In recent times, the Provincial Party Committee and People's Committee of Tien Giang province have issued many appropriate mechanisms, policies and solutions to improve management efficiency in the fields of cultural and human development. Thereby, contributing to bringing cultural activities and festivals into order, suitable to local practical conditions, creating "endogenous driving force" to promote socio-economic development of the province.

STRENGTHENING MANAGEMENT OF CULTURAL ACTIVITIES AND FESTIVALS

Tien Giang currently has 3 special national-level relics, 17 national-level relics and 165 provincial-level relics. With the attention of all levels and sectors of the province, especially the Department of Culture, Sports and Tourism (DTC) as an advisory body to the Provincial People's Committee on state management in the cultural field. The Department of Culture, Sports and Tourism has always closely followed the situation in localities in the province regarding the management and organization of festivals and culture to improve the quality of cultural activities and festivals in the province.

In order to educate the national cultural traditions and revolutionary spirit to cadres, party members, students and people, party committees at all levels, authorities and functional branches always pay attention to, create conditions and support many integrated activities at relic sites such as: Organizing memorial ceremonies, traditional meetings, union admission ceremonies, picnic activities, returning to the source... At the same time, functional branches also regularly inspect the management of ranked historical and cultural relics in the province.

Carry out the work of inventorying, preserving, repairing and restoring relics to ensure compliance with the provisions of the law on cultural heritage and other relevant laws. Promote the role of community supervision to promptly make adjustments during the implementation of relic restoration projects, maximally protecting the original elements that make up the relics.

In addition, the decentralization of relic management has contributed to raising the sense of responsibility of Party committees and authorities at all levels in managing, preserving and promoting the value of relics. According to the leader of the Department of Culture, Sports and Tourism, regarding the management of festival activities, Tien Giang currently has 221 festivals, including 212 folk festivals, 9 revolutionary festivals, 2 intangible cultural heritages included in the list of national intangible cultural heritages, and 4 intangible cultural heritages included in the list of provincial intangible cultural heritages.

In Tien Giang, in addition to historical relics and traditional festivals, the unique features of this place also contain a lot of folk culture, many long-standing traditional craft villages, passed down among the people, such as: Long Dinh Mat Weaving Craft Village, My Tho Cake - Vermicelli - Hu Tieu Craft Village, Go Cong Altar Craft Village, Cai Be Rice Paper Craft Village... Along with traditional art activities such as amateur singing with traditional musical instruments such as monochord, zither, and co... have become indispensable spiritual "food" for the people of Tien Giang.

In particular, the Provincial People's Committee issued Decision 558 dated March 10, 2021 approving the Project "Preserving and promoting the art of amateur singing in Tien Giang province for the period 2021 - 2025", thereby maintaining over 150 amateur singing clubs in the province. This not only strongly arouses the amateur singing movement in the community for everyone to know, but also effectively serves the cultural needs of people in all localities. Thereby, actively contributing to the work of building grassroots cultural life, building new rural areas, preserving and promoting the unique intangible cultural art form that Tien Giang is considered the "cradle" of the art of amateur singing in the South.

The Department of Culture, Sports and Tourism has advised the Provincial People's Committee to direct relevant agencies, units, and People's Committees at all levels to widely propagate to a large number of cadres, party members, and people of all walks of life through many rich and diverse forms, focusing on propagating and disseminating the law.

In particular, it is necessary to raise awareness and responsibility of all levels, sectors, people and tourists in implementing State regulations on festival organization and management. Promoting the nation's cultural traditions through celebrations and festivals such as the Ap Bac Victory Celebration, Truong Dinh National Hero Festival, Nam Ky Uprising Festival, and folk festivals... to create positive changes, raise awareness and responsibility of each cadre, party member and people in the area in organizing, managing and participating in festival activities. Notably, in 2024, the Department of Culture, Sports and Tourism will prepare a dossier to propose including the Nghinh Ong - Vam Lang Festival, Go Cong Dong district in the list of national intangible cultural heritage.

PRESERVE AND PROMOTE CULTURAL VALUES AND FESTIVALS

In addition to the achieved results, the management and organization of festivals still have some limitations that need to be promptly overcome. That is, the direction and management in some localities are not really close; the inspection and guidance of festivals, although carried out regularly, the handling of violations is not strong due to the lack of sanctions, only stopping at the reminder level, not enough to deter and prevent.

Some festivals, when announcing the festival, have made plans, decided to establish an Organizing Committee, and have a festival program, but have not ensured the correct time. Socialization to organize cultural, artistic, and sports activities associated with the festival program is still limited...
