The policy of merging the three provinces of Vinh Long, Ben Tre , and Tra Vinh and merging commune-level administrative units (AUs), forming a two-level government apparatus, has now been officially put into operation, creating a new position and strength with a solid foundation to join the whole country in entering the era of national development.

At the same time, create a legal basis for urban and rural planning and development, closely linked with ensuring national defense, security, and social order and safety in the Mekong Delta in general and Vinh Long (new) province in particular. Therefore, the implementation of the arrangement of provincial-level administrative units is the right direction, increasing potentials and strengths, meeting the common development requirements of the three provinces.

Besides, the arrangement of administrative units at the commune level is also very necessary, ensuring conformity with specific factors of historical traditions, culture, customs, geographical location and natural conditions among related administrative units.

According to comrade Lu Quang Ngoi - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the arrangement of administrative units at the provincial and communal levels is an important step, of strategic significance for the long-term and sustainable development of the Mekong Delta in general and our locality in particular. This is a correct policy, bringing many practical benefits, contributing to improving the effectiveness of state management and promoting socio-economic development.

All three provinces have strengths in agriculture, fruit trees, and aquaculture and are shifting to processing industry, trade, services, and tourism. At the same time, the three provinces still maintain close ties in terms of tradition, population, and the Southern cultural region. The newly formed communes will be a strong push to restructure the administrative system in a streamlined, effective, efficient, and modern direction.

Along with that, we must dare to think, dare to do, dare to take responsibility, constantly innovate, be creative, increase the application of information technology, digital transformation to simplify processes, procedures and shorten the time to carry out administrative procedures, serve people and businesses better, take the satisfaction of people and businesses as a measure in performing tasks” - Mr. Le Van An said.

According to Mr. Tran Van Thanh (Trung Ngai commune), organizing a two-level local government model is a correct decision, in line with the requirements of apparatus innovation and improving the effectiveness and efficiency of state management in the current period; helping to reduce intermediaries in administrative management, shortening the time to resolve administrative procedures for people.

"Rural people like us are very happy that we can now do paperwork right at the commune, saving time and travel costs," Mr. Thanh said.

When people from all over the country heard that the new communes and wards would officially operate on July 1, 2025, they were very excited. Mr. Pham Van Son from My Thanh A hamlet (My Thuan commune) said: “After hearing the Central Government’s direction to merge the provincial and commune levels, not to organize the district level. Everyone is excited because when the new commune comes into operation, administrative procedures will be handled on the spot for the people, so that people do not have to waste time and effort traveling, saving time and money.”

Also residing in My Thuan commune, Mr. Nguyen Thanh Phong - My Thanh B hamlet said: "I see that recently the commune has been running a trial run to handle administrative procedures for the people. I hope that when the commune is officially merged and the new apparatus comes into operation, the handling of administrative procedures for the people will be done quickly, neatly, creating the most convenience and ease for the people."

Mr. Thai Cong Bang - An Khanh hamlet (Tan An Thanh commune) said that recently, the provincial leaders went to the locality to inspect the trial operation of new communes that are about to come into operation. This is very good because it will help the new communes operate more smoothly and efficiently. In the past, when doing paperwork, people had to go to the district, which was quite time-consuming, laborious and costly in terms of gas money... Now that the documents and procedures are transferred to the commune, it will be much more convenient for people because they will not have to go far.

People of Trung Ngai commune strongly agree and expect the policy of rearranging administrative units at provincial and commune levels.
