President Luong Cuong expressed his respect and infinite gratitude to beloved Uncle Ho, and deeply appreciated the great contributions of predecessors, veteran revolutionaries, heroic Vietnamese mothers, heroic martyrs, wounded and sick soldiers, compatriots, comrades and people nationwide who have made efforts, strived, and were ready to sacrifice and make sacrifices so that our country can have the foundation, potential, position and international prestige it has today.

President Luong Cuong shared that in February 1975, in the heroic atmosphere of the whole country turning to the beloved South, he volunteered to join the army. Up to now, he has served the revolution for nearly 50 years, held many positions, been trained and tested in the fight to protect the Fatherland; and matured from a soldier to a high-ranking leader of the Party.

"No matter what position I hold or what task I am assigned, I am always steadfast and politically steadfast, absolutely loyal to the Party, the Fatherland and the People, striving to overcome difficulties and challenges, actively studying, cultivating, training, preserving moral qualities, lifestyle and improving working capacity; wholeheartedly striving to successfully complete all tasks assigned by the Party, State, Army and People" - new President Luong Cuong shared.

On this occasion, President Luong Cuong expressed his deep gratitude to the Party, State, army, Party committees and authorities at all levels; thanked the leaders, former leaders, comrades, teammates and people foreducating , training, loving, protecting, guiding and creating conditions for him to fulfill his tasks and grow up as he is today.

Faced with the increasingly high demands of the cause of national construction and defense, in his new position, newly appointed President Luong Cuong vows to make every effort to fulfill his duties as President in accordance with the Constitution of the Socialist Republic of Vietnam and the tasks entrusted to him by the Party, State and People. Continue to preserve and strengthen the high solidarity and unity within the Party; together with the entire Party, people and army, continue to care for building and promoting the strength of great national solidarity, building a clean, strong socialist rule-of-law state that is truly of the people, by the people and for the people.

At the same time, strengthen national defense and security, build a revolutionary, disciplined, elite, modern people's armed forces, always a political force, an absolutely loyal and trustworthy fighting force of the Party, State and People; build and consolidate the people's hearts, the people's national defense and a solid people's security posture.

Consistently implement the foreign policy of independence, self-reliance, peace, friendship, cooperation and development; multilateralize, diversify, proactively and actively integrate into the international community, ensuring the highest national interests; Vietnam is a friend, a reliable partner, an active and responsible member of the international community. Resolutely and persistently defend the independence, sovereignty, unity and territorial integrity of the country, maintain a peaceful and stable environment for national construction and development.
