Teachers in disadvantaged areas or lecturers in some schools have their criteria reduced. Teachers can also use their titles of Team Leader or class leader to be considered People's and Excellent Teachers.
That is one of the new points in considering the awarding of the titles of People's Teacher (ND) and Meritorious Teacher (NGUT), according to Decree 35 of the Government , issued in early April. The Decree takes effect from May 25, replacing previous regulations.
The titles of People's Teacher and Meritorious Teacher are still considered and announced every three years on the occasion of Vietnamese Teachers' Day, November 20.
The Ministry of Education and Training , the drafting agency, said that in reality, the education sector does not only have the title of excellent teacher. Therefore, the Ministry added the titles of homeroom teacher and team leader to the list of NGUT and NGND. In addition, the Ministry added some criteria to evaluate the ability of teachers.
Accordingly, teachers are required to demonstrate their pedagogical capacity, soft skills, ability to organize professional activities or influence by compiling specialized reports at conferences and seminars; presiding over the compilation of training materials... This is something that has not been specifically regulated before.
University lecturers still need to guide two PhD students to successfully defend their doctorates when applying for the title of People's Teacher or Associate Professor as before. However, the Ministry recognizes that not all universities or fields of study are assigned the task of training PhDs, especially private schools or schools under local authority.
Therefore, for specific schools, this standard will be to guide graduate students to successfully defend their master's thesis, level II specialist doctors, resident doctors; or to guide students to win the school-level scientific research student award; have research topics that win school-level awards or higher...
"This creates opportunities for teachers from local and private universities to participate," the Ministry of Education and Training said.

The new regulation also pays more attention to teachers working at borders, at sea, on islands, in areas with especially difficult socio-economic conditions, or in schools and classes for the disabled, and centers supporting the development of inclusive education.
This group is multiplied by a factor of 2 when calculating working time. For example, normal teachers need to have 20 years or more of direct teaching time to be considered for the title of People's Teacher, while this group only needs 10 years.
According to the Ministry of Education and Training, this also comes from the fact that through 16 times of considering the title of People's Teacher and Meritorious Teacher, very few teachers in the above group were considered for the title. In the past nearly 10 years, only two managers in this area have received the title of Meritorious Teacher, no teachers who directly teach have been awarded the title.
"This demonstrates the Party and State's concern for education in disadvantaged areas; at the same time, it creates motivation for teachers to strive to achieve high results, contributing to positive changes in education in disadvantaged areas," the Ministry stated.
The new regulations on considering the titles of People's Teacher and Meritorious Artist also clarify the calculation of time, shortening the consideration process compared to before.

In 2023, more than 1,000 teachers were awarded the title of Meritorious Teacher, but the list of People's Teachers has not been announced.
