Calculating the possibility of increasing civil servant salaries, pensions, and allowances in 2026

The Government proposed that the National Assembly consider and decide to increase public sector salaries, pensions, social insurance benefits, and preferential benefits for people with meritorious services next year.

This is the Government's proposal in the report on the implementation of a number of contents on reforming salary policies in the public sector, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits.

Great effort every time salary increase

Regarding the implementation of some salary reform contents for cadres, civil servants and public employees from July 1, 2024, the report stated that the basic salary has been adjusted to 2.34 million VND/month according to Decree No. 73/2024/ND-CP.

Thus, compared to 2018 (before Resolution No. 27-NQ/TW on reforming wage policy), the basic salary has been adjusted from VND 1.39 million/month to VND 2.34 million/month (an increase of 68.3%), 43.5% higher than the adjusted regional minimum wage in the enterprise sector.

Regarding the bonus regime, based on the authority of the head of the management agency or the decentralized management of cadres, civil servants, armed forces and heads of public service units, ministries, branches and localities have developed bonus regulations for agencies and units.

At the same time, cadres, civil servants and public employees with outstanding qualities and abilities and especially excellent achievements will receive bonuses based on their outstanding achievements as decided by the head of the agency or unit from the bonus fund.

In addition, from July 1 last year, pensions, social insurance benefits and monthly allowances were adjusted to increase by 15% on the pensions, social insurance benefits and monthly allowances of June 2024.

For those who retired and received pensions, social insurance benefits, and monthly benefits before January 1, 1995, after adjustment according to the above general adjustment level, those with benefits below 3.2 million VND/month will be adjusted to increase by 300,000 VND/month; Those with benefits from 3.2 million VND/month to less than 3.5 million VND/month will be adjusted to increase by 3.5 million VND/person/month.

The budget for increasing pensions and allowances in 2024 is about VND 16,700 billion, from the state budget and the Social Insurance Fund.

At the same time as the salary adjustment, the standard level of preferential allowance for people with revolutionary contributions also increased to 2,789 million VND, an increase of 35.7%.

Concentrated health rehabilitation nursing has an expenditure level of 1.8 times the standard level/person/time. In which, the adjusted expenditure structure includes: Meal money during the nursing period; essential medicine; gifts for the subject; sightseeing...

The standard social assistance level is 500,000 VND/month, an increase of 38.9%.

Thus, the Government summarized that adjusting the basic salary to increase by 30%, adding 10% to the bonus fund for cadres, civil servants, public employees, and armed forces; adjusting pensions, social insurance benefits, and monthly allowances to increase by 15%, increasing the social assistance standard by 38.9%, and increasing the preferential allowance standard for people with revolutionary contributions by 35.7% from July 1, 2024 is a great effort of the Central Government, the National Assembly, and the Government.

These adjustments have fundamentally improved the lives of people receiving salaries, allowances and subsidies from the state budget, creating motivation to improve productivity and work efficiency, contributing to social stability.

Streamline your leads

Regarding some ongoing tasks, the Government is actively directing ministries, branches and localities to implement bonus and allowance regimes for some occupations.

At the same time, review, arrange, and streamline state administrative organizations and public service units to ensure streamlining, efficiency, effectiveness, and efficiency; reduce internal connections of units associated with streamlining payroll, restructuring, and improving the quality of cadres, civil servants, and public employees.

In addition, based on the socio-economic situation in 2025, the Government proposed that the National Assembly Standing Committee and the National Assembly consider and decide to increase public sector salaries, pensions, social insurance benefits, and preferential allowances for people with meritorious services in 2026 to ensure compliance with the budget balance.
