Bac Ninh province received a Certificate of Merit from the Prime Minister for its achievements in eliminating temporary and dilapidated houses.

Under the close direction of the Party, State and Government leaders, with the creative thinking and approach of Party committees and local authorities, and the participation of the entire political system, Vietnam has so far basically completed the goal of eliminating temporary and dilapidated houses, reaching the finish line 5 years ahead of schedule. The whole country has eliminated more than 334,200 temporary and dilapidated houses with a total cost of nearly 50 trillion VND.

Many localities have been proactive, creative, and mobilized support resources higher than the central level, such as Tuyen Quang, Thanh Hoa, and Ninh Binh.

A number of ministries and agencies have mobilized large resources to support the program, such as: the Ministry of National Defense, the Ministry of Public Security, the Central Committee of the Vietnam Fatherland Front, the Banking sector, and the Ho Chi Minh Communist Youth Union at all levels.

Although basic results have been achieved, this is only the first step in the journey towards completely eliminating temporary and dilapidated houses and multidimensional poor households. In the coming time, all levels, sectors and localities will continue to review and mobilize resources to eliminate the remaining unregistered temporary and dilapidated houses and the newly created ones before December 2025; at the same time, provide comprehensive care to help people settle down, have a place to live, work, a livelihood and a stable income so that no one is left behind.

In Bac Ninh province, the program to mobilize and support the elimination of temporary and dilapidated houses has received close attention and direction from the provincial Party Committees, authorities, and organizations at all levels, the support of a large number of cadres, party members, union members, and members, and the consensus of all classes of people inside and outside the province. By the end of June 2025, the whole province had supported the construction and repair of more than 2,500 houses with a total support budget of more than 150 billion VND and completed the goal of eliminating temporary and dilapidated houses for poor and near-poor households and supporting families of meritorious people with housing difficulties and dilapidated houses that need to be repaired or rebuilt in the province in 2025. The mobilization of resources to implement the program is organized flexibly, suitable for the subjects with the spirit of "whoever has something to help, whoever has contributions to contribute, whoever has money to contribute, whoever has a lot to contribute a lot, whoever has little to contribute a little".

Speaking at the conference, Prime Minister Pham Minh Chinh expressed: In the heroic atmosphere of the historic August days, the whole country excitedly celebrated the 80th anniversary of the successful August Revolution and National Day September 2, the entire political system completed the basic goal of eliminating temporary and dilapidated houses nationwide, this is a gift that contributes to the common joy of the whole nation.

Implementing the Party's guidelines and the State's policies and laws, in recent years, the whole country has implemented many programs and policies to support housing for people with meritorious services, poor and near-poor households. The Central Steering Committee and localities have carried out a rapid "campaign", mobilizing resources to complete the program of eliminating temporary and dilapidated houses. Each house is a testament, a sharing with the needy, a gratitude to those with meritorious services, realizing the Party's correct policies and guidelines; demonstrating the good and superior nature of our regime; affirming the humanistic values and fine moral traditions of the nation; arousing national pride, consolidating people's trust in the Party's leadership; strengthening the great national unity bloc, contributing to promoting economic development, ensuring social security, consolidating national defense and security.

The Prime Minister emphasized some outstanding experiences such as seriously grasping and closely following the resolutions, conclusions and directions of the Central Committee, concretizing them into specific programs, plans and solutions and focusing on drastic implementation with the spirit of acceleration and breakthrough. Mobilizing the participation of the entire political system and all classes of people, the business community, promoting the strength of great national unity and the spirit of solidarity and unity of the people. Diversifying resources in the direction of the whole people, comprehensively and widely. Grasping the situation, promptly and flexibly, and strengthening inspection, supervision and urging implementation to complete the set goals as soon as possible and most effectively.

To promote the achievements and continue to do better in social security work, in the coming time, the Prime Minister requested the Steering Committee, the Central Committee of the Vietnam Fatherland Front, the Central Emulation and Reward Committee, all levels, sectors and localities to focus on thoroughly grasping and effectively implementing Resolution No. 42-NQ/TW of the Central Committee on continuing to innovate and improve the quality of social policies.

Identifying the care and housing support for people with meritorious services, poor households, near-poor households, and support for people living in areas frequently affected by natural disasters and climate change as regular, continuous, and long-term tasks. Ministries, branches, and localities continue to review and promptly complete housing support policies. Strive for Vietnam to have basically no poor households by 2030 in accordance with Directive No. 05-CT/TW dated June 23, 2021 of the Secretariat on strengthening the Party's leadership in sustainable poverty reduction by 2030.

He suggested that the Ministry of Finance take the lead and coordinate with ministries, branches and localities to thoroughly grasp the Party's policy on using the state budget as the main and fundamental resource in ensuring social security, along with mobilizing social resources, especially in vocational training, solving livelihoods and jobs for the poor and ethnic minorities; attaching the responsibility of local Party committees and authorities in mobilizing, managing and using resources to implement policies to support vocational training, solving livelihoods, jobs, health care, education and housing, first of all for households that are supported to remove temporary and dilapidated houses.

Propose that the Vietnam Fatherland Front and socio-political organizations actively coordinate with the Government, ministries, branches and localities in ensuring social security. Well implement the supervision and criticism of the process of building and implementing social security policies; regularly pay attention to and grasp the thoughts and aspirations of the people, promptly resolve related issues, and ensure the rights of the people.

Propose that the Ministry of National Defense and the Ministry of Public Security direct the People's Armed Forces to continue promoting the revolutionary tradition, closely attached to the People, both as the core force to protect national sovereignty and security, and as a solid support in socio-economic development, ensuring social security for people, especially in border areas, islands, remote and isolated areas.

On this occasion, many outstanding collectives and individuals were awarded. Bac Ninh province was awarded a Certificate of Merit by the Prime Minister for its many achievements in implementing the program and emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025".
