After the merger, the Department of Finance focused on directing the departments and units under the Department to complete the work of arranging and organizing the apparatus, streamlining internal focal points according to the direction of the Provincial Party Committee and the Provincial People's Committee. The Department has performed well in synthesizing socio -economic development plans; state budget revenue and expenditure; disbursement of public investment capital and other professional tasks.
The Department has advised the Provincial People's Committee to organize the implementation of the Prime Minister's decisions approving the Provincial Planning for the period 2021-2030, with a vision to 2050. Coordinated with relevant agencies and units to basically complete the dossier to adjust the Provincial Planning according to the simplified procedures, which is an important legal basis to accelerate the progress of key projects in the province, including Gia Binh airport and the key route connecting Bac Ninh - Hanoi , Bac Ninh urban railway connecting with the capital Hanoi , creating a breakthrough development momentum in the new period.
The Department of Finance has also advised the Provincial People's Committee to allocate detailed public investment plans for 2025 in the province; adjust, supplement and allocate medium-term public investment plans for the period 2021-2025... Guide provincial budget units on handling finances, assets, and state budget when organizing 2-level local governments and merging administrative units of Bac Giang and Bac Ninh provinces. Administrative reform continues to receive attention; statistics and regular reviews of administrative procedures in the fields of state management in the financial sector have been organized, ensuring the criteria of speed, efficiency, and time savings. Civil servants, public employees, and employees of the Department have identified their roles and responsibilities towards their agencies and units; actively cultivated, trained, strived, and gradually innovated their working style, manners, and methods, constantly improving the quality and efficiency of their work.
However, according to the assessment of the Department of Finance, due to the implementation of the arrangement of administrative units and the organization of local governments at two levels, many new tasks have arisen, so the Department still faces some difficulties, especially in consulting on management, adjusting budget estimates of districts and cities after ceasing operations, and assigning state budget revenue and expenditure estimates to communes and wards after the arrangement. The current software system for managing executive documents still has many limitations.
At the meeting, representatives of the Department's departments and units clarified some difficulties in the implementation of tasks, lack of specialized staff, especially in the fields of finance, planning, and investment; changes in administrative boundaries leading to changes and adjustments in planning as well as some investment attraction policies of the two provinces that have not been unified...

Concluding the meeting, comrade Ngo Tan Phuong acknowledged, commended and highly appreciated the implementation of key tasks of the Department of Finance in the current context. Regarding key tasks in the coming time, he suggested that the Party Committee and the Board of Directors first focus on building a united agency, towards the common development goal of Bac Ninh province.
Regarding the work of advising on the promulgation of mechanisms and policies of the province in the fields under his charge, the Vice Chairman of the Provincial People's Committee requested the Department of Finance to promptly review relevant documents, research and develop drafts to collect opinions from departments and branches to submit to competent authorities for replacement issuance, striving to complete all new mechanisms and policies by the end of 2026 for synchronous application in the province from 2027.
In the areas of social security, the Department will research and advise to ensure the level of expenditure is at least equal to that before, in which it is important to focus on early research and advice on the policy of regulating land use fees between the commune and provincial levels; advise on policy mechanisms to effectively implement Resolutions No. 68 and 57 of the Politburo, focusing on supporting businesses, innovation, and application of science and technology in all fields; and ensure regular expenditure norms of local budgets for agencies and organizations in the province to better meet the requirements in the new situation. Regarding the allocation of public investment capital or support for commune-level target programs, it is recommended that the Department research and develop clear and specific allocation principles and criteria to submit to the Provincial People's Council meeting at the end of this year, applicable from January 2026.
The leaders of the Department of Finance work with relevant sectors to protect budget revenue and expenditure in 2026 and the 2026-2030 period; closely assess the province's budget revenue capacity in 2025, as a basis for allocating resources for regular expenditure and expenditure for the province's projects.
Comrade Ngo Tan Phuong also requested the Department to continue advising on planning work; continue to monitor the domestic and international situation to develop growth scenarios, advise the province to flexibly manage to ensure achieving the double-digit growth target; continue to remove difficulties related to the disbursement of public investment capital; advise on perfecting the steering committees and councils of which the Department of Finance is the standing agency.
