of Hoa Binh Hydropower Reservoir to proactively take measures to ensure safety.
Units must adjust their operations accordingly during the time Hoa Binh Hydropower Plant operates to discharge floodwaters. At the same time, people must not be allowed to go to areas at risk of flooding, landslides, or unfinished construction projects... to avoid possible unfortunate human losses.
