Specifically, on July 7, the Working Group of the Ben Hai River Basin Protection Forest Management Board discovered 3 locations where the subjects set up camps and brought in machinery and equipment to search for gold. These locations are in Lot 4, Block 4 and Lot 10, Block 2, Sub-area 576; Lot 33, Block 5, Sub-area 582 in Vinh O Commune, former Vinh Linh District (now Ben Quan Commune).

Director of the Ben Hai River Basin Forest Protection Management Board Nguyen Ngoc Hung said that these subjects took advantage of the rugged terrain to bring tools and equipment into the forest to illegally mine gold. Mining time is often at night or when there are no people. Therefore, fighting, preventing and expelling these subjects is very difficult. It is recommended that the authorities soon intervene and coordinate to review the entire forest area with pre-existing gold mines for handling.

Regarding this issue, Quang Tri Newspaper (now Quang Tri Newspaper, Radio and Television) once published news and articles reflecting on the Khe De area, belonging to Sub-region 583 in Vinh O Commune, Vinh Linh District (now Ben Quan Commune). Immediately after that, the local government, the police force and the Ben Hai River Basin Protection Forest Management Board organized inspections and raids. However, this situation is currently recurring.
It is known that in the above area, there are still many illegal gold mines that were dug in the past. Although the authorities have developed a plan to collapse and destroy all of them, so far nothing has been implemented.
