Continue to apply price ceilings on airline tickets and textbooks

On the afternoon of June 19, at the 5th Session, the National Assembly passed the Law on Prices (amended) with 459/476 delegates participating in the vote in favor (accounting for 92.91% of the total number of National Assembly delegates).

The Law on Prices (amended) after being absorbed and revised was approved by the National Assembly, consisting of 8 Chapters and 75 Articles.

The Law on Prices (amended) stipulates: Price stabilization is the implementation by competent state agencies of solutions and measures as prescribed in this Law to stabilize the prices of goods and services when prices fluctuate abnormally within a certain period of time.

The Law supplements regulations on valuation certificates, which are documents issued by valuation enterprises and branches of valuation enterprises after the completion of valuation activities to notify customers, relevant organizations and individuals (if any) stated in the valuation contract about the value of the property to be valued and the main contents of the valuation report.

The Law on Prices (amended) also amends and supplements prohibited acts in the field of prices and price appraisal, such as: Spreading false and inaccurate information about the socio -economic situation, causing disruption of market information, prices of goods and services; Taking advantage of emergency situations, incidents, disasters, natural disasters, fires, epidemics to increase the selling price of goods and services inconsistent with fluctuations in total costs compared to normal conditions for profit; Signing price appraisal certificates and price appraisal reports that are not in accordance with the professional field, notices of state agencies on the permitted practice fields of price appraisal enterprises;...

The Law on Prices (amended) removes pork and milk for the elderly from the list of goods to stabilize prices.

Previously, presenting the report on acceptance and explanation, Chairman of the Finance and Budget Committee (TC-NS) Le Quang Manh said that there are currently 6 airlines operating domestic routes, but in reality, the market share is still held by 3 large airlines, of which Vietnam Airlines has about 35%, Vietjet Air 40% and Bamboo Airway 16%.

According to the Competition Law, this market has limited competition, and in the immediate future, the State still needs tools to manage domestic aviation service prices to stabilize the market.

The regulation of ceiling prices for air tickets still ensures the initiative of businesses. Because, currently, airlines still have full authority to decide on service prices, including air ticket prices, only economy class tickets cannot exceed the ceiling price. If there is no regulation of ceiling prices, it means that the State has abandoned the tool of price regulation.

Airlines can completely raise airfares to high levels for economy class tickets, especially during holidays, Tet, and tourist seasons when travel demand increases, affecting people, especially low-income people who have difficulty accessing aviation services; increasing social costs; and increasing state budget expenditures.

Furthermore, the price ceiling is not fixed. If necessary, the Government (here, the Ministry of Transport) can set the price ceiling at a reasonable level, suitable to the socio-economic conditions at each stage and time, ensuring the harmony of interests between people and businesses. Therefore, if the price ceiling is found to be inappropriate, airlines have the right to request the Government to promptly adjust it, but it does not mean that the law must be amended.

Regarding the price of textbooks, accepting the opinions of the majority of National Assembly deputies, the Standing Committee of the National Assembly has directed to set a ceiling price and not a floor price for this item. The reason is that textbooks are essential goods, have a very large consumer base, have a very wide range of influence, and the price of this item directly affects the majority of people, including low-income people.

Currently, in the method of calculating textbook prices, publishers add the cost of book distribution, the discount rate is very high (the discount rate for publishing textbooks for the 2020-2021 and 2021-2022 school years is 29% of the cover price; for the 2022-2023 school year, the discount rate for textbooks is 28.5% of the cover price, and for exercise books is 35% of the cover price), leading to high book prices compared to the income of many people.

Therefore, it is necessary to have control tools to ensure that there is no negative impact on people./.
