For the essay test in Literature, according to the exam regulations issued by the Ministry of Education and Training , the test is graded on a 10-point scale; the odd points of the total score of the entire test are rounded to two decimal places.
Each exam is graded in two independent rounds by two examiners from two different grading teams.
In the first marking, the examiner does not write anything on the candidate's test paper or the test bag; the component scores, total score and comments are only recorded on one marking sheet for each high school graduation exam.
During the second marking, the exam bags are drawn by lot, ensuring that the marked exam bags are not returned to the same person who marked the first time. The examiner will record the marks directly on the candidate's exam paper and on the marking sheet.
After 2 markings, if the total score or component score differs by more than 1.5 points (except in case of mistaken addition of points), a third marking will be performed directly on the candidate's paper to unify the score.
In the third marking, if the three marking results differ by a maximum of 2.5 points, the average of the three marks will be used as the official score. If the difference is greater than 2.5 points, the chief examiner will organize joint marking with all examiners in the essay marking group.

For multiple-choice tests, all candidates' papers (answer sheets) must be graded by machine with the same specialized software provided by the Ministry of Education and Training, from the time the image is scanned until the result is the test score of each candidate.
When the marking process is completed, the score data will be saved on two CDs to be sent to the Ministry of Education and Training and kept at the examination council for score entry and comparison. Only when completed will the exam score results be announced.
In response to concerns about whether there will be a "lax" situation in grading high school graduation exams in the context of merging provinces and cities, at a press conference after the 2025 high school graduation exam, Professor Huynh Van Chuong, Director of the Department of Quality Management of the Ministry of Education and Training, said that from June 28, the exam steering committees in localities will start grading the exams, and not wait until July 1 to start.
The Ministry of Education and Training has also anticipated problems that may arise in marking exams when localities implement two-level local government, so it has issued very detailed instructions for each step of marking exams. The Ministry's inspection team has worked with localities and received commitments to comply with regulations, mark exams seriously, and ensure the announcement of exam results to candidates on July 16.
"Only senior managers have made adjustments, but all the teachers and exam locations have not changed. Therefore, we can be completely assured and not worry about affecting professional activities," Mr. Chuong emphasized.
The 2025 high school graduation exam took place on June 26 and 27 with the participation of more than 1.1 million candidates, an increase of nearly 100,000 compared to last year.
This is a special exam with two sets of exam questions for two groups of candidates according to two different programs: the 2018 and 2006 programs. This is also an exam with a record number of subjects with 14 subjects, of which the 2006 program has 9 subjects and the 2018 program has 13 subjects.
This year, the Ministry of Education and Training set the time to announce exam results at 8:00 a.m. on July 16, one day earlier than last year.
