The conference was attended by leaders of departments, branches, sectors, localities; socio -political organizations of the province; Provincial Business Association; credit institutions; representatives of more than 100 cooperatives in the province. The conference was also attended by representatives of a number of departments and centers under the Vietnam Cooperative Alliance.
Speaking at the opening of the conference, Mr. Trinh Xuan Truong, Chairman of the Provincial People's Committee, affirmed: The collective economy is an important economic component in the socialist-oriented market economy of Vietnam. Developing the collective economy, with cooperatives as the core, is the consistent goal of our Party and State.

Resolution No. 20-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the market economy in the new period continued to affirm the Party's viewpoint on the market economy: "The market economy is an important economic component that must be consolidated and developed together with the state economy, becoming a solid foundation of the national economy".
Following the orientation of the Party and the State, Lao Cai province has issued many programs, plans, and directives to direct and implement tasks on developing the collective economy in the area (focusing on the tasks in Resolution No. 20-NQ/TW, Directive No. 19/CT-TTg dated June 3, 2023 of the Prime Minister on promoting digital transformation in the collective economy and cooperatives). Lao Cai province regularly pays attention to supporting the collective economy sector in terms of resources (separate support and integration into national target programs, development support programs of sectors and fields). Thanks to that, the collective economy has made many contributions to the socio-economic development of the province.

The Chairman of the Provincial People's Committee said: Compared to the practical requirements and development potential of the province, the results of the development of the collective economy and cooperatives are still quite modest and have many limitations. That is, the growth rate is quite slow compared to other economic sectors; the contribution rate to the provincial budget is still low (average only 0.1% per year). The number and scale of cooperatives in the area are still small; the operational efficiency of most cooperatives is not high; many cooperatives face difficulties in operating, producing and consuming products. The linkage between cooperatives and enterprises in production is not much and not stable. In addition, the internal capacity, especially capital, facilities, technological equipment, and the qualifications of the management staff of cooperatives is still weak; the ability to expand scale, diversify industries, access programs, projects as well as credit sources of cooperatives is still limited.
Chairman of the Provincial People's Committee Trinh Xuan Truong suggested that delegates focus on exchanging, discussing, and sharing in a frank and responsible spirit, focusing on analyzing the development status of the cooperative economic sector when implementing the Law on Cooperatives in 2023 (effective from July 1, 2024).
It analyzes what has been done and what has not been done; deeply analyzes the limitations that hinder the development of the knowledge-based economy, thereby proposing breakthrough solutions to remove difficulties and obstacles for the knowledge-based economy in a practical and effective manner, creating momentum to help this sector develop strongly together with other economic sectors; strongly promoting digital transformation, green transformation, circular economy, sharing economy, and knowledge economy.
Implement the initiative "Each farmer is a trader, each cooperative is a digital technology application enterprise", especially promoting innovation and creativity of cooperatives, cooperative groups, and members in building and developing cooperatives and cooperative groups. The strong development of the collective economy contributes to the successful implementation of the targets of the Resolution of the 16th Provincial Party Congress, term 2020 - 2025 and the 5-year Socio-Economic Development Plan (2021 - 2025).
