After the Central Committee issued Resolution No. 18-NQ/TW, the Standing Committee of the Quang Ngai Provincial Party Committee (old) and the Standing Committee of the Kon Tum Provincial Party Committee (old) promptly concretized and issued plans and programs for implementation. Therein, clearly defining the goals, tasks, solutions, roadmap and assigning agencies, units and localities to preside over the implementation of each specific content. Regularly focusing on the work of inspecting and supervising the leadership, direction and implementation organization of Party committees at all levels, localities, agencies and units.
The Standing Committees of the Provincial Party Committees of the two provinces have led and directed Party committees at all levels, localities, agencies and units in the entire Party Committee to resolutely implement the identified contents; promptly promulgate projects and plans, give opinions on the policy of adjusting and supplementing the functions and tasks of the organizational apparatus of agencies and units; arrange, merge and consolidate administrative units and organizational apparatus of agencies and units associated with streamlining the payroll, restructuring the team of cadres, civil servants, public employees and workers; meet the requirements of strengthening the Party's leadership, improving the effectiveness and efficiency of state management, achieving many results, completing the set plans and programs.
The Provincial Party Committee and the Provincial Party Committee Standing Committee have led and directed Party committees, agencies and units to complete the tasks of merging Quang Ngai province and the old Kon Tum province into the new Quang Ngai province in accordance with the policy; promptly directed and removed obstacles, difficulties and new issues arising in the operation and implementation of the 2-level local government model, ensuring that agencies, units and localities operate smoothly and stably, meeting task requirements.
After the merger, Quang Ngai province has 96 commune-level administrative units (86 communes, 9 wards and 1 special zone), reducing 194 commune-level administrative units; 8 agencies and public service units directly under the Provincial Party Committee; 4 Party Committees directly under the Provincial Party Committee; socio- political organizations and mass associations assigned by the Party and State at the provincial level were transferred to the Provincial Vietnam Fatherland Front Committee; 14 specialized agencies and 1 other administrative organization under the Provincial People's Committee; 10 public service units under the Provincial People's Committee; 107 internal organizations under departments, branches and administrative organizations (including specialized departments, branches and equivalent organizations); 167 public service units under departments and branches; 900 public service units under 96 communes, wards and special zones; established 3 Trade Union organizations directly under the Commune-level Party Committee.
Identifying the task of continuing to streamline the organizational apparatus, streamlining the payroll to operate the system effectively and efficiently as the core task of the Party Committee and the responsibility of the leader, the Quang Ngai Provincial Party Committee has proposed many solutions in building and perfecting the organizational apparatus of the political system in the province in the coming time.
Specifically, continue to perfect the organizational model of the Party, State, local government, Fatherland Front, socio-political organizations; reorganize the internal apparatus of agencies, units, and organizations in the political system; reorganize, innovate the management mechanism, financial mechanism and operation of public service units.
Review, supplement, and perfect the functions, tasks, and operating mechanisms of agencies, units, and organizations in the political system; decentralize, delegate, and define authority, and reform administration.
Recruitment, evaluation, training, fostering, rotation, mobilization, arrangement, use, policies, salary, allowances; discipline; staffing of agencies, units, and organizations in the political system.
At the same time, build national databases, specialized data, digital transformation, apply science, information technology, and artificial intelligence in agencies, units, and organizations in the political system.
Concluding the conference, comrade Ho Van Nien, member of the Party Central Committee, Secretary of the Quang Ngai Provincial Party Committee, commended the efforts of Party committees and authorities at all levels to implement Resolution No. 18-NQ/TW and achieve many results.
“The most outstanding result is that the political system’s apparatus has been truly streamlined in both its organization and personnel. Many cadres, party members, and civil servants have shown a sense of responsibility and voluntarily retired from work according to the regime, making way for young, capable cadres to continue to shoulder the assigned tasks. At the same time, the cadres, civil servants, and public employees from the province to the commune have initially adapted to the new model, and their sense of responsibility has been enhanced,” emphasized comrade Ho Van Nien.
Regarding the upcoming tasks, the head of Quang Ngai Provincial Party Committee noted that Party committees and authorities at all levels need to focus on implementing well 5 basic contents.
Firstly, continue to thoroughly grasp and raise awareness about the arrangement and organization of the apparatus; organize and implement according to the Central's direction and orientation on the arrangement and organization of the apparatus until 2030.
Second, it is necessary to pay attention to reviewing, arranging, and perfecting along with training and fostering the staff to improve the quality, efficiency and responsibility of work better and better.
Third, review and arrange the model of public service units to be unified and suitable to the practical situation of the locality.
Fourth, enhance the application of science and technology in management and settlement of administrative procedures for people and businesses, using their satisfaction as a measure to evaluate the effectiveness of the process of arranging and organizing the apparatus; at the same time, standardize working processes.
Fifth, prioritize resources for the process of implementing the arrangement and organization of the apparatus. In particular, it is necessary to invest in equipment to serve the work; prioritize resources to complete the management database on land, population, health, education, etc. From there, integrate specialized databases into a common database of the province to serve the tasks of socio-economic development and administrative management in the area.
On this occasion, the Standing Committee of Quang Ngai Provincial Party Committee and the Chairman of Quang Ngai Provincial People's Committee awarded Certificates of Merit to 4 collectives and 16 individuals with outstanding achievements in leadership and direction of the implementation of Resolution No. 18-NQ/TW.
