The drill scenario is as follows: According to the forecast of the National Center for Hydro-Meteorological Forecasting, there will be an emergency storm that is likely to cause flooding within the next 24 hours in the Thac Mo reservoir basin. According to the forecast calculation, the water flow to Thac Mo reservoir may increase to more than 500m3 /s. The company's PCTT and TKCN Command Board received an order from the Head of the PCTT and TKCN Command Board of Binh Phuoc province to open spillway gates No. 1 and No. 4 by 0.5m at 9:00 a.m. to ensure the safety of Thac Mo reservoir. At 8:00 a.m., the storm reached Phuoc Long town, the incident caused a power outage on 2 10kV and 22kV lines supplying power to the spillway; the operator on duty at the spillway received an order to start the diesel generator to prepare to open spillway gates No. 1 and No. 4 at 9:00 a.m.
The PCTT and TKCN Command Board ordered: the operator on duty and the incident team to use the diesel generator to supply power to the winch to raise and lower the gate of the No. 1 and No. 4 valves. The on-duty team will fix the problem on the lines when the weather permits.
