The project is being accelerated with a determination to continue uninterrupted, despite major changes in the local government model and administrative boundaries. This is not only a key transport project but also a strategic “connecting circuit” for the Northwest region in its transition period.
The consortium implementing the XL-01 package focuses on human resources and machinery to speed up the construction progress of the Hoa Binh - Moc Chau expressway project.
The key axis connecting the region
34km long, 4 lanes, nearly 10,000 billion VND invested, Hoa Binh - Moc Chau expressway is not only a route, but also a development expectation. This route passes through Hien Luong, Tien Phong, Cao Son, Tan Mai communes (now in Phu Tho province) and connects with Van Ho (Son La). Passing through special terrain, the project has high bridges, long tunnels and the highlight is the 1.2km long Hoa Son bridge over Hoa Binh lake, located in the planning of Hoa Binh lake national tourist area.
Not only beautiful in landscape, the project also has strategic significance: Connecting inter-regional transport systems such as the Hoa Binh - Hanoi regional connecting road and Son La (Moc Chau) expressway; Da Bac - Thanh Son road... Therefore, when the project comes into operation, it is expected to reduce logistics costs, improve transportation capacity, promote tourism and agricultural exports in the Northwest region. In particular, in the context of the three provinces of Hoa Binh, Phu Tho, Vinh Phuc merging into a new administrative unit, the Hoa Binh - Moc Chau expressway becomes even more urgent, playing the role of a "backbone" connecting the Northwest with the new provincial center and the Red River Delta.
After nearly a year of construction, the Hoa Binh - Moc Chau expressway project (section km19 - km53) has reached many important milestones, especially in site clearance and implementation of construction packages. By the second quarter of 2025, the site clearance work has been almost completely completed: Cao Son, Tien Phong, and Hien Luong communes have handed over 20.7km/21.75km, equivalent to 95% of the length of the route. Tan Mai commune has also handed over more than 10km, reaching a rate of 99%.
Major contractors such as Vinaconex, VNCN E&C, Deo Ca, Son Hai, Truong Son... are accelerating construction on many fronts, with the volume of embankment reaching hundreds of thousands of cubic meters. Items such as overpasses and underground culverts are being constructed with modern techniques. It is expected that key items such as tunnel No. 1, tunnel No. 2 and special bridges will be basically completed in 2025, moving towards opening phase 1 in 2026.
Don't let the project fall behind schedule
The merger of provincial administrative units and the operation of a two-tier government model are taking place in parallel with the project implementation. However, the leaders of contractors and local authorities affirmed that the reorganization process will not affect the progress.
Mr. Nguyen Tien Tuong, representative of VNCN E&C, a unit of the consortium of package XL-01, said: The project has basically been handed over the site and the unit has deployed 8 construction teams along the entire route. Currently, there are still some problems related to the power line, we have closely coordinated with functional agencies and commune authorities to resolve them. In the immediate future, we will focus on human resources and machinery to construct the available site with the motto of organizing construction as the site is handed over.
In Cao Son commune, comrade Luong Van Thi, Secretary of the Commune Party Committee, shared: The implementation of the two-level local government model does not greatly affect the project implementation process. Particularly for compensation and site clearance, we have also arranged a team of cadres with sufficient capacity, qualifications, professional expertise and who have participated in previous projects to continue to coordinate the implementation, ensuring continuity and efficiency. Agreeing, Chairman of Tien Phong Commune People's Committee Ban Kim Quy added: Streamlining the apparatus and clearly decentralizing will help to resolve land procedures faster, removing "bottlenecks" in compensation and site clearance.
Investment in transport infrastructure is identified as one of the priority pillars to connect inter-regional and inter-provincial development spaces. The Hoa Binh - Moc Chau Expressway is one of the projects expected to create a breakthrough for the socio-economic development of the Northwest region. In the context of merging administrative boundaries and implementing a 2-level local government model, the smooth coordination between the government, contractors and people is becoming a vital factor for effective project implementation. The determination of the participants along with the new streamlined, effective and efficient management mechanism further creates momentum for the project to "reach the finish line" on schedule.
