Resolving administrative procedures for people at the Public Administration Service Center of Thuy Xuan Ward

According to the new guidelines, departments, branches, sectors and People's Committees of communes and wards must proactively develop and issue annual administrative reform plans, taking clear goals and specific quantitative targets as "guiding principles". The plan not only focuses on institutional reform, administrative procedures, and organizational restructuring, but also emphasizes reform of the civil service system, public finance and digital government development. Each task has clearly defined outputs, completion time, responsibilities for leadership, coordination and funding sources.  

Notably, in 2025, the pivotal year of implementing the 2-level model, the People's Committees of communes and wards are required to issue administrative reform plans before July 25, quickly complete functions and tasks and arrange specialized civil servants for administrative reform at the grassroots level, ensuring that all movements are not "out of sync".

The reporting regime is clearly defined: Each year, units must submit four periodic reports at the first, mid-year, third and end-of-year milestones, following a unified form, with detailed data. Thematic reports are clearly assigned to each agency: Office of the City People's Committee, Department of Home Affairs, Department of Justice, Department of Finance, Department of Science & Technology, ensuring that no areas are missed in the overall reform chain. In particular, the reporting data must be compiled, submitted on time, and closely linked to accountability.

The reporting forms focus on key indicators: number of issued directives, plan completion rate, satisfaction level of people and businesses, rate of timely procedure settlement, status of streamlining the apparatus, rate of public investment disbursement, level of digital transformation and e-government construction.

In parallel with the plan and report, the City People's Committee assigned the Department of Home Affairs to take the lead in developing a set of criteria to evaluate and classify administrative reform work of each agency and unit.

With the approach of “clear people, clear work, clear responsibilities”, Hue city aims to both accelerate reform and make the new government’s operations transparent, with people and businesses at the center of service. During the implementation process, any problems will be promptly guided by the Department of Home Affairs, ensuring that all reform movements are not just slogans but actually come to life.
