Towards the 14th Party Congress: Bringing Khanh Hoa firmly into the 'decade of enhanced development'

On September 23, the 1st Congress of Khanh Hoa Provincial Party Committee, term 2025 - 2030, completed all contents and programs with great success.

With the spirit of “Solidarity, Democracy, Discipline, Responsibility, Breakthrough, Development”, the Congress spent a lot of time discussing the documents of the Provincial Party Congress and the documents of the 14th National Party Congress. Accordingly, 10 delegation groups focused their minds, discussed enthusiastically in groups and halls, and contributed many enthusiastic, intellectual, and profound opinions to the Congress documents, draft Resolutions, and Action Programs to implement the Congress Resolutions.

Comrade Lam Dong, Deputy Secretary of Khanh Hoa Provincial Party Committee, said that at the discussion session, there were 396 unanimous opinions, of which 186 opinions contributed specific comments on the document content; 9 presentations participated directly in the hall. Most of the delegates' opinions were in high agreement with the content of the document submitted to the Congress, and requested to supplement and clarify some related contents and issues.

Delegates pointed out that, regarding economic development, the Congress Resolution needs to consider and specifically evaluate the leading role of the state economy, collective economy, and private economy; there needs to be comparative data on socio-economic development, clearly assessing the issue of economic development associated with environmental protection. The heads of Party committees and authorities need to regularly organize meetings and dialogues with cadres, Party members and the people.

Regarding the issue of national defense and security, delegates suggested that the Congress should provide data to have a specific assessment of the issue of ensuring security, national defense, and social order and safety. Regarding the work of Party building and the political system, delegates expressed their opinions on the need to more carefully evaluate the results of implementing the 2-level local government model, and supplement data on party organizations and party members of the entire Party Committee up to the present time.

Comrade Lam Dong stated that the delegates' opinions were fully recorded by the Congress; the new Party Executive Committee was assigned to seriously absorb and promptly supplement them for effective implementation in the coming time. Regarding opinions on goals, targets and solutions to create development breakthroughs in the new period, the Congress also clearly stated groups of tasks and solutions to be implemented, striving to achieve and exceed the targets set for the 2025 - 2030 term. The Congress also presented a report summarizing comments on the draft documents to be submitted to the 14th National Congress of the Party.

The Congress passed the Resolution of the 1st Congress of Khanh Hoa Provincial Party Committee, term 2025 - 2030, which determined the general goal: Bringing "Khanh Hoa firmly into the "decade of raising the level of development", by 2030 becoming a centrally-run city; an international sea tourism and service center; a national and regional data center; double-digit economic growth, a high growth pole of the whole country. The urban system develops in a modern, smart, sustainable, and unique direction with a number of urban areas reaching international standards. Infrastructure is invested synchronously, modernly, and effectively; people enjoy a high, peaceful, and happy standard of living. The ecosystem, natural landscape, and environment are protected; there is the capacity to adapt to climate change; building a clean, strong, and comprehensive Party organization and political system. National defense, security, and sovereignty over seas and islands are firmly guaranteed".

Khanh Hoa Provincial Party Committee set out 21 specific targets; of which, the economic sector has 9 targets, culture - society has 6 targets, environment has 3 targets, Party building has 3 targets. To achieve the set goals and targets, the Congress set out 6 main solutions, 6 key tasks and 3 breakthroughs in the 2025 - 2030 term for implementation.

Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh emphasized that with the strength of great solidarity and strong aspirations to rise, the Party Committee, government and people of Khanh Hoa province are determined to strive to successfully and comprehensively complete the goals and tasks of the 2025 - 2030 period. That is the foundation and driving force for Khanh Hoa to enter a new development history, becoming a growth pole of the country, a centrally-run city, with people having a high and happy standard of living, contributing increasingly positively to the overall development of the country. The success of the Congress is just the beginning, for the Resolution to become a vivid reality, the Resolution's targets to breathe life. The province's development, the material and spiritual life of the people in the province to be improved is the actual success of the Congress. Therefore, for the Resolution to soon come into life, it is necessary to have the proactive and synchronous participation of all levels of Party committees, governments and political organizations in the province.

The Khanh Hoa Provincial Party Secretary requested the Provincial Party Executive Committee, term I, Party committees at all levels, agencies, departments, branches, and organizations from the province to the grassroots level to do a good job of widely disseminating the results of the Congress to cadres, party members, and people, promptly concretizing the Congress Resolution with a practical action program, a specific, realistic, highly actionable action plan, and planning breakthrough solutions, in line with the highest political determination and the strongest desire to contribute; thereby successfully implementing the goals, targets, and tasks set forth by the Resolution of the 1st Provincial Party Congress.
