The Government Office has just issued Official Dispatch No. 9013/VPCP-CN dated September 23, 2025 conveying the opinion of Deputy Prime Minister Tran Hong Ha on accelerating the progress of the investment project to build Long Thanh International Airport phase 1.
Focus on completion to serve calibration and technical flights on December 19, 2025
The Deputy Prime Minister requested the Ministry of Construction to continue to coordinate with the Ministries, Dong Nai Provincial People's Committee, and investors of component projects to regularly inspect, review, and update the construction progress of project items and packages, and promptly report to the Prime Minister on implementation results, difficulties, problems, and solutions.
At the same time, continue to direct the Vietnam Air Traffic Management Corporation (VATM) to request contractors of the project's component packages to supplement human resources, machinery and equipment, and increase construction work to speed up the implementation progress, ensuring progress milestones as committed; continue to direct the Civil Aviation Authority of Vietnam and the Vietnam Air Traffic Management Corporation to closely coordinate with the Vietnam Airports Corporation (ACV) and Vietnam Airlines Corporation (VNA) to focus on completing the work to serve calibration and technical flights on December 19, 2025.

Ensure sufficient material sources for Component Project 3 to be completed in September 2025
The Deputy Prime Minister requested the People's Committee of Dong Nai province to direct its affiliated functional agencies to focus on handling difficulties and obstacles to speed up the progress of supplying stone materials to construction sites from mines in operation; promptly resolve procedural problems for mines that have been allocated (but cannot be exploited) to ensure sufficient material sources for Component 3 Project , to be completed in September 2025.
Dong Nai Provincial People's Committee must complete and hand over the entire site for the project and complete the selection of investors to build the fuel pipeline by September 2025.
The Deputy Prime Minister also requested the Vietnam Airports Corporation to regularly inspect and review the construction progress, adjust and update the progress weekly for each item and package under DATP 3; promptly handle difficulties and problems affecting the construction progress; direct contractors to increase human resources and equipment, proactively gather supplies, materials, financial resources, etc., organize construction in 3 shifts, 4 teams, and work on holidays and days off to complete the project according to the committed schedule, especially for packages with large remaining volume and at risk of being behind schedule.
Prioritize the construction of the overpass connecting to the station; the technical tunnels are behind schedule compared to the plan, especially the routes that must be completed first to install equipment, water supply and drainage systems, electricity, signal lines, etc. to serve the trial operation of the project.
Vietnam Airports Corporation continues to proactively coordinate with Dong Nai Provincial People's Committee to remove difficulties and obstacles in material supply, proactively seek other material sources for the project, ensure the project completion progress as committed; regularly strengthen inspection and supervision of the exploitation organization of contractors at quarries that apply special mechanisms to ensure compliance with construction progress and legal regulations.
At the same time, closely coordinate with Vietnam Air Traffic Management Corporation, Civil Aviation Authority of Vietnam and relevant agencies of the Ministry of Construction to ensure the completion of items serving the organization of calibration flights and technical flights according to plan; urgently complete documents and report to competent authorities to adjust the investment in 04 cargo warehouses in September 2025.
Must ensure quality and labor safety
Vietnam Airlines Corporation continues to coordinate with the Civil Aviation Authority of Vietnam, Vietnam Air Traffic Management Corporation, Vietnam Airports Corporation and relevant agencies to organize and develop plans and scenarios for technical flights to ensure safety and on schedule.
Investors should pay special attention to ensuring quality, environmental hygiene, and labor safety in accordance with regulations. For the sake of progress, they must not ignore or shorten technological processes and procedures, choose materials that do not meet standards, cause environmental hygiene, and labor safety at the construction site...
According to reports from agencies and units, the Long Thanh International Airport project and basic infrastructure connection projects no longer have difficulties or problems related to mechanisms, policies, procedures, construction materials and site clearance; some existing problems and difficulties are not major, mainly related to the organization, direction and implementation under the authority of localities, investors and construction contractors.
However, there is currently a lot of work remaining, many of which are difficult and complicated, while time is running out and the weather conditions are unfavorable. This requires ministries, localities, investors and contractors to make efforts, proactively coordinate closely and focus on implementation.
